HomeMy Public PortalAbout19400618SCMeeting48 There being no further business Council was adjourned, subject to the call of the Mayor. �irtd4 ler of Con c11 Mayor. o� o — 00 0 Savannah Beach, Georgia, June 18th, 1940 A special meeting of Council was held today at 8.p.m. in the Council Chamber in the Town Hall, and was attended be Mayor Jones, who presided, and Councilmen Griffin, Henry Lovell, Daniels, Slotin and Ferguson, and Town Attorney Dutton. The matter of cutting weeds and grass and cleaning ditches was discussed. It was reported that this work was under way, but that the ditches were in a bad condition and needed prompt attention. It was suggested that help be gotten from the State Malaria Control Board, and that they be requested to work in connection with the Town to put concrete bottoms in the ditches. It was suggested that Mr. Kehoe, Town Surveyor, prepare blue - prints of all the• ditches on the Island, figure the cost, and advise the Mayor. The matter of the erection of the proposed new jail was discussed. No action was taken. The matter of having the Town Charter amended to charge a tax for the maintenance of the groins on the beach was discussed. In several location, W.P.A. material was left on some private and public property, and it was the opinion of Council that the Engineer in charge of the W.F.A. be requested to have same removed. It was decided to give those business places that requested them, on the streets that trafficc.is regulated, signs reading "NO PARKING -FOR GUEST ONLY''. It was also decided te;have signs put up at the head of the streets bordering the strand, regulating parking from 7 p.m. to 7 a.m. These matters' were referred to the Police Committee. The Mayor appointed the following committee, Councilmen Lovell, Griffin and Henry, to obtain the cost of paving 14th 15th, 17th and 18th Streets, working through a W.P.A. Project. 1 1 Mrs' A.D. Strobhar, on 13th Street, complained that an several-Occasions care were stuck in'the- sand, and that trio trees were in the street that interfered with traffic. -One; was a palm tree and the other an oak tree. It was decided 'to. remove the palm tree, and trim the oak tree. The matter of putting a concrete walk down the center of the plat on Butler Avenue was discussed. No action was taken. It was decided that hereafter, all building permits issued through the office be made in duplicate. It`was decided that the financial statement of the Town be published in the Savannah News Papers. The Mayor informed Council that Dr. Hedges of the Health Committee had decided to hold a clinic on the Island every Tuesday. , The Mayor stated that he called,the'special meeting, hut he did not specify what it would cover, and asked Town Attorney Dutton his opinion. Attorney Dutton stated that only those matters specified in the call could be handled at a special meeting. The. Mayor called attention to the fact that he noticed the Atlanta Constitution always played up other beaches that were in competition with Savannah Beach more than-*heldid the beach here. Councilman Griffin stated that he had been approached by Mr. R.H. Seay with the request that the negro--dance hall across from Seay's property be removed from there as it was a nuisance and affected his business, and after some discussion it was noted that another place was available, and the'matter was referred to the Police Committee, to look up and report back. Town Attorney Dutton informed Council that the request of John Morel to be permitted to buy 19th Street from Butler Avenue to the Strand be denied, as the Town did not have the authority to sell it. It was noted that along some sections of the beach from 14th Street to 19th Street, trash was usually strewn around in various spots. It was decided that several small boys be employed to pick up the trash and deposit it at certain designated spots. The attention of Council was called to the fact that some of the strand on which part of the Brass Rail property is located has been claimed by Tybrisa Company. The matter was referred to Town Attorney Dutton for investigation and report. Councilman Biotin moved that all Ordinances passed by 49 50 by the . Town which are in force be bound as soon as tt is practicable to do so. Councilman Ferguson seconded and the motion passed. Councilman Slotin moved that ,the Clerk of Council be authorized to subscribe to the Matters of Record Report. Councilman Ferguson seconded and the motion passed. Town Attorney Dutton was requested to draw up an Ordinance requiring those persons having property conveyed to them to have the documents recorded in this office. Councilman Griffin informed the Councilmen that he had had several complaints from some business places that. the closing hour on Saturday was too early. They wanted to have it extended. After some discussion it was decided to extend the closing hour from 1:30 to 2 a.m., and the matter was referred to the Police Committee. The Fire and Lights Committee was requested to handle the matter of fire plugs in the section adjacent to Campbell Street. Councilman Slotin moved that a light be installed on 18th Street and the Strand. Councilman Griffin seconded and the motion passed. Councilman Slotin moved that the placing of insurance on the Fire Department Volunteers be investigated.. Councilman Henry seconded and the motion passed. The Mayor appointed Councilman Slotin and Attorney Dutton a Committee to investigate, with power to act. The Mayor stated that since an emergency existed and it was necessaryto have some bad spots in several of the streets repaired at once, he rented several trucks from J.A.,Tison's Sons to haul shells from the pile located at Quarentine, and he asked that his action be approved. Councilman Slotin moved that the Mayor's action be approved. Councilman Griffin seconded and the motion passed.
