AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT
WITH CME ASSOCIATES, FEE ESTIMATE FOR TROPICAL STORM
IDA DAMAGE ASSESSMENTS
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the Borough's Tropical Storm Ida Damage Assessments; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $24,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
forsaidpurpose. Acct.# 1- 01- 20- 165-254
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services
related to the Borough's Tropical Storm Ida Damage
Assessments at a cost not to exceed $24,000.00 is hereby
approved.
2. This action is approved as an award of a professional
services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in
accordance with the Borough's Fair and Open Process as
authorized by law.
3. A copy of this Resolution be forwarded to the Borough's
Finance Department, the Borough Director of Engineering
and CME Associates.

Dear Mayor:
We are pleased to present our estimate of fees for professional engineering services for the above -
referenced project.
The remnants of Tropical Storm Ida impacted the Borough over the course of September 151— 31d,
2021 in the form of a high- intensity, short- duration rainfall event which dropped over 9 inches of rain
over several hours. The Borough's stormwater infrastructure was overwhelmed in various low -lying
areas, resulting in the flooding of dozens of homes, businesses, Borough facilities, and parks. In
response, a federal disaster declaration was made on September 5th (FEMA- 4614- DR -NJ), thereby
authorizing federal relief funds to be made available to public entities for recovery assistance.
At the direction of the Borough, our office has already made site visits and prepared damage
assessments at all Borough parks and public facilities affected by flooding. Affected parks and facilities
included the following:
• Carteret Park
• Sullivan Field
• Chrome Park
• Civic Center Park and Knights of Columbus Field
• Grant Avenue Park
• John Street Park
• Waterfront Park

Damages observed generally consisted of:
• General debris cleanup;
• Washout of grass, gravel, and mulched areas;
• Damage to playgrounds and park equipment; and,

Inundation, settlement, of synthetic turf fields, including loss of infill and carpet separation
Our initial investigations estimate the total cost of repairs at approximately $1,974,000. It is our
understanding that emergency cleanup, permanent repairs, and engineering costs associated with
this work are eligible for federal reimbursement at not less than 75% of eligible costs.
Based on this, we offer the following scope of services:
A. Damage Assessment Report Preparation — Based on our field investigations of affected sites,
our office will photograph and document damages and prepare detailed assessment reports and
cost estimates for permanent repairs. These estimates will be based on historical cost data for
relevant work as well as coordination with vendors and contractors for repairs.
B. FEMA and NJOEM Coordination Services — Our office will coordinate the submission a Request
for Public Assistance within 30 days of the disaster declaration, including submission of damage
reports. We will attend necessary meetings and perform site visits to review the scope of damages
and assist in the development of public assistance documents within established federal timelines.
During and after the execution of the recovery work, our office will coordinate reimbursement
payments to the Borough through NJOEM and FEMA.
C. Construction Phase Services — It is anticipated that in addition to minor repairs being made at
various parks, the immediate scope of work will include the restoration of two (2) balifields and one
(1) multipurpose soccer field at Civic Center Park. This work can be accomplished through the
ESCC co -op program at fixed costs. This being said, engineering inspection services will be limited
to the inspection of the existing sub -base in the fields and periodic inspection services of the field
repairs. The following services will be provided under this phase:
1. Obtain pricing from available bidders and coordinate with the Borough;
2. Contract preparation including review of bonds, insurance certificates, and project
manning reports;
3. Attend preconstruction meeting;
4. Provide assistance with interpretation of the contract documents;
5. Review shop drawings for site - related items;
6. Provide daily construction observation services and prepare contractor punch lists; and,

7. Review and approve monthly progress pay estimates
We will provide the necessary engineering services as described above based upon the cost
breakdown as noted below:
A. Damage Assessment Report Preparation .......... ......................$4,000.00
B. FEMA & NJOEM Coordination Services ............. ......................$8,000.00
C. Construction Phase Services ............................. .....................$12,000.00
Total Estimated Fee for Services ............................. .....................$24,000.00
Exceptions:
• Design phase services above and beyond the replacement in -kind of damaged facilities are not
included.
• Environmental investigation and LSRP services associated with the disposal of contaminated,
regulated, or hazardous materials encountered during construction are not included.
• Any work not specified as listed in the above phases shall be considered additional services and
will be invoiced at the time said work is authorized by the Borough.
• Application fees are considered extra and will be requested at time of submission.
The above fee estimates are based on information provided to us by the Borough. Should this fee
estimate meet your approval, please provide our office with a professional services agreement or
Resolution as an indication of the work to proceed.
