The regular meeting oc Council was held at 3 p.m. in the
Council Chamber and was attended by Mayor Righton, who
presided, and Councilmen Griffin, Lovell, Slotin, Henry
MacMRillan, and Daniels, and Fire Chief A.P. Solomon.
Fire Chief Solomon submitted a report on the activities
of the Fire Department for 1939, which was received as
information. He requested that the Town do something in
a financial way for the men who constituted the Volunteer
Fire Department. He also requested that the Town provide
for the expenses of two men to go toetheo Fire Convention
in Atlanta in the interest of the Town. Councilman Lovell
moved that $30.00 be appropriated as the expenses of two
men to attend the Fire Convention to be held in Atlanta
this year. Councilman Slotin seconded, and the motion
passed;.
Councilman Griffin introduced an Ordinance to create six
permanent committees to be appointed by the Mayor, each
committee to be composed of three men, etc. Mayor Righton
stated that the Charer granted the Mayor the authority to
remove anyone except6offieers, and that all appointments
are made subject to the Mayor's approval; and that he did
not.feel kindly toward the proposed ordinance. When he
was called upon to run for Mayor again he did so expecting
everyone to cooperate and work together, and it seemed to
him as if politics were creeping into the affairs of the
municipality. He wanted to go along with Council and he
wanted Council to go along with him as Mayor. He was told
that certain employees of the Town could not be dispensed
with, and now it is apparently intended to reverse the
set up, and he requested that the Ordinance not be adopted
but that it be held up and all try to get together and
work out the situation and that as cheif executive he did
not want a hard boiled rule. Slotin moved that the
Ordinance be tabled until a meeting in executive session
could be held. Councilman Lovell seconded,", t`� A
Then!- was no vote, but at this point it was
decided to hear the citizens committee that was waintg to
be heard.
Merritt W. Dixon, John Wylly, W.J. Bremer, J.L. Reeves and
S.N. Harris appeared before the board in connection with the
request of Mr. Dixon to remove sand off the beach and fill
in the low land in some property owned by him in this
section. Dixon stated that this would minimize the mosquito
nuisanc- e,bueliminating the low section which held water
after heavy rains, It would also improve the apparence of
this section. After some discussion in which all parties
agreed that if Mr. Dixon be permitted to take sand off the
beach to fill in his property, that they be granted the
same priviledge. It was decided after an opinion by the
Town Attorney that if

2: That the parties put up bond to protect the
any damage that might occur.
3: That the parties removing sand will pay their pro -rata
cost of the sea wall in front of their property.

committe was excused.
The previous ordinance to create six permanent committees
which was tabled to hear the citizens committee was again
Orought up. Councilman Griffin stated that he wanted the
rdinance passed at this meeting so that the committees
could be organized and start working at once. 2 ybr Righton
stated that it was politics and was drew up for political
purposes and was not a freindly ordinance. Councilman
Griffin stated that he was willing for council to vote on
it. Mayor Righton stated that he had promised the people
a business administration, and he hoped that the differences
could be ironed out without interBerenoe. Councilman Slotin
withdrew his motion that the proposed Ordinance be tabled.
After some discussion Councilman Griffin moved that the
following Ordinance 'creating six permanent committees, etc.,
be adopted. Councilman Henry seconded, and the motion
passed:
An Ordinance
An Ordinance to create six (6) permanent committees to be
appointed by the Mayor for a fiscal year for the operation of
the Town of Savannah Beach, Tybee island, to be known as
(1) .License Committee, (2) Finance and assessment committee,
(3) Health, Library and School Committee, (4).Police
Committee, (5) Public Works Committee, (6) Fire and Lights
Committee: To further provide that each Councilman shall
be a Chairman of one of the committees and that there shall
be three (3) Councilmen on each Committee, each Councilman
being on two (2) Committees other than the one of which he
is Chairman, the Mayor being an Ex- officie member of each
Committee.
Section 1: Be it enacted by the Mayor and Councilmen of
the Town of Savannah Beach,- Tybee Island, and it is hereby
enacted by the authority of the same that from and after the
passage of this Ordinance there shall be six (6) permanent
committees to be appointed by the Mayor immediately after
he takes his oath of office for the operation of the Town
of Savannah Beach, Tybee Island, to be known as (1) License
Committee, (2) Finance and Assessment Committee, (3) Eea th.
Library and School Committee, (4) Police Committee, 5)
Public Works.__Committee, (6) Fire and Lights Committee; that'
the Mayor shall name each Councilman as Chairman of one of
the committees and that there shall be three (3) Councilmen
on each committee, each Councilman shall be on two (2)
committees other than the one of which he is Chairman. The
Mayor shall be an ex- officio member of each committee.
Section 2: Be it further enacted by the authority aforesaid
that all Ordinances or parts of Ordinances in conflict with
this Ordinance be and the same are hereby repealed.
Councilman Slotin moved that bills amounting to $382.00 be
paid. Councilman Lovell seconded and the motion passed.
Councilman Slotin moved that the request of W.J. Fitzpatrick
for allowance of discount on 1939 taxes be denied. Councilman
Henry seconded and the motion passed.
It was called to the attention that the Police car was in a
bad condition and to be put in a good state of repair would
cost about $150.00. Bids were submitted by several automobile
dealers in Savannah offering the different prices for their
particular make of car, and the lowest bid and the most
attractive was made by Chatham Motor Company. His bid was
for a Pontiac two door sedan to cost $386.00 and the old
Police car. Councilman Griffin moved that an order be placed
with Chatham Motor Company. Councilman Henry seconded, and
the motion passed.
Councilman MacMillan was stricken ill at- 6:15 p- 4m.,;and4assed
away while being given first aid.

The regular meeting of Council was held today at 3 p.m., and
was attended by Councilmen Griffin, Slotin, Lovell, Daniels,
Henry, Town Attorney E.A. Dutton, and also H.B. Brennan, Fred
Rosen, Sam Cann, and 0.J. Mullininx, Jr.
Mr. Brennan appeared for John D. and Helen Robinson protesting
against the assessments on the property recently acquired by
them. Mr. Cann protested against the assessments on the
property recently acquired by him, and Mr. Rosen protested
against the assessments on his property. The matter was
referred to the Assessment Committee, and the gentlemen were
excused.
Mr. Mullininx represented several operators of Automatic
Phonographs, and protested against the $25.00 business license
for 1940. The matter was referred to the License Committee.
Mr. Mullininx was excused.
