CALL TO ORDER Mayor Pro Tem Man called the City Council Regular Meeting to order at 7:31 p.m. 2. ROLL CALL PRESENT: Councilmember— Chavez, Vizcarra, Yu, Man ABSENT: Councilmember—Sternquist ALSO PRESENT: City Attorney Murphy, City Clerk Kuo, Parks and Recreation Director Matsumoto and Community Development Director Reimers Councilmember Chavez made a motion to excuse Mayor Sternquist for cause. Seconded by Councilmember Yu. 3. INVOCATION —Jerry Jambazian, Wonder Cleaners & Draperies, provided the invocation. 4. PLEDGE OF ALLEGIANCE —Mayor Pro Tem Man led the pledge of allegiance. 5. CEREMONIAL —PRESENTATION A. OLDER AMERICAN MONTH PROCLAMATION Mayor Pro Tem Man, on behalf of the City Council, proclaimed May as Older American Month. City Council presented the proclamation certificate to Mrs. Carole Rodenbucher, committee member of Committee on Aging. B. FARMERS MARKET UPDATE Gretchen Sterling and Celena Groman, Temple City Farmers Market Managers, provided an update on the City's Farmers Market. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford, Temple City resident, commented on the pandemic. 7. CONSENT CALENDAR City Council Minutes May 3, 2022 Page 2 of 7 City Manager Cook pulled Consent Calendar Item 76 for City Council consideration at a future meeting. B. ADOPTION OF RESOLUTION NO. 22-5591 CONFIRMING MAYOR'S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS Councilmembers are appointed as delegates and alternates to other agencies or organizations to attend regularly scheduled meetings to discuss and make recommendations regarding issues that may affect cities in the Los Angeles County, Action: Continued this item to a future Council meeting. Councilmember Chavez made a motion to approve the remainder of the consent calendar items. Seconded by Councilmember Yu and approved by the following votes: AYES: Councilmember —Chavez, Vizcarra, Yu, Man NOES: Councilmember — Nohe ABSENT: Councilmember—Sternquist ABSTAINED: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of April 19, 2022 2022, Action: Approved. C. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file the actions of the Parks and Recreation Commission Regular Meeting of April 20, 2022. Action: Received and filed. D. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2022 SEASON City Council is requested to approve the applications to sell fireworks which will allow the non-profit organizations and groups to raise funds to support their respective activities. Action: Approved the nine applications for fireworks permits for the 2022 season. E. INSTALLATION OF RED CURB ADJACENT TO DRIVEWAY AT 5729 TEMPLE City Council Minutes May 3, 2022 Page 3 of 7 h CITY BOULEVARD The City Council is requested to consider installation of a red curb at 5729 Temple City Boulevard to prevent vehicle encroachment into the residential driveway and to increase visibility of approaching traffic. Action: Ratified and approved the installation of red curb adjacent to the north side of the driveway at 5729 Temple City Boulevard, F. ADOPTION OF RESOLUTION NO. 22-5592 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2021-22 The City Council is requested to adopt Resolution No. 22-5592 authorizing the payment of bills. Action: Adopted Resolution No. 22-5592 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 22-1060, SERIES B CODE AMENDMENTS OF TITLE 9 (ZONING REGULATIONS), CHAPTER 1 (ZONING CODE) City Council is requested to adopt the draft ordinance to help keep Las Tunas Drive and Temple City Boulevard the main entrance to buildings, which in turn will help create economic vibrancy. City Manager Cook gave a brief introduction to the Series B code amendment. Community Development Director Reimers gave a summary of the staff report. City Council made comments and asked questions about the proposed code amendments. Mayor Pro Tem Man opened public hearing. Steve Stafford, Temple City resident, asked if the code amendments will apply to alleys citywide. Hearing no further request to speak, Mayor Pro Tem Man closed public hearing. City Council made final comments about the proposed amendments. Councilmember Yu made a motion to: Introduce for first reading by title only and waive further reading of Ordinance No. 22-1060 (Attachment "A"), Series B Code Amendments of Title 9 (Zoning City Council Minutes May 3, 2022 Page 4 of 7 Regulations), Chapter 1 (Zoning Code); and 2. Schedule the second reading of Ordinance No. 20-1060 for May 17, 2022. Seconded by Councilmember Chavez and approved by the following votes: AYES: Councilmember —Chavez, Vizcarra, Yu, Man NOES: Councilmember — None ABSENT: Councilmember—Sternquist ABSTAINED: Councilmember — None City Clerk Kuo read the title of the ordinance. B. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 22-1061 RELATED TO THE MAINTENANCE AND LANDSCAPING OF VACANT SITES City Council is requested to adopt the draft ordinance seeking to reduce and prevent blight and protect property values by maintaining a safe, vibrant, and an aesthetically pleasing environment throughout Temple City. City Manager Cook gave a brief introduction and background for the proposed ordinance. Community Development Director Reimers gave a summary of the staff report. City Council made comments and asked questions about the proposed ordinance. Mayor Pro Tem Man opened public hearing. Steve Stafford, Temple City resident, made comments regarding the fencing reMuirement and homeless climbing over the fences to access the vacant properties. Hearing no further request to speak, Mayor Pro Tem Man closed public hearing. City Council made final comments about the proposed ordinance. Councilmember Chavez made a motion to: 1. Introduce Ordinance No. 22-1061 (Attachment "A") for first reading by title only, amending Title 4 ("Law Enforcement"), Chapter 2 ("Nuisances") of the Temple City Municipal Code to provide for regulations pertaining to the maintenance and landscaping of vacant properties; 2. Waive further reading of Ordinance No. 22-1061; and City Council Minutes May 3, 2022 Page 5 of 7 3. Schedule the second reading of the Ordinance for May 17, 2022. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember—Chavez, Vizcarra, Yu, an NOES: Councilmember — None ABSENT: Councilmember — Sternquist ABSTAINED: Councilmember — None City Clerk Kuo read the title of the ordinance. 9. REVIEW OF CITY COUNCIL AD HOC AND STANDING COMMITTEES The City Council is requested to review a list of Council Ad Hoc and Standing Committees and determine which of the committees are still needed and which should be disbanded. Mayor Pro Tem Man continued this item to a future Council meeting. 11, UPDATE FROM CITY MANAGER —remarked on recent housing laws and the changing landscape of housing regulations, shared that City reached out to the city's water purveyors regarding water usage for landscaping. 12. UPDATE FROM CITY ATTORNEY.— shared that he will be attending the League of California es Conference c attorneys and will report back on information from the conference. 13. MAYOR PRO TEM MAN —Commented on the grand opening of Primrose Park, congratulated Camellia Festival on the royal court coronation, welcomed PopRock Academy to the City, mentioned the soli opening of Temple City Library, and wished all mothers a Happy Mother's Day.
