HomeMy Public PortalAboutResolution No. 017-89 02-13-1989 • RESOLUTION NO. 17-89 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS TO VOLUNTARILY SUBMIT TO POPULAR VOTE OF THE CITIZENS OF RICHLAND HILLS ANY MEASURE REGARDING THE CONSTRUCTION OF OR THE OCCUPANCY OF A STATE OF TEXAS DEPARTMENT OF CORRECTIONS-PREPAROLE FACILITY WITHIN THE CORPORATE LIMITS OF RICHLAND HILLS, TEXAS. WHEREAS, some interest has been expressed. by the Texas Department of Corrections to locate pre-parole facilities at various sites in the State; and WHEREAS, these facilities are being proposed to be operated by private industry in conjunction with the Texas Department of Corrections; anal WHEREAS, there may exist economic incentives to local units of government who participate in the proposed program; and WHEREAS, the Richland Hills Economic Development Committee was approached by various private firms who are interested in establishing a facility in our community; and • WHEREAS, the Mayor has established a special task force to review the facts of such a facility and to report their findings to him. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS. Section One THAT, this City Council hereby conveys its support to the study being initiated by the Mayor, his special task force, and to their efforts to review all the facts regarding this issue. Section Twa THAT, by the adoption of this Resolution, restricts and. thereby limits future actions on this issue to the terms and conditions of this Resolution. Section Three THAT, it is the position of the City Council that no formal action will be taken to allow for a Texas • Department of Corrections Pre-Parole Facility or similar facility without first submitting to a popular • vote by the citizens as prescribed in Section 16.03 of the Richland Hills Home Rule Charter. Section Four THAT, the voluntary submission of legislation by the Council shall be at any election or at a special election called by the City Council for adoption or rejection of this issue by the Citizens of Richland Hi.l1s.
