That Sections 1 , 2 and 4 of Ordinance No. 5027, passed
A'.arch 15tIz, 1943, and approved on March 17th, . 1948, entitled
"An ordinance relating tot he management of the Jefferson OitV
+ '' I�liemorial Airport" are hereby repealed, and three new sections
to be known as Sections 1 , 2 and 4 of Ordinance No. 5027,
relating to the same subject, are hereby enacted reading as
follows:
Section 1. Airport Commission:
(1) There is h reby created an Airoprt Corrnrission to be
known as the Jefferson City Memorial Airport Commission, whose
duty it shall be to act in the advisory capacity to the Mayor an
the City Council in all matters pertaining to the maintenance,
operation and control of the airport.
(2) The Airport Comir.issicn shall consist of nine resident
and citizens of tkK Jefferson City. The menbers of the Cominissicri
shall be a.)pointed Ir, the kayor with the approval of the Council.
Three mem')ers shall be appointed for a term of one (1) fear.
Three members shall b e n opointed for a term of two (2) years.
Three members shall be a )pointed for a term of three (3 ) rears.
On the expiration of the terms of the members of the commission,
they or their successors shall be a )poi.nted for a three (3) year
term. In making appointments to the Cor.nnission, the Mayor is
to designate on of ti•ieir members as Chairman. The Airport Com-
mission shall meet at least once a month at a time and placeto

times and places upc)n the call of o meeting 'rr the Char .man of the
Commission or the Linyor.
(3) The further duty of t: -11s Commission is to study the
needs of t1:eAirport in keeping nbreRst with the advancement of
Aviation and utilize every resource in planni.nr; for Vl e further
development of aviation in the City of Jefferson; the Cotrunission
shall make re.)o.rts to the 14ayor and the Council at frequent inter-
vals upon the request of the latter.
Section 2. "irport Fund. There is hereby established a fund kX
to be known as the Memorial Airport I"und, so long as reclui_red for
Airport needs, into which shall be deposited all monies helo.ngi.ng t
the City received from bond issues, donations, tares and operations
of said girport, and said fund sho.11 be ex,�endod only for the
purpose of acquisition, development, extension, mad. ntenm ce, super-
vision and direction of the city airport and its services and faci-
lities.
Section 4. City Airport Manager.
(1) Office of City "irport Iv:anager Established. The Office
of �'ity Airport �'l,anaSer is hereby created and e stablished. Upon
the recommendation of the "irport Commission, he shall be appointed
by the Mayor, subjtect to the a -)proval of the City Council. the
term of office of the City Airport Lanager shall be for one (1 )
,year, provided however, that the presently appointed City Airport
ivianaf_er, ann the adoption of this ordinate , shall hold office until
the ex.oiration of his term.
(2 ) Qualifications and Bond of the City hirport Manager.
The City Airport L;anager shall posses all of the qualifications of
nember of the City C ol.inc il. lie shall have no financial interest
in any commercial operation or activity in connection with said
airport. He shall within ten days after his a;)pointment and before
entering upon the discharge of his duties of his office dive bond
to the city of Jefferson in the si;m of ar5,000. 00 with good and
sufficie-_t security to be approved by the b-,ayor on condition that
he will faithfully perform the deities cf his office and thst he
will keep account of and pay all meanies belonging to the City as
provided by law' that may come into his hands, and that he will
safely keep and preserve all books, Japers, documents, records,
materials and equipment, belom .intry• to the City that may come into
his hands and deliver the same in Lrood order and condition to his
successor...
(3) Salary of the City Airport I,ianager. The salary of the
City Airport Manager shall be determined and established at the
time of the ao-oointment of the City Itir>.jort N`.anager.
(4 ) Luties of the City Airport I. anager; the duties of the
City Airport Manager shallbe as follows :
(a) To have full supervision of the buildings , hangers,
grounds, landing areas and runways, and other city owned equipment
at the Jefferso•:; City Lemorial Airport located at "orth Jefferson
City in Callaway County, ITissouri .
(b) Io opF_rate the i�irport and its facilities on behalf of tl o
City of Jefferson as may be directed by t ,e LR;y or and the City
Council, and to have general su..)ervision over all of the employees
employed b;;r the City to maintain and operate the airport, and to
approve all new construction a-:d building on said airport.
(c ) To generally supervise the operation of all aircraft on,
to and from the Jef'f'erson City* 1� emorial "irport in conformity with
" the rules and regulations of the(livil Aeronautics Administration,
and the Civil Aero autics Bo.-trd, the laws of theState of Missouri
and the Ordinari'des of the City of Jefferson. To cause the laws
of theState of 1:'issouri , the Ordinmces of the City of Jefferson,
and the rules and regulations of the civil Ae-ronautice Board and
the Civil Aeronautics Comrr:ission and the laws of the united States
uovernment promul=gated under authority thereof to be enforced and
