REGULAR MEETING MINUTES
MAY 17, 2022
1. CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:41 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City,

PRESENT: Councilmember—Chavez, Vizcarra, Yu, Man, Sternquist
ABSENT: Councilmember—None
ALSO PRESENT: City Attorney Murphy, City Clerk Kuo, Community
Development Director Reimers, and Administrative Services
Director Paragas
3. INVOCATION —Pastor Darrel Kelty, Temple City Community of Christ, provided the
invocation.
4. PLEDGE OF ALLEGIANCE —Mayor Sternquist led the pledge of allegiance.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jing Li, Temple City Library Manager, announced upcoming library activities.
Dawn Tarin, Camellia Festival Coordinator, announced upcoming Camellia Festival
activities and events.
7. CONSENT CALENDAR
Mayor Sternquist opened public comment for Consent Calendar Items. Hearing no
request to speak, Mayor Sternquist closed public comment.
Mayor Sternquist recused herself from voting on Consent Calendar Item 7D.
"SECOND READING AND ADOPTION OF ORDINANCE NO. 22-1061 RELATED TO
THE MAINTENANCE AND LANDSCAPING OF VACANT SITES" due to potential
conflict of interest for owning a property within 500 feet of a vacant site.
Councilmember Chavez made a motion to approve consent calendar item 7D.
Seconded by Councilmember Vizcarra and approved by the following votes:

B. ADOPTION OF RESOLUTION NO. 22-5591 CONFIRMING MAYOR'S
APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND
ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS
The City Council is requested to approve the Mayor's appointment of
Councilmembers as delegates and alternates to other agencies or organizations
to attend regularly scheduled meetings to discuss and make recommendations
regarding issues that may affect cities in the Los Angeles County.

C. SECOND READING AND ADOPTION OF ORDINANCE NO. 22-1060, SERIES B
CODE AMENDMENTS OF TITLE 9 (ZONING REGULATIONS), CHAPTER 1
(ZONING CODE)
The Series B Code Amendments are a miscellaneous combination of minor
adjustments to the Zoning Code to codify existing practices, bring the Zoning
Code into compliance with State law, create consistency across the City's various
land use documents, and provide clarity on rules already adopted.

Amendments of Title 9 (Zoning Regulations),
Chapter 1 (Zoning Code).
D. SECOND READING AND ADOPTION OF ORDINANCE NO. 22-1061 RELATED
TO THE MAINTENANCE AND LANDSCAPING OF VACANT SITES
The purpose of the proposed Ordinance is to adopt regulations related to the
landscaping and maintenance of vacant sites. The ordinance would require
owners of vacant non-residential properties to install additional fencing along the
perimeter of a property and could potentially require additional landscaping. The
rules also set maintenance standards
Action: Adapted Ordinance No. 22-1061 amending Title
4 ("Law Enforcement"), Chapter 2 ("Nuisances")
of the Temple City Municipal Code to provide
for regulations pertaining to the maintenance
and landscaping of vacant properties.
E. APPROVAL OF FIRST AMENDMENT TO THE SERVICES AGREEMENT WITH
GRETCHEN STERLING TO OPERATE AND MANAGE THE TEMPLE CITY
CERTIFIED FARMERS MARKET
The City Council is requested to approve the First Amendment to the Service
Agreement with Gretchen Sterling to effectuate the first of the three additional
one-year term to operate and manage the Temple City Certified Farmers Market.

F. ADOPTION OF RESOLUTION NO. 22-5595, DECLARING THE CITY'S
INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE
DISTRICT ASSESSMENTS FOR FISCAL YEAR (FY) 2021-2022 AND
ESTABLISHING THE TIME AND PLACE FOR HEARING PUBLIC OBJECTIONS
The City Council is requested to accept the Engineer's Report for the Temple City
Citywide Lighting and Maintenance District for FY 2022-2023. The Engineer's
Report contains an annual program cost summary which includes the estimated
cost of the construction, operation, servicing and maintenance of the street lights,
traffic signals, and parkway landscaping for FY 2022-2023. The report also
includes the method of apportionment for the assessments.

G. AWARD OF PROFESSIONAL SERVICES AGREEMENT TO KIMLEY-HORN
AND ASSOCIATES, INC. TO PREPARE THE LOCAL ROAD SAFETY PLAN
(LRSP)
The City Council is requested to approve a professional services agreement with
Kimley-Horn and Associates, Inc. to prepare the Local Road Safety Plan (LRSP).
The LRSP will identify and analyze roadway safety concerns, resulting in
recommendations for potential roadway safety improvements to reduce or
eliminate safety issues identified by the plan.

payment of bills.

A. REVIEW OF CITY COUNCIL AD HOC AND STANDING COMMITTEES
The City Council is requested to review a list of Council Ad Hoc and Standing
Committees and determine which of the committees are still needed and which
should be disbanded.

City Council made comments and asked questions regarding the existing
committees.
Mayor Sternquist established an ad hoc committee for the development of city
property located at 9050 Las Tunas Drive and appointed Mayor Pro Tem Man and
herself to the committee.
City Council expressed interest in establishing an ad hoc or standing committee to
review city's code or policy relating to properties (i.e., maintenance, vacant
properties, and short term rentals). City Council directed staff to evaluate the need
to establish an ad hoc committee to review the city's code and policy relating to
property maintenance and bring back refined parameter for this committee for
Council consideration at a future meeting.

Mayor Pro Tem Man reported that the City received 3 applications for the
recruitment of the Transportation and Public Safety commissioner and that the
committee is recommending that all 3 applicants be interviewed by full Council.
City Council directed staff to schedule the 3 applicants for an interview with
Council.
Mayor Sternquist resolved the Commissioner Recruitment Ad Hoc.

Steve Stafford, Temple City resident, commented on the increasing premium for
cities to carry liability insurance coverage.
