The regular meeting of Council was held to -day at 3 :30 p.m.,
in the Council Chamber, and was attended by May r Righton, who
presided, and Councilmen Lovell, Biotin, Young, May and Haar,
and Town Attorney Dutton.
The minutes of the meetings of February 2nd, 16th, March let,
15th and April 1st were read and adppted.
As this was the last meeting of the old Baadd before it retired frat
office very little business was done.
Councilman Young moved that 2 old doors and anold bath tub be
sold for $7.00 Councilman' Slotin seeonddd and the motion passed.
Councilman Slotin moved that the discount on 1939 taxes be
allowed to C.R.Holm, Councilman Lovell seconded and the motion
passed.
Their_ ,beingrnotfurther business the Mayor called a recess and
the old Board retired Mayor Righton then called the new Board,
consisting of Councilmen -elect J.E.McMtllan, L.S.Lovell, M.
Biotin, J.F.Griffin, Wm. W.Henry and John Daniels, to order,
Judge John Rourke then administired the followiing to Mayor

The Mayor thanked Judge Rourke for his kindness in coming
down and administering the oath of office to himself and the
members of Council - Judge Rourke thanked the Mayor for his
remarks and wished the new Board the best of luck and the
hope for a successful tenure of office. dge Aourj8 . thdn` gas
°used himself. The Mayor stated that he was glad to have the
new members of Council,he expects to accomplish a great deal
working wth them and anticipated very pleasant cooperation.
Councilman. Griffin moved that Morris Biotin be made Chairman
of Council. Councilman McMillan seconded and the motion passed.

ORDINANCE.
AN ORDINANCE TO BE ENTITLED "AN ORDINANCE TO FIX SALARIES FOR
THE EMPLOYEES OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND AND
FOR OTHER PURPOSES:
Section 1.: Be it enacted by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, in Council assembled and it
is hereby enacted by the authority aforesaid that the following
salaries shall be paid to the employees for the Town of Savannah Beach
Tybee Island: Mayor,$500.00 per year Recorder and Town Attorney,
$430.00 per year; Clerk of Council, $175.00 per month; Assistant
to the Clerk of Council, $50.00; Chief of Police, $125.00per
month; Director of Public Works and Building and Plumbing Inspector,
$125.00 per month, the Town to furnish, and7pay= For -hou °rent;
Assistant to the Director of Public Works and Building and
Plumbing Inspector, $100.00 per month from April lst, 1940 to
October 1st, 1940. kt.,14,1
Section 2: All ordiaancez a pgrt's of ordinates conflicting
with the provisions of this ordinance are hereby repealed.
Councilman McMillan moved that the following resolution be
adopted, Councilman Griffin seconded and the motion passed:
RESOLUTION.
WHEREAS, for the affairs of the Town of Savannah Beach, Tybee
Island, to function properly it i.s necessary to have definite
rules for Council;
NOW, THEREFORE BE IT RESO,VED by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, in Council assembled, that the
following rules be adopted:
L. Town Hall office hours: May, June, July, August - 9 a.m. to
6 p.m., one hour and a half for lunch - Saturdays 9 a.m. to
1 p.m. Other months - 9 a.m. to 5 :30 p.m., one and one half hour for
lunch - Saturdays 9 a.m. to 1 p.m.
2. Monthly income and disbursemnt statements to be rendered
to the Mayor and a copy to the Chairman of the COmmittedoefItt
Finance.
3. All accounts payable to be approved and passed fcr payment
by the Board of Councilmen at their monthly meetings and to be paid
by the 15th of the month.
4. Minutes of the monthly Board meetings are to be read at
every meeting to show all business transactions, including the
total amount of the accounts payable approved and passed for
payment.
5. Monthly assessments, if any, on new buildings to be assessed
by the Committee by person&1 examination of such -new buildings.
6. 1.4censes of any kind for doing business on the island are
to be paid direct to the Clerk's office by not later than June
15th. The Police Department is to checkup on the correctness
of such, licenses, making docket cases if necessary by not making
any collections.
Councilmen Slotin moved that bills totaling $387.19 be paid,
Councilman Griffin seconded and the motion passed.
Councilman Lovell nominated Edward A.Dutton for Town Attorney
and Recorder. Councilman Griffin seconded and the motion passed.
Judge Rourke administered the oathof office to Mr. Dutton.
Councilman Griffin nominated Henry M.Buckley for Clerk of
Council and ex- offico Treasurer, to be employed by the month
effective May lst, 1940. Councilman McMillan seconded and the
motion passed.
Councilman Griffin nominated W.J.Moore for Chief of Police

called for a vote by ballot - Mo.ore reoellrednbh majgrity of the
votes - 4 to 2, which appointed him Chief of Police and ex-
officio Tax Collector.

Works, Building and Plumbing Inspector to be employeed by the
month, effective May 1st, 1940, Councilman Griffin seconded -
Councilman Biotin Nominated Thomas Reed, Councilman Henry
seconded, the Mayor called for a vote by ballot, which re-
sulted in a tie vote - Mayor Righton casting the e 1ding
vote in favor of Reed. Thomas Reed was appointed Director of
Public Works, Building and anitary Inspector, to be employed
by the month, effective May lst, 1940.
The Savannah Beach Public Library petitioned for an appropriation
of 0300.00 for the year 1940. Received as information.
The Savannah Beach Chamber of Commerce petitioned for an appro-
priation of 03000.00 for the year 1940. Referred to Finance
Committee.
Petitions were received from the Gulf Oil Corpn, Standard Oil
Co., and the Sincalir Refining Co., regesting that gasoline -oil
license be reduced to 015.00. Referred to Dinanee Committee.
Councilman Griffin moved that in the matter of purchasing oyster
shells, the matter be referred to the Finance Committee with
power to act. Councilman Lovell seconded and the motion passed.
The residents in the vicinity of Campbell St., petitioned for
a fire plug in that section. Referred to Fire Committee.
Councilman Griffin moved that the matter of purchasing a street
workin4 machine be referred to Councilman Lovell to get bids
and with authority to purchase. Councilman Henry seconded
and the motion.passed.
Councilman Griffin moved that the•@lerk be authorized to pur-
chase supplies and material for the WPA where used in connection
with the construction of the new sea -wall, entotal cbst pot to exceed

Councilman Slotin moved that the following ordinance be adopted
Councilman Lovell seconded and the motion passed;
ORDINANCE.
TO PROVIDE for the taxation of real and personal property
in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal
year commencing May lst, 1940, and to provide for the rate of license
for doing business in said Town of Savannah Beach, Tybee Island,
Georgia, for the fiscal year ending April 30, 1940, fixing penalties
for the violation and for other purposes.
Section 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council
assembled andAt is hereby ordained by the authority of the same
that the rate of taxation upon real estate and personal property
within the limits of the said Town of Savannah Beach, Tybee Island,
Georgia, for the fiscal year commencing May lst, 1940, shall be
ONE AND ONE - QUARTER PER CENT upon the assessed or returned value of
same, the value of real estate improvements to be ascertained from
the returns of the Committee on Assessments of said Mayor and
Councilmen and the valuation of personal property to be ascertained

from the returns of the owners thereof in p}psuance of the scheme
and plan contained in Sections One, Two, Three and Four of the
Ordinance to provide for the assessment of taxable property in
the Town of Savannah Beach, Tybee Island, Georgia, and the mode of
valuing such property for taxation and to carry into effect the
provisions of the Act of General Assembly of the State of Georgia
approved August 19, 1922, Section 21, pasted in Council assembled
October 13, 1922, and it is further or,ailed that if any person
or persons should refuse or neglect to pay the tax required by
this Ordinance within thirty days, (30) after the same shall become
due, or shall fail or refuse to pay any DOUBLE TAX assessed as
above provided within thirty (30) days after same shall become due,
the Clerk of Council as Ex- officio Treasurer of said Town of
Savannah Beach, shall issue execution therefor and the further sum
of One Dollar ( $1.00) for costs, the Chief of Police and' Ex- officio
Tax Collector shall proceed with such execution in the same manner
as now provided by law in such cases of execution lodged with the
Sheriff of Chatham County.
Section 2. Be it further ordained that any property,
including new improvements upon completion and installation, will
become taxable after May 1, 1940, and shall be subject to taxation
from the first day of the month immediately succeeding the time
when the same becomes taxable and the owner or owners shall pay
such proportion of the tax required by this Ordinance as the time
left for the taxable year shall bear to the whole, except that any
improvement completed after July lst, shall not be taxed for the
remainder of the fiscal year through April 30th.
Section 3. And every person who shall pay his taxes
on or before the 1st day of June, 1940, shall be entitled to a
deduction of ten (10) per cent on account thereof, and the Clerk
of Council and Ex- officio Treasurer of said Town is hereby
authorized to make such deduction upon receipt of tax. The
provision of this Section shall not apply to licence for doing
business in said Town-, the rate for such license being NET. -
Section 4. The license for doing business in the
Town of Savannah Beach, Tybee Island, Georgia, for the fiscal
year ending April 30, 1941, payable on or before commencing of
business shall be as follows:
Any person, firm or corporation selling, offering
for sale or giving away beer- $50.00
Section 5. In the event any business or calling not
specifically mentioned in the above list set forth shall be
established in the Town of Savannah Beach, Tybee Island, Georgia,
the Mayor and Councilmen reserve the right to establish a license
fee for same by Ordinance, which fee is to be of equal dignity
as the license specifically Mentioned in the above Section,
provided,however, that such license thall not be less than $2.50
and not more than the sum of $100.00
Section 6. This ordinance shall be subject to
alterations or repeal in whole or in part at any time during the
fiscal year beginning May lst, 1940, should it be deemed advisable
and no such amendment or repeal shall be construed to impair the

right of Council to assess or levy tax for the whole of such
year whenever made.
Section 7. Any person, firm or corporation violating
any of the provisions of this Section shall upon conviction
before the Police Court of said Town be subject to be fined in
the sum of not more than *100.00 or be imprisoned not more than
thirty (30) days, either or both or any pert of either or both in
the discretion of the Court.
.Section 8. All Ordinances or parts of Ordinances
conflicting with the provisions of this Ordinance are hereby
repealed, providing, nevertheless, that so much and such parts
of Ordinances passed as provided for the execution for any tax
assessment, or part of, shall continue and remain in force so as
to authorize the Clerk of Council and Ex- officio Treasurer to
issue executions and the Chief of Police and Ex- officio Tax
Collector to collect same until taxes or assessments shall be
fully paid.
There being no further business Council adjourned, subject to
