AWARD OP BID FOR WATERFRONT PARK LANDSCAPING MAINTENANCE PROGRAM WHEREAS, pursuant to Borough Resolution #21 -75 adopted at the April 22, 2021 meeting, the bid for the Waterfront Park Maintenance Contract was awarded to Greenleaf Landscaping Systems & Services, the lowest bidder at $24,745.00; and WHEREAS, Greenleaf Landscaping Systems & Services, submitted the lowest bid for said contract as evidenced by the response on file with the Borough's Purchasing Department and with the Borough Engineer; and WHEREAS, the Borough Engineer has reviewed the bid proposals and has recommended the award of a second year contract to Greenleaf Landscaping Systems & Services, in a total amount not to exceed $24,745.00; and WHEREAS, the Carteret Port Authority Treasurer has certified that funds are or will be available for said purpose. Acct. # NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: 1. That the appropriate Borough Officials are hereby authorized to enter into a second year contract with Greenleaf Landscaping Systems & Services, of Eatontown, N.J. for the Waterfront Park Landscaping Maintenance Program for the sum of $24,745.00 in accordance in all respects with the request for proposals and bid on same. 2. That a copy of this Resolution shall be forwarded to the Borough's Purchasing Department, Borough Director of Engineering and the Carteret Port Authority. 3. That the aforementioned award of bid is contingent upon formal approval from the New Jersey Department of Labor, Division of Wage and Hour Compliance. Municipal Clerk- t...., A -1 ADVERTISEMENT AND NOTICE TO BIDDERS Notice is hereby given that sealed Bids will be received by the Borough of Carteret for: Waterfront Park Landscaping Maintenance Program and opened and read aloud at the Thomas Deverin Community Center, located at 100 Cooke Avenue, Carteret, NJ 07008, on Friday, April 16, 2021, at 11:00 a.m. prevailing local time. The maintenance contract work includes the furnishing of all labor, materials and equipment necessary to provide year -round maintenance service for the Borough's Waterfront Park including lawn mowing, turf fertilization, tree & shrub care, planting bed mulching. The Contractor is required to submit a proposal for a consecutive twelve (12) month period, with an option to renew for two (2) additional twelve (12) month periods (2021 & 2022). The basis of award for this contract shall be for the total price bid in the Proposal for the first twelve (12) month period. Plans, Specifications and Proposal Sheets may be examined and obtained for a cost of $25.00 during normal business hours at the office of the Municipal Engineer, Borough of Carteret Memorial Municipal Building, Room 002, 61 Cooke Avenue, Carteret, New Jersey, until 48 hours prior to the time set for the opening of bids. Bids must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope and addressed to the Mayor and Borough Council, Borough of Carteret, New Jersey and plainly marked on the outside with the name and address of the bidder and the Bid Number and Title. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment. The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this contract based on funds available. In accordance with N.J.S.A. 52:32 -34, bidders must submit proof of business registration with the bid proposal in the form of a copy of their Business Registration Certificate as issued by the New Jersey Division of Revenue. No firm may be issued a contract unless it complies with the affirmative action provisions N.J.S.A. 10:5 -31 at seq. and N.J.A.C. 17:27 -1 et seq. Contractors must adhere to all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended, the United States Occupational Safety, the Health Act (OSHA) (29 CFR 1910), as amended and the Americas With Disabilities Act of 1990 as amended. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The Borough Council of the Borough of Carteret reserves the right to reject any or all bids as permitted by statute if in its opinion it is in the best interest of the Borough to do so.
