HomeMy Public PortalAbout06-08-2013 Strategic Planning MinutesMinutes of the Strategic Planning Meeting of the Village President and the Board of Trustees Held on June 8, 2013 at Village Hall Mayor Collins called the meeting to order at 8:0 4 a.m. in the Community Room. Present were: Mayor Collins, Trustee Bonuchi , Trustee Fay, Trustee Lamb, Trustee Peck, Trustee Racich, and Trustee Rippy. Others present: Lewis G. Bender , Facilitator; Brian Murphy, Administrator; Traci Pleckham, Management Services Director; Michael Garrigan, Planning Supervisor; Rick Kaczanko, I T Director; Dean Marquez, Building Supervisor; Amy DeBoni, Community Relations Director; Allen Persons, Public Works Director; and John Konopek, Chief of Police. PUBLIC COMMENTS None Mr. Lewis Bender, Facilitator, stated that the purpose of the meeting is to discuss the shared vision for the Village. The Board and staff sat in groups to discuss their vision. After the individual group discussions, the Board and the staff discussed their ideas as a whole . The shared vision included the following elem ents: • More police officers • More Village staff • DuPage bike path • Riverwalk expansion – hard facilities • Sidewalk improvements • Fewer vacant store fronts • Fewer vacant homes • Further d efine historical district • Work on development ordinances – set the stage for the future • Improve Route 126 & Route 30 infrastructure • Heggs Road to Naperville completion • Promote new commercial development o Rt. 30/I55 o Rt. 59/119 th Street • Transportation improvements o 143 rd Street Exit , Extend 143 rd West to ridge – Phase 2 o Lockport Street bypass o Open land use (opp?)/new access • Ridge Road development plan o Commercial o Railway access? Increase access to rail • Downtown pedestrian intersection improvements • Downtown is a destination for outside residents • Downtown growth as a result of continued revitalization Village of Plainfield Meeting Minutes – Strategic Planning – June 8, 2013 Page 2 • Major entertainment o Sports o Arts o Concerts • East/west connectivity – Lockport Street Bridge – Village Center • Seek grants for public improvement • Parking deck, parking structure downtown • Larger retail centers - Boulevard – Polo Club • Fill outlets • Riverfront: o Park Development o Pavilion – more events o Trails, hardscape – more participation • Control signage - impact on community image • More upscale dining • More entertainment opportunities • Banquet rooms – continue to support the medical complex • Hotel/motel • Biking events • Improve intergovernmental cooperation between elected officials • Permanent run course for 5k events • Plainfield entrances – route 66 mural • Community embraces change for the better • Higher edu cation presence in town, promote higher education • Complete subdivisions • Board more discerning/judicious on developments • Build on downtown asset • Bring resident expe nditures to Plainfield Current Major Goal Areas 1. Ordinances Village of Plainfield Meeting Minutes – Strategic Planning – June 8, 2013 Page 3 Mayor Collins pointed out that the next Strategic Planning meeting will be held on June 12, 2013 at the Plainfield North High School. There are approximately 50 persons that have registered to participate in the discussion. On a motion from Trustee Fay and seconded by Trustee Bonuchi, the meeting adjourned at 12:00 p.m. These minutes were prepared by Brian Murphy and Lewis Bender.
