AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH MELILLO, BAUER, CARMAN LANDSCAPE ARCHITECTURE
CARTE RET WATERFRONT MASTER PLAN
WHEREAS, the Borough of Carteret is in need of specialized architectural services in
connection with the Carteret Waterfront Master Plan; and
WHEREAS, Melillo, Bauer, Carman Landscape Architecture, 200 Union Avenue,
Brielle, New Jersey 08730, possesses the requisite experience and expertise to provide
said services; and
WHEREAS, Melillo, Bauer, Carman Landscape Architecture, has submitted a proposal
to provide said services at a total cost not to exceed $25,000.00 and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available

NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from Melillo, Bauer, Carman Landscape
Architecture for landscape architectural services with
regard to the Carteret Waterfront Master Plan at a total cost
not to exceed $25,000.00 is hereby approved.
2. This action is approved as an award of a professional
services contract pursuant to N.J.S.A 40A:11- 5(t)(a). in
accordance with the Borough's Fair and Open Process as
authorized by law.
3. A copy of this Resolution be forwarded to the Borough's
Purchasing Department, Borough Director of Engineering
and Melillo, Bauer, Carman Landscape Architecture.

• Review of multiple engineering plans from T +M, Colliers, CME and Najarian addressing various components of the Carteret
Waterfront
• Assemblage of all engineering plans to create one overall site plan
• Meeting with Mayor to discuss vision for waterfront property
• Meeting at Borough Hall with Mayor, Engineering consultants and Carteret employees to discuss future planning of waterfront site
• Site visit to observe and photograph existing site conditions inclusive of stormwater facility, future ferry parking area, waters edge
condition, surrounding properties, etc.
• Review of Carteret Film Studio RFP response as submitted by Joe Bezzone
• Preparation of four conceptual alternate mater plans for the waterfront property inclusive of film studios, retail, offices /extended stay,
surface and /or structured parking, residential towers, open space /recreation, boardwalk, pool and restaurant barges, etc.
• Presentation of concept plans to Mayor, Joe Bezzone and Andy Janiw
