Reiman at approximately 6:00 p.m. on Monday, November 15, 2021, remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Counellmember Vincent Bellino " Dennis DiMascio " Jorge Diaz " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The 2021 Amoral Notice was mailed to The Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board and the doors of the MEETING NOTICE Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.carteret.netprior to tonight's meeting. Upon MMS &C, by Councilmembers Krum and Diaz and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of MINUTES November 4, 2021 were approved as transcribed and engrossed by the Clerk. ORDINANCE #21 -26 was introduced and adopted on First Reading ORDINANCE #21 -26 and the Clerk authorized and directed to advertise same for Public AMENDING & Hearing, upon MMS &C, by Councilmembers Diaz and Krum. Upon SUPPLEMENTING individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, CHAPTER 254, NO Johal, Krum and Naples voted in the affirmative. PARKING NOVEMBER 15, 2021 (continued) ORDINANCE #21 -26 "AN ORDINANCE AMENDING & SUPPLEMENTING CHAPTER 254, ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANCE #21 -27 was introduced and adopted on First Reading ORDINANCE #21 -27 and the Clerk authorized and directed to advertise same for Public AMENDING Hearing, upon MMS &C, by Councilmembers Krum and Bellino. ORDINANCE #71 -9 Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -27 "AMENDING ORDINANCE #71 -9" ORDINANCE #21 -28 ORDINANCE #21 -28 was introduced and adopted on First Reading ACQUISITION and the Clerk authorized and directed to advertise same for Public ORDINANCE Hearing, upon MMS &C, by Councilmembers Drum and Naples. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -28 "ACQUISITION ORDINANCE" Councilmember Diaz asked where this was referring to. Mayor Reiman said this was with regard to various rights of way in redevelopment zones in West Carteret. ra NOVEMBER 15, 2021 (continued) The Municipal Clerk stated that Ordinance #21 -21 was introduced and ORDINANCE #21 -21 adopted on First Reading on October 28, 2021. It was duly published BLOCK 6704, LOT 6.02 in the Home News Tribune on November 4, 2021, with notice that it TO MIDDLESEX will be considered for final passage after Public Hearing to be held on COUNTY November 15, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmembers Krum and Bellino and PUBLIC HEARING unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no conmlents or objections to the Ordinance, Mayor HEARING CLOSED Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #21 -21 "AN ORDINANCE AUTHORIZING CONVEYANCE OF PROPERTY KNOWN AS BLOCK 6704, LOT 6.02 ON THE OFFICIAL TAX MAP OF THE BOROUGH OF CARTERET TO THE COUNTY OF MIDDLESEX OR ITS DESIGNEE" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. APPROVED AND ADOPTED: NOVEMBER 15, 2021 INTRODUCED: OCTOBER 28, 2021 Advertised as Adopted on First Reading with notice of Public Hearing: NOVEMBER 4 2021 Hearing Held: NOVEMBER 15, 2021 Approved By: MAYOR DANIEL J. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #21 -24 "A FULLY FUNDED ORDINANCE PROVIDING FOR SEWER INFRASTUCTURE CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,225,040.76 FROM THE AMERICAN RESCUE PLAN GRANT FUNDS FOR THE COST THEREFOR" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #21 -25 "AN ORDINANCE ADOPTING AMENDMENTS TO THE FEDERAL BOULEVARD REDEVELOPMENT PLAN" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. He listed them as follows: #21 -229 Authorization to Amend the West Carteret Minue Street Redevelopment Plan. #21 -230 Authorization to Amend the 217 -233 Roosevelt Avenue and 237 Roosevelt Avenue Redevelopment Plan. 421 -331 Authorization to Amend West Carteret Commercial Redevelopment Plan. #21 -232 Area in Need of Redevelopment Assessment for Block 304, Lots 4, 5, 6, 7, and 8. AGENDA AMENDED Upon MMS &C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the full membership present the Agenda was Amended to include Resolutions 421 -229 through #21 -232. PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Bellino and Krum and & NEW BUSINESS unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business as Amended. HEARING CLOSED There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the fall membership present, the meeting was closed. Board of Health — October 2021 Upon MMS &C, by Councilmembers Krum and Naples and affirmative vote of the full membership present, all reports were ordered to be received and placed on file.
