AN ORDINANCE REGULATING THE USE OF LIQUIFIED PETROLEUM GASES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON , MISSOURI,
AS FOLLOWS:
Section 1. DEFINITION. The term "liquified petroleum gases" as
used in this ordinance shall mean and Include any materials which is
composed predominantly of any of the following hydrocabbons 9 or mix-
tures of them; propane, propylene, butane (normal or iso-butant) t
and butylenes.
Section 2. PERMIT REQUIRED. No system for the utilization of
liquified petroleum gases nor facilities for the charging of containers
or handling of liquified pertoleum gases shall be installed unless a
written permit has been obtained fDom the building inspector. No permit
shall be required for the utilization of liquified petroleum gases
from I.C.C. cylinders but the installer shall file a written notification
with the building inspector.
Section 3. ODORIZATION. All liquified petroleum gases shall be
effectively odorized by an agent of such character as to indicate
positively, by a distinctive odor, the presence of gas flown to concen-
trations in air of not over one-fifth of the lower limit of combustibility.
Section 4. HANDLING AND BULK STORAGE. No facilities for transferring
liwuified petroleum gases from tank cars to x storage tanks or to tank
trucks or facilities for transferring liquified petroleum gases from bulk
storage to tank trucks or to I.C.C. cylinders shall be located within the
fire limits, nor in closely built up sections nor within fifty (50) feet
of any other property which may be built upon, nor shall other property be
built or located within fifty(50) feet of any such facilities.
Section 5. APPROVED SYSTEMS. The term "system" as used in this
ordiance refers to an assembly of equipment consisting essentially of
the container or containers, major devices such as vaporizers#
carburetors, relief valves, excess flow valves, regulators, etc..,, and
interconnecting piping.
Liquified petroleum gas systems utilizing containers of 1 200
gallons or less water capacity shall be approved by Underwriters4
Labvpatories, Inc. or similarly nationally recognized testing laborator;yi
Liquified petroleum gas systems utilizing containers of•over
gallons water capacity each regulator, container valve, excess flow
vlave, gaugung device and relief valve installed on or at the container,
and vaprvizer unit shall have its correctless of design, construction,
and performance determined by the Underwriterst Laboratories, Inc. , or
a similakly nationally recognized testing laboratory.
Section 6. APPROVED APPLIANCES. All domestic and commercial *
liquified petroleum gas consuming appliances shall have their correct-
ness as to design, construction and performance certified by the.
American Gas Association and shall bear the American Gas Association
seal of approval for liquified petroleum gases or shall be certified
and approved by a similarly vecognized authority.'
Section 7. USE OF GASES FOR WHICH SYSTEM WAS TOOT DESIGNED.
Marketers and users shall exercise evdry precaution to assure that only
those gases for which the system is designed, examined and listed, are
emp ;oyed in its operation, particularly with regard to pressures.
Section 8, CONTAINERS AND FORST STAGE REGULATORS. Container's
and first stage regulators shall be located outside of buildings other
than those especially provided for this purpose. Only containers con-
structed and tested in accordance with either (1) I-terstate Commerce
Commission Specifications, (2) Unfired Pressure Vessel Code of the
American Socibty of Mechanical En ineers or (3 ) The American Petroleum
Institute-American Society of Mechanici Engineers Code shall be used.
S-Uch containers shall bear markings indicating compliance with the code
or specifications under which the containers is constructed.

Section 9, LOCATION OF CCIvTAIHEHS- Each container for liquified
petroleum gas shall be located with respect to nearest important building
or group of buildings or line of adjolning property which may be built
upon in accordance with the following table.

No container for liquified petroleum gases shall exceed 50,000
standard U.D. gallons.
Section 10. BURRIED CONTAINERS ontainers made in accordance
with thr specifications of the InterstAte Commerce Commission and regulating
equipment for such equipment shall not be burihe* . L'ontainers approved
for the purpose may be buried if the top of the container is placed
below the established frost line, but in no case shall the top of the
tank be less than two (2) feet below the surface of the ground. Con-
tainers shall be set on afirm foundation and surrounded with soft earth
or sand well tamped in place. Where necessary to prevent floating, containert
shall be securely anchored or weighed. ontainers shall be protected
against corrosion in a manner consistent with good practices and satis-
factory to the building inspector. It shall not be necessary to acover
the portion of the container to which the manhole and other cinnections are
affixed.
Cont$.iners once installed underground shall not later be re-
installed aboveground or underground, unless they successfully withstand
hydrostatic pressure retests at the pressure specified for the original
hydrostatic test as required by the code under whiich constructed, and
show no evidence of serious corrosion. Where containers are reinstalled
underground yhe corrosion resistant coating shall be put in good con-
dition.
Section 11. ABOVEGROUND CONTAINERS, Containers installed above-
ground shall be properly supported wit; anchorage which will permit
thermal expansion. Structural metal supports shall be properly fire-
proofed, except that unprotected structural steet supports resting on
concrete pads or footings may be used under either of the following
.conditions: (1 ) The co ntainer has a water capacity of not over 000
gallons and the �istance from its bottom to the ground does not exceed
24 inches; (2) he container is in an isolated location and the dis-
tance from its b6ttom to the ground does not exceed five feet. Con-
tainers shall be separated at least 3 feet if of less than 1,200
. gallon water capacity and 5 feet it of greater capacity.
Where the slope of the grcund or other local conditions would
permit above ground containers, in case of rupture or overflow, to en-
danger adjacent property, the building inspector may require each con-
tainer to be surrounded by a dyke of such capacity as may be considered
necessary but not more than the capacity of the container.
Section 12. COMBUSTIBLE MATERIALS NEAR CONTAINER. Readily
ignitable material such as weeds and long dry grass shall be removed
within ten feet of any container.
Section 13. GROUNDING AND BONDING . Aboveground containers ex-
ceeding 1,200 gallons water capacity shall be electrically grounded
in an effective manner.
Section 14. FILLINg CONNECTIONS. 'i'he filling pipe inlet terminal
shall not be located-inside a building. It shall be protected in a
substantial manner against mechanical injury and tampering by unauttiiori-
zed persons, illing pipe inlet terrr.inals on containers other than
those for I.C.C. containers shall be located not less than 10 feet from the
building and where practicable not less than 5 feet from any driveway
and shall be ?,kept locked when not in use.

Section 15. TRANSFER OF' LIQUIDS. All transfer of liquids or
gasses shall be by approved piping or hose , tested to 5 times the designed
working pressure. All connections shall be free from leaks. At least
one attendant shall remain close to the transfer connection from the
time the connections are fbrst made until they are finally disconnected,
during the transfer of products for filling containers.
SECTION 16. ELECTRICAL EQUIPMENT AND OPEN FLAMES. In building
housing vaproizers or pumping equipment for liquified oetroleum gases
and at operations for the transfer of such gases, such as unloading from
bank cars to bulk storage tanks, the transfer from bulk storage tanks to tX
tank trucks or the filling of I.C.C. cylinders from bulk storage tanks,
electrical equipment shall be in accordance with the requirements of the
"ational Electrical Code for Class I. ivision I, Groupe D hazardous
locations and at such locations, open flames and other souces of
ignition shall not be permitted.
Sectig.17. DISCHARGE FROM SAFETY RELIEF DEVICES. The discharge
from safe t., ces shall be arranged to afford free vent to outer
air. The discharge from safety relief devices shall not terminate in
any building nor beneath any building and shall conform with the follow-
ing provisions: For aboveground containers of 125 gallons water capacity
or less the discharge from the safety relief device shall be located not
less than five (5) feet horizontally from any opening into a building
below the level of such discharge; for aboveground containers of 2t000
gallons water capacity or less the discharge shall be vertically upward;
for containers of over 2,000 gallons water capacity the discharge from
safety relief devices shall be piped upward to a point at least ten
(10) feet above the container and in such a manner as to prevent any
inpingment of escaping gas updni, container. Where discharge from
safety relief devices are vertically upward they shall be provided with
a loose fitting rain caps
Section 18, VAPORIZERS. yaporizers shall be located outside of
buildings except as follows: (a) uildings devoted exclusively to man-
facturing and distributing operations, (b) vaporizers of not more than
one quart clapacity if vaporization is not effected by artificial means AAA
and vaporizern is located close to a point at which pipe to vaporizer
enters building. Vaporizers having a liquod capacity of one quart or less
designed primarily for purpose of domestic service employing artificial
heat for vaporization and with vaporizer chamber intergral may be in-
stalled in a , separate building used exclusively for this purpose. The
degice that supplies the necessary artificial heat for effecting vapor-
&zatibn shall be located in a separate room or compartment separated by
substantially vapor-tight fire walls from equipment such as vaproizers,
pump and mixing devices.
Section 19. PIPING AND FITTINGS' Piping shall be standard full
weight wrought iron, steel, brass or copper pipe; or approved seam-
less copper, brass or other approved non-ferrous gas tubing suitable
for a safe working pressure of not less than 125 pounds. Approved flex-
ible connections may be used on either the high pressure or low
pressure side of the system. Fittings for use with wrought iron and
steel pipe may be of a type consistent with recognized good practices
in connection with the utilization Of liquified petroleum gases, but
welded construction for joints shall be employed whereever possible.
Cast iron fittigs shall be prohibited. Only approved fittings shall
be used with seamless copper, brass or other approved non-ferrous gas
tubing. Fittings shall be capable of withstanding a pressure of at
least 125 pounds. Extra heavy piping for conveying gas or liquids
shall be suitable for a safe working pressure of not less than 125
pounds and shall be tested after assembly and proved free from leaksxAkxx0Lt
at not less than normal operating pressures.
Section 20. FEES. Before any permit shall be issued as required
under the provisions of this ordinance the building inspector shall
receive a fee of 5.00 dollars from the person, firm or corporation to
w hom said permit is issued.
Section 21. PENALTY. `ny person violating any of the pro-
visions of this ordinance shall be guilty of a misdemeanor and upon
conviction thereof be punished by a fine of not to exceed $100.06.
