A special meeting of Council was held today at 3 p.m. in
the Council Chamber and was attended by Mayor Righton, who
presided, and Councilmen Slotin, Lovell, Daniels, Griffin,
MacMillan and Henry, Towh Attorney Dutton, and Merritt W.
Dixon and John C. Wylly.
The meeting was called for the purpose of
1: To hear the request of Mr. Dixon to be permitted
to remove some sand from the beach adjacent to
his property.
2: To adopt the 1940 budget.
3: To adopt 4—amendments to the 1940 Tax Ordinance.
Mr. Dixon requested that he be permitted to take sand off
the beach on part of the stand and East of the strand adjacent
to some low property owned by him in this section After some
discussion Councilman Lovell moved that the Town givetits
consent provided Mr. Dixon obtained permission from property .
owners on 12th and 14th Streets, and also that he indemnify '
the Town against any damage that might occur. Councilman
Griffin seconded and the motion passed. (Mr. Dixon agreed to
wait until next Friday to give Council an opportunity of
hearing from any protesting property owners.) Mr. Dixon and
Mr. Wylly were excused.
Mr. Middlebrook of the Standard 0i1 Company-requested that
the license of $25.00 now charged gas and oil dealers be
reduced to $15.00. Mr. Middlebrook was excused.
Councilman Lovell moved that the motion previously adopted
granting M.W. Dixon permission to take sand off the beach be
rescinded, and that a substitute motion be made that a
meeting be called for next Friday and that property owners
be notified in writing to appear at this meeting if they
were interested in protesting against the removal of sand
from the beach adjacent their property. Councilman Griffin
seconded and the motion passed.
Councilman Lovell moved that the budget for 1940 be adopted
and Councilman Griffin seconded.

Tax Ordinance for 1940 be
An Ordinance to amend that certain ordinance entitled "An
Ordinance to provide for the taxation of real and personal
property in the Town of Savannah Beach, Tybee Island, Georgia,
for the fiscal year commencing May lst 1940 and to provide
for the rate of licenses for doing business in said Town of
Savannah Beach, Tybee Island, Georgia, for the fiscal year
ending April 30, 1941, fixing penalty for the violation, and
for other purposes," passed by the Mayor and Aldermen on the
5th day of April, 14 40, by aAAAng° the following licenses at
the end of Sec ion and for other purposes.
Section 1: Be it enacted by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, and it
is hereby enacted by the authority aforesaid that that
certain Ordinance entitled .uAn,Ordinance to provide for the
taxation of real and personal property in the Town of
Savannah Beach, Tybee Island, Georgia, for the fiscal year
commencing May 1, 1940 and to provide for the rate of license
for doing business in said Town of Savannah Beach, Tybee Island
Georgia, for the fiscal year ending April 30, 191+1,° passed by
the mayor and Councilmen on the 5th day of April, 1940, be and
the same is hereby amended by adding the following licenses at
the end of Section 4:
Every Keeper or keepers of a hotel or rooming
house that contains 10 rooms or less
Every keeper or keepers of a hotel or rooming
house that contains over 10 rooms, each room
Every owner or keeper of a rifle range, gun or
ball game, each game
Every owner, operator or lessee -of a billiard
or pool room

Section: Be it further enacted by the authority
aforesaid that all Ordinances or parts of Ordinances in
conflict with this Ordinance be and the same are hereby
repealed.
There being no further business the meeting adjourned
subject to the call of the Mayor.
