AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT
WITH CME ASSOCIATES, FEE ESTIMATE FOR CARTERET AVENUE
EXTENSION FINAL DESIGN, PERMITTING, BID AND
CONSTRUCTION PHASE SERVICES
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the Carteret Avenue Extension Final Design, Permitting, Bid and
Construction Phase Services; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $73,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services
related to the Carteret Avenue Extension Final Design,
Permitting, Bid and Construction Phase Services at a cost
not to exceed $73,000.00 is hereby approved.
2. This action is approved as an award of a professional
services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in
accordance with the Borough's Fair and Open Process as
authorized by law.
3. A copy of this Resolution be forwarded to the Borough's
Finance Department, the Borough Director of Engineering
and CME Associates.

Dear Mayor Reiman:
We are pleased to present our estimate of fees for final design, permitting, bid, and construction
phase services for the above - referenced project.
As you are aware, the Borough was awarded a $700,000 grant from the NJDOT Local Aid
program (FY2020) for the extension of Carteret Avenue from the intersection with Roosevelt
Avenue (CR602) to the intersection of Memorial Boulevard and Peter J. Sica Industrial Highway.
This roadway extension will accommodate a shorter and safer route for motorists and
pedestrians accessing Waterfront Park, the Municipal Marina, and the future ferry terminal. The
proposed right -of -way will extend partly along an existing driveway and parking aisle in Meridian
Square as well as a portion of the existing stormwater detention basin for Meridian Terrace.
To date, our office has advanced preliminary design phase services, traffic investigation and
coordination services between the Borough and County, which is preparing design plans for the
adjacent intersections, including the signalization of Carteret Avenue /Roosevelt Avenue,
Carteret Avenue /Industrial Highway, and modifications to the existing signal at the intersection
of Middlesex Avenue /Pulaski Avenue /Roosevelt Avenue. The preliminary Engineer's Estimate is
$840,000.00.
With this being said, our proposed scope of work is as follows:
A. Final Design Phase Services
This work will consist of the preparation of construction plans and quantities for public bidding.
The services have been divided into tasks as detailed below:
1. Perform site visits and collect existing site information and assess conditions;

2. Coordinate property acquisitions, easements, and rights -of -entry as required by the
Middlesex County intersection improvement inter -local agreement and final right -of -way
mapping;
3. Coordinate with utility companies for possible upgrades, removals, and relocations;
4. Prepare Construction Plans, including:
i. Cover Sheet and Legend
ii. Construction Plans, Profiles, and Cross Sections
Storm Sewer Plans and Profiles
iv. Striping and Signage Plans
V. Soil Erosion and Sediment Control Plans and Details
vi. Traffic Control Plans
vii. Construction Details
5. Prepare Specifications in accordance with NJDOT and Borough standards;
6. Prepare Construction Cost Estimate; and,
7. Submit plans and specifications to NJDOT for review and authorization to bid.
B. Permit Phase Services
As the project involves the disturbance of more than 5,000 square feet of soil, our office will
prepare an application to FSCD as well as obtain a Construction Stormwater Permit from the
NJDEP and coordination with the NJDOT Local Aid Office for authorization to bid.
C. ROW /Property Acquisition Phase Services
Work in this phase will include coordination with the Borough Attorney and property owners for
the acquisition of certain lands as it relates to the Borough's Carteret Avenue Extension project
on Block 302, Lot 4 (Meridian Terrace) and Lot 5 (172 Roosevelt Avenue) , and Block 7401, Lot
1 (Meridian Square). It is anticipated that necessary ROW will be obtained through fee simple
acquisition and /or permanent easements. This work shall also include the coordination of
temporary construction access easements for the extension project.
D. Bid Phase Services
Work in this phase will provide the following services to publicly bid the project in accordance
with the Local Public Contracts Law:
1. Provide bid documents to prospective bidders as needed;

2. Answer prospective bidder's requests for information;
3. Provide addenda for clarification of project specifications;
4. Attend bid opening; and,
5. Analyze responsible bids and recommend contract award

Generally, we prefer to quote services for construction phase upon the completion of the Bid
Phase as the ultimate cost for our services will depend upon a number of factors including
the final design, the contractor to whom the contract is awarded and the desired level of
construction observation required. The following services will be provided under this phase:
1. Contract preparation including review of bonds, insurance certificates, and project
manning reports;
2. Attend preconstruction meeting;
3. Provide assistance with interpretation of the contract documents;
4. Review shop drawings for site - related items;
5. Provide daily construction observation services and prepare contractor punch lists;
and,
6. Review and approve monthly progress pay estimates
We would recommend that the fee outlined below be budgeted for this purpose. Should
the final design and other contract factors preclude CME from being able to properly
administer the project within this budget, we will inform you immediately.
