Mayor Smith called the meeting to order at 7:02 p.m.
1. Workshop: 2014 Budget Workshop
2. Regular Meeting: Roll Call
3. Approval of Agenda:
Trustee Shapiro moved, and Trustee Sumrall seconded the motion to approve the
Agenda as amended removing 8b. Motion carried: 5-0.
4. Consent Agenda:
a) Minutes—October 2, 2013
b) Resolution 2013-10-01 Final Acceptance/Release of Surety Grand Park
C) Resolution 2013-10-02 Endorsing the West Slope Principals for the
Colorado Water Plan
d) Resolution 2013-10-03 Sweeper Lease Purchase Agreement
e) Resolution 2013-10-05 Infiltration Plan
Trustee Cwiklin moved, and Trustee Shapiro seconded the motion to approve the
consent agenda. Motion carried: 5-0.
5. Open Forum:
Melanie Zwick addressed the Board regarding the Policies & Procedures manual.
Melanie read a letter from Jane Mather.
Karen Wrape addressed the Board.

a) North West Colorado Council of Governments— Liz Mullen addressed the Board
regarding NWCCOG projects and their Broadband service project.
Martin Woros briefed the Board and answered questions regarding NWCCOG's
Broadband Plan.

C) Resolution 2013-10-06 760 Wapiti Retaining Wall
Issues have arisen in regards to getting the agreement signed in the 45 day time frame
allowed per the Resolution. The Board allowed the extension for the construction project
to June 2014.
Trustee Sumrall moved, and Trustee Shapiro seconded the motion to approve
Resolution 2013-10-06 760 Wapiti Retaining Wall. Motion carried: 5-0

Budget went to the Board on October 10th
A sewer line running under the railroad tracks needs to be slip lined. We have an
opportunity to slip line that line on Monday; this project came to fruition this week. TM
Durbin asked the Board to approve the expenditure to slip line the sewer line.
Trustee Naill moved, and Trustee Cwiklin seconded the motion to approve the
expenditure to slip line the sewer line. Motion carried: 5-0
Trustee Shapiro moved, and Trustee seconded the motion to adjourn. Motion carried:
5-0. Meeting adjourned at 8:45 pm.
