WHEREAS, the City of Richland Hills, Texas, has been exploring the possibility
of sharing certain municipal services with the City of North Richland Hills, the City
of Watauga and the City of Haltom City; and
WHEREAS, initial investigation by the City Council of the City of Richland
Hills, Texas, indicates substantial cost savings and more efficient delivery of City
services could be realized from the sharing of certain municipal services with one or
more of the above-named adjoining cities; and
WHEREAS, the City Council finds that the best interest of the citizens of
Richland Hills would be served by further and more detailed study of the feasibility
of sharing certain municipal services with surrounding cities; and
WHEREAS, the City Council further finds that such studies can be performed
most efficiently by City staff members, under the direction of the City Manager.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
• That the City Manager is hereby authorized to work directly with a joint study
committee composed of officers, employees and/or citizens of the Cities of Richland
Hills, North Richland Hills, Watauga and Haltom City, and to agree with members of
said committee that the City of Richland Hills will assume responsibility for
studying whether certain municipal services may be shared between and among the
said Cities, in return for agreements by other member cities to conduct studies on
sharing certain other municipal services; and
BE TT FURTHER RESOLVED that the City Manager of the City of Richland
Hills is further authorized to direct employees of the City of Richland Hills to
cooperate and assist in the preparation of such studies.
PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting of
the Richland Hills City Council on the 12 day of NOV . 1990, by a vote
of 5 ayes, 0 nays, and abstentions.
