WITIIESSETII:
Section 1. ror and inconsideration of the sum of fourteen
Thousaud Two Hundred and Fifty Dollars ($14,25G. CU) to be paid as
set forth in Section 5 of this Agreement , party of the first part
hereby dgreeg to prepare a comprehensive city plan of the City of
Jefferson , M; ssouri . arrd environs, as outlined in Exhibit "A" atta hed
hereto, all of which reports, plansm outlines, drawings, maps, arid data
of every kind, as provided irr this contract, shall be and become t e
property of the party of the second part for its use arid benefit,
provided, however, that it is understood that the party of the fir t
Part has entered into a separate agreement with the Jefferson City
Board of Education for the preparation of Parts 1,2, arid 8 of Ehib t
"A", to be prepared orr or before April 1, 1952, for the sum of Five
Thousand Seven Hundred and Fifty Dollars (4w5,750. 00) , eighty copied
of which will be submitted to the party of the second part under t. is
agreeme,lt.
Section 2. It is estimated by the party of the first part t at
the preparation of the comprehensive city plan will take approxi-
mately two (2) years from the date of this Agreement. During this
time the party of the first part will present eighty-five (85)
mimeographed copies of preliminary reports upon various parts of t e
comprehensive' plan, as described in Exhibit "A" attached hereto, t
the party of the seoa rid part in accordance with the schedule set
forth irr Section 5.
Section 3. The party of the first part agrees to furnish a1
materials arrs sergic.es necessary to prepare the said comprehensive
plan for -the City of Jefferson City and environs, and to assume al
costs, including traveling expenses, salaries of employees engaged
by the party of the first part, arid other irrcide„tal;,expenses rela
tirrg thereto. The party of the first Part agrees to prepare plans n FM
a form suitable for reproduction. The party of the first part agr( es
to furnish such information and assistance as may be necessary )in
corrxrection with the preparation-: of laws arid ordinai,ces to faci.lita e
the execution thereof, arid, insofar as possible ad practicable, to
attend conferences arid public hearings, address orginixations, m d
render such other services as will facilitate the execution of the
comprehensive, plan. The party of the first part gill place a rep-
resentative in Jefferson City from time to time to collect data,
who will be available for meetings of the City Planning a,id Zorrirrg
commission arid for such other assistance that can be rendered loca
officials and citiz&ns. Mr. Bartholomew, 14r. 'i.ley, Mr. hlexarider
or lair. Lovelace will make periodic visits to Jefferson City, at if ervals
of approximately once each month, for general cupervision of work And for
prese,rtation and discussion of the various proposals.
It is understood that the party of the first part will have the
cooperation of the various city arid county officials i.rr the compi 1
tion arid collection of data and other information, a..d also that t e
City of Jefferson ,City will provide office space arid drafting boar( s
for the representatives cf the ;.)arty of the first part.
Section 4. It is hereby agreed and understood that this contract d es
116t include the cost of printing reports but that the party of the
first part will furnish final reports irr suitable shape for public -
tion to the party .;f the second part, acid will collaborate arid assist
the party of the second part in selecting a printer arid in producir g
satisfactory printed reports, including the reading of proofs. {

The payment specified on each date shall i,ot be made by
the party of the second part unless aiid until the preliminary
rep'vvt shown oii the above schedule shall have beei, submitted. All
reports except that on the c:.)mpreheiisive olan shall be made on or
before October 1. 10153 abd the c:)mpreheiisive plan report shall be
made on or before Ja#ary 15,, 1954.
This contract shall be executed iii duplicate, one for each
of the parties hereto.
It is mutually understood aiid agreed by aid between the
parties hereto that Party of the second pert will pay to party of
the first part the amount above specified at the time when the same
become due to the limit of Seven Thousand rive Hundred Dollars
($7,500) . Any amount to become due in excess of said Seven Thousand
Five Hundred (,-X7, 500) is to be paid wheii a,id if the same is col-
lected by btzld party from other contributing ag=encies, including
the Jefferson City e.-rk Board a,id the Jefferson City Library Board
and any other public or private ageiicies.
In the event any paymeiit above specified to be made shall
riot have been made within sixty (60) days after the sane shall be-
come due, party of the first part may, at its option, declare this
contract iiull aiid void.

1. Econrnoiie and Social Background
This would be a study of the basic bconomic.:eharacter of the ci py; o
of the sources of employment; of industrial acrd commercial trends.
.A study wbuld be made of a,.y existing impediments to expansion of x-
isting commerce arid irrdustry acrd of the futurw possibilities for
commercial aL,d industrial development. A study of the social back
ground would include trends in size of families, age of population
acid ethnic character.

This would consist of past population growth, estimates of
the probable total future urban population, of past trends in the
location of population in the urbarl area, of a recommended future
pattern of population distribution acrd density, and the measures
required to bring about a desirabL, future population pattern. .6 hi
study would form a basis for much of the remaining portions of the
City. plan.
3. -Land Use and Zoning_
The present use of land within the corporate area and withi
the urban area adjacent to the city would be determined by a new
field survey and from building records. Computation would by made of the
area occupied by the existing llai.Ld uses and of the existing lot arlaa
per family in residential developme.ut. Estimates would be made of
the future land use needs related to estimates of future po"lulatio .
A plan would be prepared shovririg a recommended future land use pat ern
for the urban area, giving particular atterrtiorr to community needs
for industrial sites. The text of a proposed revision of the zoning
ordinances arl a district map showing the location of the various
zoning districts would be prepared as a part of this report.
4. Housing, Sattation and Drainage
'Phis would include a study of the character and quality of
present housing, measures that should be undertaken for the pre-
sentation of slums a,,d blighted areas and for the improvement of
presently substandard areasy including suggestions for needed stat
and local kegi&ation.
A. study wouod be made of the mxisting sanitary sewer syste
irr its relation to the area estimated to require sanitary sewers ' i
the future. General improvements irr sanitary sewers and regulatiors
affecting these sewers that would be required would be outlined. Existing
methods of garbage and trash collection and disposal would be studied
and suggestions made for any needed improvements.
Previously prepared plans acrd studies for drainage acrd fl cod xWEtmat
control, particularly for Wear's Creek, would be studied and reco end-
ations made regarding the general plan that should be adopted.
5. Streets acrd Parking Downtown
This would include a study of the existing street and highway
pattern and of existing traffic flow. A major street plan would (e
prepared showing street improvements deeded over the next twe��ty
five ,years. General palris at a relatively large scale would be m de
of certain major street improvements. Arr analysis would be made o
parking in the central business district arid a plan prepared show '1hg
recommended parking facilities and a suggested plan for paying thEl
cost thereof. Recommendations would be made for traffic control diid
for any desirable changes irr traffic lights, traffic signs acrd Markings,
and curb parking regulations.
6. Tra��sit

This would include an analysis of t::e location, extent, arr
adequacy of the present traLrsit system acrd proposals made for re-
routing any of the transit lines so that they carr be better relat d
to the major street i1provemerrts acid to the future distribution o
population.

7. T.ransporfjation
j This part of the city plan would include irrvostigatlons and
!studies of railroad facilities serving the city; of ar y needed grade
separations; of existing airports arid any necessity for modification
lof these airports , ad of construction of new airports. It would
also include a stud* of the location of bus, truck, ad reiver termin 1s
and bus and truck routes and any recommendations for improvements.
8. Schools - This study would irrcli.ide :
a) A discussion of the principles of school planning
including recommended standards foe the size of different
types of schools , area of school sites, and location in the
urban area,
b) An analysis of ;past enrollment trerrd.s and an estimate of
probable school errrollmerlt classified by grades for each
year over the next 25 ,years together with estimates of the
probable location of this e,.,rollmerit In the community.
c) An analysis of the physical plant of the existing
school system and its inadequacies in relation to future
requirements.
d) Plans for a system of elementary schools, iuiiior arid
seLor high schools required to serve the future population
growth showing, for each existing and proposed school re-
commendations regarding the boundaries of the school site,
the cumber of classrooms acrd suggestioils for boundaries of
attendance districts to be served by each school.
9. Parka
'his study would include a discussion of the prirrcples of

park planning, an analysis of the adequacy cf the present park
system in relation to existing acrd future needs, arid plans fo the
future park system including general plans for at least two park ar as

10. PUblic Buildings
A special study acrd r eport would be made orr the location of
public buildings required both 'oy the State of Missouri and for
purposes of local government. The creeds of the State for office
building space acrd for bther types of structure would be estimated
for the next twenty-five year period, acrd a plan made for the most
appropriate development of grounds arid buildings irr relation to the
Stat Capital Building.
11. Capital Expenditure ?rogram
Air analysis would be made of the expenditures arid bonded
debt of the local public agencies in Jefferson City over the vast
terr or fifteen yearsy Air estimate would be made of the approxifnate
cost of those public improvements that would be required in the
next ten years, arid a proposed ten-year program of the construction
of these improvements, together with the specific methods of fin-
, arrcirrg by the various public agencies taking into consideration the
availability arid source of required funds for each improvement
recommended.
12. Administration of the Plan
he final ;art of the city plan could consist of a study of
existing local and s tate planning legislation, of the duties arid
organization of the City Plarrrring and Zorririg Commission, and recom-
mended practices within the framework of the city goverrrmerrt.
