HomeMy Public PortalAbout07-17-2013 Strategic Planning MinutesMinutes of the Strategic Planning Meeting of the Village President and the Board of Trustees Held on July 17 , 2013 Plainfield North High School (Cafeteria) 12005 S. 248 th Avenue Plainfield, IL Mayor Collins c alled the meeting to order at 5:30 p.m . in the Cafeteria . Present were: Mayor Collins, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Racich, and Trustee Rippy. Trustee Peck was absent. Others present: Lewis G. Bender, Facilitator; Brian Murphy, Administrator; Traci Pleckham, Managem ent Services Director; Michael Garrigan, Planning Supervisor; Rick Kaczanko, IT Director; Dean Marquez, Building Supervisor; Amy DeBoni, Community Relations Director; Allen Persons, Public Works Director; Doug Kissel, Wastewater Superintendent, and Kevin Greco, Police Commander. PUBLIC COMMENTS None Mr. Lewis Bender, Facilitator, stated that the purpose of the meeting is to discuss the shared vision for the Village. The Board, staff, and residents sat in breakout groups to discuss 1) A shared 5 year vision of the community and, 2) The top three goals for the community. The following summarizes the outcomes of those discussions. Vision Tour of Plainfield 2018 (By category) 1. Transportation/Connections a. Connection between downtown and subdivisions throug hout the Village (2) • No feelings of divided – north, south, east and west b. Make town more walkable (3) • Sidewalks/bike path connections • Improve pedestrian safety • Sidewalks that don’t end • Bike friendly – paths or shoulders c. Riverfront improvements (2) • Improve connections • Expand the DuPage River Trail System • Make Downtown Riverwalk a destination • Use natural assets d. Construct 143 rd Street extension – improve traffic safety (3) e. Promote public transportation • Bus (PACE) and bus service to commercial/other areas f. Tran sportation options to other suburbs (PACE) g. Find grants for projects h. Lockport Street bypass (Lockport to Route 126) i. I -55 Interchange j. Focus on public and private amenities – Riverfront, Hi storic Downtown b. Historic tourism downtown c. Historic buildings preserved d. Neighborhood improvements that create community feel “not just downtown” within area of subdivisions • Meet two times a year with homeowner groups to share ideas, get feedback and build c ommunity (Homeowners Association, Area Representative) e. Improve connection within and between subdivisions f. Gas Station on the west side of town g. More community involvement h. Improve communications i. Improve connection with outer areas j. Better newsletter – get the “word” out about the great things in Plainfield k. Get the word out that Plainfield is really a great community l. Pedestrian and family friendly (2) • Outdoors, community programs, facilities m. Athletic improvements with Park District n. Swim team club o. Farmers Mar ket – larger and improved – move to Village Green p. Market Plainfield at I55 and Rt 30 q. Movie Theatre r. Senior Center 3. Business and Retail Development a. Work on retaining current retail brick and mortar challenge with internet b. Balance with quality retail and goo d commercial guidelines c. Full service hospital (Edward’s Hospital) d. More industrial development in the village. (How do you attract more industry?) e. Incentives to attract more business development f. Unique dining and retail stores g. Economic development – drive machines h. Hotels (4) • Banquets (2) • Convention center i. Grain elevator removed j. Attract technological companies – technology center k. Shopping center l. More corporate building and more jobs m. Better marketing of Plainfield n. Small college 4. Infrastructure a. Senior facilities – (lunches/computer lab) b. Consolidation of governmental bodies (Village, Park, Township and Fire) c. Riverfront Development d. Plainfield Academy site improvement g. Open land improv ements Top Three Goals for Each Breakout Group Group 1. Bike path and sidewalk improvements 2. Attract a small college to Plainfield 3. Better marketing for Plainfield Group 1. Build strong community/communications 2. Transportation/reduce congestion/improve sidewalks/pedestrian friendly 3. Riverfront improvement Group 1. Marketing the communities, quality of life, new industrial and commercial potential 2. Improve on all amenities including Riverfront and Historic Downtown 3. Infrastructure, better transportation, impro vements to better roadway improvements that address congestion Group 1. Non -vehicular transportation infrastructure 2. Make downtown Plainfield a destination 3. Enhance cultural, senior and family -friendly sense of community Group 1. Riverfront development – make Plainfield a destination 2. Truck by -pass to address traffic congestion 3. Economic development – drive machines Mayor Collins thanked everyone for their participation and pointed out that the next Strategic Planning Meeting will be held on Thursday, July 18, 2 013 at 6:00 p.m. at the Village Hall. On a motion from Trustee Fay and seconded by Trustee Racich, the meeting adjourned at 8:40 p.m. These minutes were prepared by Brian Murphy and Lewis Bender.
