Councilman Slotin moved that bills amounting to $382.00 be
paid. Councilman Lovell seconded and the motion passed.
Councilman Slotin moved that the request of W.J. Fitzpatrick
for allowance of discount on 1939 taxes be denied. Councilman
Henry seconded and the motion passed.
It was called to the attention that the Police car was in a
bad condition and to be put in a good state of repair would
cost about $150.00. Bids were submitted by several automobile
dealers in Savannah offering the different prices for their
particular make of car, and the lowest bid and the most
attractive was made by Chatham Motor Company. His bid was
for a Pontiac two door sedan to cost $386.00 and the old
Police car. Councilman Griffin moved that an order be placed
with Chatham Motor Company. Councilman Henry seconded, and
the motion passed.
Councilman MacMillan was stricken ill at- 6:15 p- 4m.,;and4assed
away while being given first aid.

The regular meeting of Council was held today at 3 p.m., and
was attended by Councilmen Griffin, Slotin, Lovell, Daniels,
Henry, Town Attorney E.A. Dutton, and also H.B. Brennan, Fred
Rosen, Sam Cann, and 0.J. Mullininx, Jr.
Mr. Brennan appeared for John D. and Helen Robinson protesting
against the assessments on the property recently acquired by
them. Mr. Cann protested against the assessments on the
property recently acquired by him, and Mr. Rosen protested
against the assessments on his property. The matter was
referred to the Assessment Committee, and the gentlemen were
excused.
Mr. Mullininx represented several operators of Automatic
Phonographs, and protested against the $25.00 business license
for 1940. The matter was referred to the License Committee.
Mr. Mullininx was excused.

Minutes of the meeting of April 6th, April 19th, April 26th
and May 3rd were read and adopted.
It was moved and seconded that the following resolution be
adopted and a copy of same be sent to the family of former
Councilman J.E. McMillan.
RESOLUTION
James E. McMillan departed this life at Savannah
Be -eh, Tybee Island, Georgia, in the 3rd day of
May, 1940. Mr. McMillan was born on the 8th day
of October, 1871, in the Town of Blackville, South
Carolina, and was 68 years of age at the.time of '
his untimely death.
He became connected early in life with the H.B.
Davis Paint Company, which Company he served for
forty years, until his retirement in 1938. He
was considered and recognized as one of the most
outstanding employees of his Company. .
Mr. McMillan moved to Savannah Beach a7short time
before his retirement, and lived there continuously
until his death. He was elected Mayor of this
municipality on the 2nd day of May, 1938, and served
until legal proceedings invalidated his election.
The citizens of this community, having confidence
in his ability and integrity, returned him to
public office on the lst day of April, 1940, .as
Councilman, for.;.periodofl..two years. At the time
of his passing, he was engaged in his official
capacity as Councilman, for.it was at the regular
May Council meeting that he was stricken ill and
died.
During Mr. McMillan's administration as Mayor, he
gave his full time and service to the development
of the fsland. He floated a bond issue of $30,000
to erect a steel and concrete bulkhead to check the
erosion of the beach and to build a handsome new
Town Hall. The $30,000 was supplemented through
Mr. McMilland efforts by securing a grant of $100,000
or more from the Works Progress Administration. Mr
McMillan, realizing the necessity .of having a
municipal park and playground for,the children,
acquired a sixty -acre hammock from the Tybee Beach
Company as a site for the convict camp. It als6
appeared that the United States Government wanted
to secure some property on which to erect a Coast
Quard Boathouse,_ and through his efforts and the
members of his Board, the municipality bought a
tract of land and deeded it to the Government for
this purpose.
Mr. McMillan was one of the outstanding citizens of
our community, always having the interest of the
community foremost in his mind. In his passing,

the citizens of Savannah Beach have lost an honored
citizen who loved and served his city faithfully and
well. His everyday work symbolized those th ngs
that have made possible the progress of our coi=Unity.
His religious life was exemplified as he walked up-
rightly and righteously among the people of our
community, and his private life and public career
was one which we very proudly hold up for emulation
and tribute. Mr. McMillan was a member and served
. as a Deacon of the Bull Street Baptist Church in
Savannah, Georgia, for thirty years.
He was also a member of Ancient Landmark Lodg No 231,
F. & A.M., the St. Andrews Society and the Khania
Club of Savannah.
He is survived by his widow, Mrs. Estelle C. McMillan,
a daughter, Mrs. Earl Hastings., of Denver Colbrado; a
;, brother, C.M. McMillan; and four grandchildren.
NOW, THEREFORE, BE IT RESOLVED that this Memorial be
'`inscribed on a page of the official minutes of the
Town of Savannah Beach, Tybee Island, Georgia in .
memory of our departed friend and faithful servant
and that a copy of these Resolutions be furnished
to his family.
It was also moved that Mr McMillan's picture be hung in the
Town Hall in recognition of his efforts in having the building
constructed.
Mr. Biotin moved that a committee be appointed to get the
picture of each of the former Mayors of the Town from the
time of its organization, and hang them in the Ton Hall. Mr
Lovell seconded the motion, and Mayor Righton appointed
Councilmen Daniels, Henry and Lovell to handle the matter.
Mayor Righton informed Council that he had been in conversation
with Colonel Fowler relative to applyin g asphalt behind the
seawall from 18th Street toward the inlet, and he appointed
the following committee to handle the matter: Councilmen
Lovell, Griffin, Daniels, and Henry and Attorney Dutton.
The Mayor appointed Councilman Griffin acommittee of one to
call on Judge Houlihan in an endeavor to get the use of the
convicts on week ends and holidays for hauling garbage as was
formerly done.
Councilman Slotin moved that the census figures put out by the
United States Bureau of Census for 1940, showing a permanent
population of 636, exclusive of the Fort Screven Garrison, be
adopted. Councilman Lovell seconded, and the motion passed.
Councilman Griffin moved that the total assessment for 1940 on
the property of the Desoto Beach Club be fixed at $27,700.00
with the understanding that this assessment will ,be increased
next year. Councilman Henry seconded and the motion passed.
Councilman Slotin read a receipts and disburseme is statement
for May 1940., showing a balance of $8,949. Rec ived as
information.
Councilman Slotin moved that bills amounting to 0,397.10,
be paid. Councilman Henry seconded and the motion passed.
Councilman Henry moved that Union Society be allowed ten
percent discount on 1938 and 1939 taxes provided 1940 taxes
are paid and that payment be made at once. Councilman
Griffin seconded, and the motion passed.
The matter of charging several business licenses to DeSoto
Beach Club was referred to the License Committee.
Councilman Griffin mooted that the salaries of W.J. Moore
and W.S. Kendricks, who are now paid *100.00 per month, be
aid this to June 15th, and thereafter, each is to receive
75.00 per month. Councilman Henry seconded and the motion passed.
Councilman Lovell moved that effective June 1st, the small
house owned by the Town in the rear of the Savannah Electric
Power distributor, be rented to Thomas Reed for $15.00 per
month, payable in advance, with a 30 day notice of removal'
requirement. Councilman Griffin seconded and the motion
passed.
A letter was read from John Morel requesting that the
Town sell to him that portion of 19th Street from Butler
Avenue to the Strand. The matter was referred to the Town
Attorney.
Councilman Slotin moved that hereafter, future regular
meetings of the Town Council be held on the first Thursday
at 8 p.m. Councilman Lovell seconded the motion. The
motion passed.
Councilman Griffin moved that a large pedalstal type fan
be bought for the Town Hall. Councilman Henry seconded
and the motion passed. The Chairman of the Finance Committee
was requested to make the purchase.
Mayor Righton informed Council of the reappointment of
E.A. Dutton as Chairman of the Savannah Beach Red Cross
Committee.
Mayor Righton notified Council of the vacancy existing on
the Councilmanic Board by the death of J.E. M & &'illan, and
asked for nominations. Councilman Griffin nominated Roland
R. Jones. Councilman Henry seconded the nomination, and
the motion passed.
Mayor Righton called for nominations for Chief of Police.
Councilman Griffin nominated A.R. Stewart, he to be hired
on a month to month basis. Councilman Daniels seconded
the nomination and the motion passed.
Mayor Righton called for nominations for Superintendent of
Public Works. Councilman Griffin nominated M.A. Goette, he
to be hired on a month to month basis.
The Mayor called for nominations for Town Surveyor. Council -
man'Lovell nominated S.P. Kehoe for the gnsueing year on a
no salary basis. Councilman Henry seconded and the motion
passed.
The Mayor called for nominations for the office of Health
Officer. Councilman Griffin nominated Dr: C.C. Hedges for
the ensueing year. Councilman Slotin seconded and the motion
passed.
Mayor Righton at this point tendered his resignation effective
at once. He stated that he came in to office reluctantly, and
was persuaded that it was his duty to carry on, but he finds
that his work as a physician takes a great amount of his time
and that he finds it necessary to step down. He informed
Council that any time he could be of service in the Town's
interest, he will be only too happy to do so.
Councilman Slotin stated that it was the sentiment of
Council that they hated to see him leave and regrets that
he finds it necessary to take the steps that he did, and
that the best wishes of all went with him, and every one
was his friend.
Councilman Lovell moved that a vote of thanks be extended
to Mayor Righton for his untiring efforts to give the Town
the best that he had for administering a good Town Government.
Councilman Griffin seconded and the motion passed.
At this point Attorney Dutton administered the oath to
Roland R. Jones as Councilman.

I, Roland R. Jones, do solemnly swear that I will faithfully
and honestly perform the duties of Councilman of the Town of
Savannah Beach, Tybee Island, Georgia, to the best of my
skill and ability without favor or affection, SO HELP ME GOD.
Councilman Slotin informed Councilman Jones that the Board
was glad to have him as a new member.

Councilman Slotin, as Chairman of Council, took the chair, and
called for nominations for Mayor to fill the unexpired term of
Mayor Righton. Cou
Councilman Griffin nominated Councilman Jones. Councilman
Daniels seconded, and the motion passed. Attorney Dutton
administered the oath of office to Mayor -elect Jones.

I, Roland R. Jones fo solemnly swear that 1 will faithfully
and honestly perform the duties of Mayor of the Town of
Savannah Beach, Tybee Island, Georgia, to the best of my
skill and ability, without favor or affection, SO HELP ME GOD.
After his induction into office, Mayor Jones stated that he
was grateful for Council electing him Mayor. He said that
the Mayor was not the head of a municipality, but that the
Councilmen were. He asked for the cooperation of all the
Councilmen as they agreed by oath to do, and if they had any
differences they should be forgotten. He said that every
hour of his twenty -four was at their disposal, and. he asked
for friendly cooperation from all.
Councilman Siotin stated that the Board had no serious
differences, and that they extended their heartiest cooperation.
The Mayor called for nominations to fill the vacancy existing
on the Councilmanie Board.
Councilman Griffin nominated George A. Ferguson to fill the
term of ex- Councilman Roland R. Jones. Councilman seconded
and the motion passed.
Councilman Griffin moved that a fee of $250.00 be set as
payment for professional services covering several court
cases, etc., handled by Attorney Dutton, and be paid.
Councilman Lovell seconded and the motion passed.
Oath
I, George A. Ferguson, do solemnly swear that 1 will faithfully
and honestly perform the'duties of Councilman of the Town of
Savannah Beach to the best of my skill and ability, without
favor or affection, SO HELP ME GOD.

Mayor Jones informed Councilman Ferguson that is was a great
deal of pleasure to have him on the Board.
Councilman Griffin moved that the salary of Lieutenant of
Police W.T. Veronee be increased to $115.00, effective June
let. Councilman Henry seconded and the motion passed.
Councilman Griffin moves that the salary of the Superintendent
of Public Works be placed at $125.00 per month, without any
provisions for a house, rent - free. Councilman Henry seconded
and the motion passed.
Councilman Griffin moved that the officers of the State
Highway Board and their guests, who are meeting at the DeSoto
Beach Club on Saturday, June 8th, be entertained by the Town
at a cost of not more than $100.00. Councilman Lovell seconded
and the motion passed.
Councilman Ferguson stated that he was happy and grateful to
be elected a member of the Board, and he would do everything
in his power to carry on in the best interest of the Island.
Councilman Griffin moved that the following resolution be
adopted. Councilman Henry seconded and the motion passed.
Resolution
BE IT RESOLVED by the Mayor and Councilmen ,of the Town
of Savannah Beach, Tybee Island, Georgia, in Council, assembled:
WHEREAS, on the 7th day of. June, 1940, Mayor H.Y. Righton
resigned as Mayor of said Town, and his successor, Roland R.
Jones was elected by a majority vote of the Councilmen, of
which there was more than a quorum present,
EAS, there are monies on deposit in several banks in
Savannaa, Georgia, and the only persons authorized to ,sign
checks are H.Y. Righton as Mayor, and Henry M/ Buckley as
Treasurer,
NOW THEREFORE BE IT RESOLVED that the Savannah Bank and
Trust Company, the Liberty National Bank and Trust Company
and the Citizens Bank and Trust Company, be and the same are
hereby authorized to recognize the signatures of Roland ,R..
Jones as Mayor and Henry M. Buckley as Treasurer.
BE IT FURTHER RESOLVED that in the absence of Roland
R. Jones, ,the aforementioned -banks be, and the same are
hereby authorized to accept the signature of Morris Siotin
as Chairman of Council.
A communication was read from a group of Church people
requesting the use of one of the rooms in the Town Hall once
a week, but it was the opinion of Council that the Town could
not permit the permanent use of any one of the rooms in the
building.

There being no further business Council was adjourned,
subject to the call of the Mayor.

Savannah Beach, Georgia,
June 18th, 1940
A special meeting of Council was held today at 8.p.m.
in the Council Chamber in the Town Hall, and was attended
be Mayor Jones, who presided, and Councilmen Griffin, Henry
Lovell, Daniels, Slotin and Ferguson, and Town Attorney
Dutton.
The matter of cutting weeds and grass and cleaning
ditches was discussed. It was reported that this work was
under way, but that the ditches were in a bad condition and
needed prompt attention. It was suggested that help be
gotten from the State Malaria Control Board, and that they
be requested to work in connection with the Town to put
concrete bottoms in the ditches. It was suggested that
Mr. Kehoe, Town Surveyor, prepare blue - prints of all the•
ditches on the Island, figure the cost, and advise the
Mayor.
The matter of the erection of the proposed new jail
was discussed. No action was taken.
The matter of having the Town Charter amended to
charge a tax for the maintenance of the groins on the
beach was discussed.
In several location, W.P.A. material was left on
some private and public property, and it was the opinion
of Council that the Engineer in charge of the W.F.A. be
requested to have same removed.
It was decided to give those business places that
requested them, on the streets that trafficc.is regulated,
signs reading "NO PARKING -FOR GUEST ONLY''. It was also
decided te;have signs put up at the head of the streets
bordering the strand, regulating parking from 7 p.m. to
7 a.m. These matters' were referred to the Police
Committee.
The Mayor appointed the following committee, Councilmen
Lovell, Griffin and Henry, to obtain the cost of paving 14th
15th, 17th and 18th Streets, working through a W.P.A. Project.
