WHEREAS, the present Richland Hills Public Library has less than one-half
• the floor space required by National and State standards for a municipality of
Richland Hills' size; and
WHEREAS, the present Library is not fully accessible to handicapped indi-
viduals as required by Section 504 of the Federal Rehabilitation Act of 1973;
and
WHEREAS, the roof of the present Library is subject to leaking after
heavy rainfall, which on occasion has led to mildew damage of some Library books;
and
WHEREAS, a comprehensive plan prepared for the City of Richland Hills in
1983 recognizes the limitations noted above; and
WHEREAS, the City of Richland Hills purchased property fronting on Rena
Park Drive adjoining the present Municipal Complex in December 1985, with the
intention of expanding the Municipal Complex; and
WHEREAS, the City of Richland Hills has been preliminarily approved for
Library Services and Construction Act (LSCA) Title II Grant from the federal
government for the purpose of establishing a new Library facility; and
WHEREAS, it is the opinion of this City Council that the best interest of
the City of Richland Hills will be served by participating in this program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS:
That the City of Richland Hills desires to enter into a contract
with the Texas State Library and Archives Conunission, whereby the
• City will accept the federal funding and agree to finance the re-
mainder of the project.
ADOPTED AND APPROVED This 1. 4th day of July , 1986, at a regular meeting
of the City Council.
