AAC Members absent: Shawn Walters Staff present: Anette Spickard, City Manager and Interim Airport Manager Jerry Bisom, Airport Superintendent Consultants present: Kevin Bissell, TO Engineers Others present: Karyn Janiak, Sawtooth Flying Services, Jim Mullet airport used Remote participants: Wayne Reiter, TO Engineers; Katie Dorris, Sawtooth Flying Service; Rick Rezabek; Jeff Edwards; Eric Anderson, McCall Aviation Chairman Jones called the meeting to Order at 12:00p.m. Public Comment: 1. Karyn Janiak of Sawtooth Flying read a letter from airport stakeholders raising concerns related to the future Highway 55 Bypass route of Deinhard Lane and the Airport Master Plan; the need for 55 transient aircraft parking spaces in summer; the City taking a proactive approach with the County regarding land use applications and consistency with ITD-Aeronautics planning guidelines for airports. 2. Jim Mullet, airport user, raised concerns regarding tree maintenance on the east of the "condo hangars" as the trees are impacting the fence. Mr. Mullet stated public bathrooms were not available on Labor Day or 41"of July weekends and asked for a key. He commented on the condition of bathrooms. Staffing Update: Anette Spickard informed the committee that Airport Manager Rick Stein had tendered his resignation on November 1, 2021. Ms. Spickard will cover Airport Administration duties until a replacement is hired. Jerry Bisom, Airport Superintendent will receive technical assistance from TO Engineers. The committee provided input to Ms. Spickard on desired qualities for a new Airport Manager and asked to receive a copy of the recruitment brochure in advance. The committee expressed an interest in assisting with the hiring process. The goal is to have a new Airport Manager hired by the end of the calendar year. Approval of Minutes from October 7, 2021 regular meeting: Item postponed to December 2, 2021 meeting. Committee members asked that the meetings be recorded. Airport Sewer Extension Update: Kevin Bissell reported that TO is working with Knife River to repair a manhole as part of the final wrap up of the parallel taxiway project. As part of that repair, the city is proposing to extend 1 a sewer pipe from the repaired manhole to the corner of the infield hangar development area. Original concept was to bore under the new taxiway however soil conditions resulted in an extremely high estimate from the contractor and now the concept plans for cutting into the taxiway to the least extent possible to install the sewer line. The next step is for the city to apply to the sewer district for the sewer line extension. AIP 028—Airport Master Plan Update: Wayne Reiter, TO Engineers, provided an overview of the draft Airport Layout Plan (ALP) and the location of future development on the airport. Considerations taken into account for the ALP included snow storage needs, future ASOS location, parking needs, and public input received to date. Committee members discussed current airport obstructions and the impact to GPS instrument approaches. Mr. Reiter explained that FAA's use of more accurate LIDAR data has resulted in identification of hundreds of"penetrations"primarily due to topography and trees that the FAA has labeled as obstructions. The FAA has provided the city a list. FAA is getting much more specific about obstacles than they have in the past. The AAC requested that an Obstruction Mitigation Plan be developed before the Master Plan is finalized. In response to a question about the 360 degree subdivision 1,000 feet to the south of the Airport, Mr. Reiter explained that the new houses will not create new obstacles due to the lower elevations/topography in that area. AIP 031 —East/West Taxiway Update: Kevin Bissell, TO Engineers, reported that the plan is to open bids for the project prior to March 1, 2022 for construction in summer 2022. AIP 032—Runway 16-34 Rehabilitation Proiect: Kevin Bissell, TO Engineers, reported that FAA has approved combining AIP 31 and 32 together for bidding and construction management. The project includes pavement repair, sealing, and new pavement markings that will result in Runway 16-34 designators and associated runway guidance signs being changed to account for magnetic variation. Per the McCall Airport Master Plan, the runway designation will be changed to Runway 17-35 due to this change in magnetic declination. The committee discussed the need for updating approach procedures. Infield Hangar Development Update: The McNichols-Berge hangar proposal is moving forward to the Planning and Zoning Commission. The City Council has approved the lease of the land for the future hangar. Items for Future AAC agenda: The committee asked that Obstruction Mitigation Planning be placed on the future agenda list. They would like another update on the Master Plan and the Sewer project at the December meeting.
