HomeMy Public PortalAbout2021.10.13 GAC Minutes GCAC Minutes October 13, 2021 5:00 PM Golf Course Club House Roll Call:Todd McKenna, Ken Stearns, Allan Morrison, Eric McCormick, Kristen Christensen, Kara Jeffus, Suzanne Gebhards, Eric Bouchard Meeting called to order at 5:05 by Todd McKenna Approve Minutes for July 14, 2021, Meeting: approved and seconded. Public Comment: No comments received or online Teams participants. Eric's Report: Ramp is planned to be completed next spring prior to golf course opening. Ramp design posted near front steps and on fence near practice green. The parking lot is mostly completed. Conduit was installed for water and electirical. Will be looking for funding to install lighting in the near furture. Striping of parking lot is out to bid and hope to have it completed before the snow flies. Billy Romero is retiring. There will be a party from 4-6 PM at the clube house on October 29th. Planning to advertise the full time position as soon as possible. With Billy retirement there will not be as much maintenance work completed this fall, such as the ladies tee boxes. As soon as we know all the funding and projects for next fall we will agressively pursue a contractor for this summer to get some projects completed. All greens were punched and sanded. Hope to punch all fairways before the snow falls. Pre-tournament fertilizer is sprayed to help maintain conditions and return course to pre-tournament conditions. Allan's Report: Budget: Another record year; $166,804 over last year to date (September to September), although down about $4,000 for the month of September likely due to parking lot resurfacing. Two years of great revenues are bringing up the 5 year average. Linda Stokes, city treasurer, will have dollar amount that went into funding of the Master Plan. Season passes are up $43,048 over last year. Allan will give us the change in rounds at the next meeting. Discussed using a company for booking teetimes online and charging a fee to discourage two-somes booking a four-some spot. Tournaments: Idaho Junior Golf has asked to host their annual golf tournament. Two days midweek is needed sometime in the first two weeks of August and would probably use all three nines. The course would loose money and the members would be upset with more course closures, as well as added stress to course crews and course conditions. Advisory group recommends declining this opportunity. Monthly Topic: Facilities and Course Projects: 1) Have countertops, sinks, fans, and lights. Will be completed before course opens next spring. 2) Bridge on Cedar 4 will be worked on in October and November, has to be completed prior to winter so the paths can be groomed. 3) Continue working on ramp project. 4) Eric will look into pricing metal bridge that can be set in place. 5) Year-around bathroom project for 5 & 7 Birch, getting designs so we can get a rebid for construction - funded by the capital budget. 6) Clearing for the paver project will be this Fall; may even get a bid to lay pavers for the ramp as well. 7) Need to take out the Poplar tree on back of 6 Aspen for shading and green maintenance. 8) Deer continue to be an issue on the golf course due to course damage, scat, overpopulation, and thus overall health of the deer population. The advisory committee requests the City to educate the public about how we can help the deer by not feeding them and by transporting them to their historic winter range. Review the following golf season's fee schedule for golf activities: move to next meeting to get more data from Eric McCormick. Current thoughts are to not increase rates. Questions remain about past debt and revenue from last year. Old Business: Where are we at with the Master Plan funding and projects. How do we plan ahead to get projects completed? Review Notes from Budget Workshop: • Unanimous support for addressing all tee boxes, especially red and gold tees. • Repairing steps on Birch 1, they are a safety hazard and have been added to Erik's list to try to address prior to opening next spring. • Longer grass on Aspen 1, can be accomplished fairly easily with mowing and seeding g • Trail fees should go to trail maintenance - nice to have flexibility with monies for all course improvement. • No bunkers on Aspen and Birch: yes, too hard to be maintained and enough hazards with trees and rough. • Don't change 1 Aspen and 9 Birch - we disagree, because the practice facility would be larger and the general flow would be improved. • Restore beauty on Grand #1 hole - fountain is scheduled to be fixed. x Dredge the ponds on Birch 5 - part of masterplan to improve ponds. New Business: When will Reedy be repaved? - Not a high use road, but is scheduled for reconstruction in 2026 provided funding is available. Provide comments and inquiries to city council. This is a highly visible corridor for many visitors to our town. Spring Mountain Association Meeting - please advise members to responsibly and respectfully use paths in the winter by picking up after their pets. Golf professional contract going forward - Eric and Annette will be discussing whether to move forward with a golf professional versus contracting out to a course manager. Level all Tee boxes. Restrooms needed on course. Longer grass behind 1 Aspen green and front. Please repair damaged railroad tie steps on Birch 1. This has been damaged for over 2 years now and creates a liability for the city. Please repair step at Aspen 1, Aspen 1, Cedar 4 as people are tripping. All of part of the trail fees should be dedicated to trail maintenance in the budget. It would be good to show people there is a connection between the fee and the upkeep needed. No bunkers on Aspen or Birch. Bunkers cost a lot to maintain and slow down play. Don’t change 1 Aspen and 9 Birch. Remove 3 trees south side of hole 15. Restore some of the beauty to the grand #1 hole. Too many trees have junk left on putting surface. Dredge the ponds in front of Birch 5. Add fountain to pond in front of Birch 5. For all. Needs to be accessible and welcoming to all skills. Not a country club, no memberships. Season pass holders play at a discount not a premium. Adjacent property owners are not owners of the course anymore than a regular taxpayer nor do they have access to the course. Property value growth does not equate to more money for the city. The city levies a fixed dollar amount budget each year that is spread across everyone. It drops the tax rate instead. City is limited by law what can be levied. It is expected to be run on a “fee for service” model because it is not a basic public safety/public health/government function. It is a recreation program. Just like the Parks and Rec’s programs are fee for service. City subsidizes the golf course each year with property tax dollars to keep the asset of the golf course infrastructure maintained and provide a recreation opportunity in the winter.
