x SEC` TCi� 3. That the cost of such repairing, surfacing and
resurfacing s�all be defrayed by a special tax, to be assessed in
favor of the ity, on the ad•joining property fronting or bordering
on the street where such work is done, in proportion that the linear
number of feet of each lot fronting or bordering thereon bears to
the total number of linear feet of all the property chargeable with
the tax aforesaid, in the territory embraced within this Ordinances
Special tax bills., shall be issued, evidencing such assessment, and
shall become liens an said property, and shall be issued and enforced
Aft as provided by law.
SECTION 4. The cost of such repairing, surfacing and re-
surfacing shall not exceed the si.zn of sixty cents (60/) per front
foot, per annum, upon property abutting upon the streets aforesaid.
SECTION 5. All Ordinances, or parts of Ordinances, in conflitt
with this Ordiiaice, are Insofar as they conflict herewith., are hereby
repealed.
SECTION 6. This Ordinance shall take effect from and after

AN ORDINANCE REGULATING THE USE OF FLAMABLE LIQUIDS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The term "flamable liquids' as used in this ordi-
nance shall mean and include all liquids (other than liquified petroleum
gases as defined in such ordinance covering same ) that have flash points
below 200 degrees Fahrenheit as determined by a closed cup test in
accordance with methods adopted by the American Society for Testing
Materials and approved by the American Standards Association.
Section 2. CLASSIFICATION OF FLAMABLE LIQUIDS. For rge pur-
pose of this ordinance, flammable liquids are divided into three
classes as follows: �'lass lf Liquids with flash points below 25
degrees Fahr. ; Class'Ll, Liquids with flash points above that for
Class 1 and below 70 degrees Fahr. ; ClassIIT Liquids with fl"h
points above that for Class II and below 200 degrees Fahri Flash points t
to b e determined as stated in Section 1. Representatives examples of the
classes of flammable liquids are:

Section 3. Permit Required. 'io person, firm or corporation
shall use, store or handle any flammable liquids in quantities in
excess pf thab given in the following table unless a permit has
been obtained from the building inspector.

No permit shall be issued for the use, storage or handling
of flammable liquids dnless such use , storage or handling complies
with the provisions of this ordinance.
Section 4. CONTAINERS FOR FLAMMABLE LIQUIDS.Aboveground
atorage (except in barrels or drums with individual eppacity of 100
gallons or less as provided in Section 9 and 10) duall be in all-
steel gas-tight tanks constructed In accordance with nationally
recognized standards. Aboveground tanks having individual capacity
exceedinf 50,000 gallons shall be surrounded by a dike with a&-
pacity within diked area at least to capacity of tank or tanks. -
Burried tanks for the storage of flammable liquids shall
have tops at least two feet below the surface of the ground and
whenever located under driveways, buildings or otherwise subject to
traffic of heavy vheicles shall be otherwise protected as bequired
by the building inpsector. Tanks shall be suitably protected
against corrosion and, where subject to floating, shall be securely
anchored or weighed.
Aboveground contd ners for Class III liquids located inside
buildings shall not exceed 275 gallons individual capacity or 550
gallons aggregate capacity unless tank containing such liquids is
installed within a masonary enclosure with space between tank and
enclosure filled with sand or well tamped earth in a manner satis-
factory to the building inspector.
Portable containers for Class I liquids shall be restricted
to safety cans or portable talks approved by Underwriters" Labora-
tories, Inc . , or by similarity nationally recognized laboratories
and satisfactory to the building inspector except as exempted below.
Such approved portable containers are not required for:
(a) Quantities of one gallon or less.
(b) Shelf stock in unbroken original
sealed containers having individual
capacity of 5 gallons or less.
(c) Oonditions governed by special
occupancy requirements as provided
under Section 9 of this ordinance.
Section 5. FILLING AND WITHDRAWAL, VENTS, RELEIFS AND
GAUGES. Filling connections, vents, gauging devices or methods,
emergency reliefs and met ods of withdrawal of liquids shall be
in accordance with nationally recognized good practives.
Section 6. LOCATION OF ABOVEGROUND AND BURRIED TANKS. No
aboveground storage outside of buildings of Class I and Class II
liquids for which a permit is required shall be permitted within
the fire limits and no underground storage of such liquids shall be
within 10 feet of any basement unless the top of such storqge tank
Is below the level of the basement floor. No abovegro nd storage
shall be within 20 feet of any building.
Section 7. BULK STORAGE AND DISTRIBUTION. No facilities
for the bulk storage of flammable liquids nor for the filling of
storage tanks from tank cars nor for the filling of tankx trunks
from tank cars or storage tanks shall be located within the fire
limits nor in closely built up sections nor within fifty (50) feet
of any other property which is or may be built upon. Nor shall
such facilities be located where because of topography or nearness to
streams liquids from tanks could drain toward or be carried to lo-
cations which are or may be built upon unless such tanks are diked
in a manner satisfactory to the building inspector.

Section B. SAFEGUARD FOR HANDLING AND DISPENSING. The
storage, use and handling of flammable liquids shall in general
conform to nationally recognized good practices. Pumps• and other
devices for handling or dispensing flammable liquids shall be of a type
approved by the Underwriters' Laboratories , Inc. , or similarly re-
cognized laboratory, and electrical equipment in connection there-
witj shall conform with recognized good practices. "here the use of
flammable liquids introduces the possibility of a flash fire or an
explosion, ventilation sufficient to maintain the flammable vapor air
mixture well below the lower limits of flammabilitti shall be provided
and electrical equipment shall opmply with the provisions of the
National Electrical ode for "Hazardous Locations". Smoking shall be
prohibited in the vicinity of area where flammable liquids are used.,
stored or dispensed, and ,No Smoking" signs shall be posted.
Section 9. STORAGE AND USE OF CLASS I AND CLASS II LIQUIDS
IN SPECIAL OCCUPANCIES. In manufacturing end mercantile buil& ngs,
the building inspeftor may permit the storage of Class I or Class II
liquids where the nature of the business rewuires such storage pro-
vided that such storage does not exceed 550 gallons aggregate capacity
and provided further that such storage does not include more than one
drum of the same liquids.
The building inspector may permit the above limits to be
exceeded where a separate building is provided for such storage or
for storage and mixing or where restricted to a separate fire re-
sistive room inside of a building with access to room provided with
an approved automatic closing fire door.
Caps, plugs or bungs shall be replaced Immediately after
barrel or drum is emptied.
Section 10. STORAGE OF BARRELS, DRUNS AND SIMILAR SMALL
CONTA NERS OUTSIDE OF BUILDING. Barrels., drums and similar containers
for flammable liquids, whether filled or not, when stored outside of
buildings, shall not exceed 100 gallons individualk* capacity, shall
not be piled upon each other nor be stored in a passageway nor be-
neath any window. Where aggregate capacity of containers exceeds 275
gallins, a clear space of 20 feet shall be maintained between such
storage and all improtant buildings. such storage shall be remote
from ppen flames and lights and smoking shall be prohibited.
Section 11. FIRE EXTINGUISHERS REQUIRED. Where flammable
;iquids are kept., used or handled a quantity of loose non-combustible
absorbants., such as dry sand or ashes, together with pails or scoops,
and chemical extinguishers or other extinguish&ng devices or materials
shall be provided in such qunatities as may be directed by the
building inspector.
Section 12., FEES. Before any permit shall be issued as re-
quired under the provisions of this ordinance the building inspector
shall receive a fee ofx$5.00 dollars from the person, firm or corp-
oration to whom said permit is issued.
Section143. PENALTY. ny person violating any of the pro-
visions of this ordinance shall be guilty cf a misdemeanor and
uppn conviction thereof be punished by a fine nit to exceed one-
hundred dollars ($100.00).
Section 14. All ordinances or parts of ordinances in conflict
with this ordinance are hereby repealed.
Section 15. this ordinance shall take effect and be in force
from and after its passage and approval.
