RESOLUTION OF THE BOROUGH OF CARTE RE, COUNTY
OF MIDDLESEX, STATE OF NEW JERSEY AUTHORIZING
THE MAYOR AND MUNICIPAL CLERK TO EXECUTE
A FE DERAL AID AGREEMENT WITH THE NJDOT
WHEREAS, the Federal Highway Administration (FHWA) authorized funding up to an
amount of $185,084.75, for a Safe Routes to School Project for the Waterfront Access
Project which extends about 1,300 feet along Middlesex Avenue/Peter J. Siea Industrial
Highway from the waterfront fitness trail to Memorial Blvd. (Waterfront Access Rd.).
Proposed improvements along this section include a new 6 foot wide sidewalk along the
east side of the highway and an 8 foot wide multiuse path along the west side. A new
crosswalk with pedestrian actuated flashing warning lights would cross Middlesex
Avenue near the southern project limits at the waterfront fitness trail.
WHEREAS, this authorization was based on the scope of work and budget agreed upon
the Borough of Carteret and NJDOT Division of Local Aid; and
WHEREAS, flre scope of the work in this authorization include Preliminary Engineering
(PE) Activities, and Final Design Activities which will be authorized once PE activities
have been completed; and
WHEREAS, it is necessary for the Borough to enter a design contract between the
Borough of Carteret and GPI (Greenman- Pedersen, Inc., 100 Corporate Dr., Suite 301,
Lebanon, NJ 08833) for Preliminary Engineering (PE) Activities; and
WHEREAS, work cannot begin until this funding agreement is executed by NJDOT.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret that the Mayor and Municipal Clerk are authorized to execute the attached
Federal Aid Agreement.
BE IT FURTHER RESOLVED that the Municipal Clerk is hereby directed to return
four (4) original signed and sealed copies of the attached agreement along with three (3)
signed/sealed Resolutions for execution by the Department of Transportation.
BE IT FURTHER RESOLVED that the NJDOT will receive an initial billing (payment
voucher) from the Borough for the design project no later than 3 months after the NJDOT
has concurred in the award of the construction contract, and will receive subsequent
billings in accordance with the terms of the agreement.

On September 20, 2021, the Federal Highway Administration (FHWA) authorized funding up to an amount of $185,084.75 for the above
captioned Federal Aid Highway Program project, This authorization was based on the scope of work and budget agreed upon by the
Borough of Carteret and the Division of Local Aid. The scope of work In this authorization Includes Preliminary Engineering (PE)
Activities. Final Design Activities will be authorized once PE activities have been completed. Any changes to the same will require prior
approval of the FHWA.

• The Borough of Carteret will Include the following sections within the attached agreement in the design contract between the
Borough of Carteret and GPI under Section 4 Plans and Specifications -4.1; Section 14 Equal Opportunity; Section 15

Project Billing
NJDOT must receive an initial billing (payment voucher) from the recipient for the design project no later than 3 months after
NJDOT has concurred In the award of the design contract. NJDOT must receive subsequent billings (payment vouchers) on a
monthly basis after the Initial billing, but no later than 3 months thereafter as stipulated in the project agreement, Failure to meet
the billing requirements may result In the restriction of authorization of any future FWHA funding until such time as progress on
timely billings Is demonstrated.
The project will be considered "Inactive" if the Borough of Carteret fails to submit an Invoice within the durations described in 23
CFR 630.106. It is the Borough of Carteret's responsibility to ensure that the federal funding is not Jeopardized for this project
due to an 'inactive" project status.
As a reminder, work cannot begin until the attached funding agreement is executed by NJDOT. Any costs Incurred prior to NJDOT
execution of the attached agreement will be deemed non - participating and ineligible for reimbursement. If you have any questions,

Subject: Revised Proposed Scope of Services and Cost Proposal
Dear Mr. DuPont:
Thank you for the opportunity to provide professional engineering design services for the Preliminary Engineering
(PE) phase of the Subject project. The scope of services is based on the TA - 2018 Application completed by the
Borough, Input received at our virtual meeting on November 13, 2020, NJDOT standard network diagram and
activity descriptions for the PE project phase, and comments provided by NJDOT on June 22, 2021 and July 30,
2021. Our original proposal dated January 18, 2021, is superseded by this proposal which Includes environmental
studies to support the environmental document, a Categorical Exclusion Document (CED).
The purpose of the project Is to Improve pedestrian and bicycle access to the existing recreational facilities and
the proposed ferry terminal along the Carteret waterfront. Existing facilities at Carteret Waterfront Park Include
a fishing pier, picnic area, playground miniature golf and fitness trail.
This waterfront access project extends about 1,300 feet along Middlesex Avenue /Peter J. Sica Industrial Highway
from Waterfront Fitness Trail to Memorial Boulevard (Waterfront Access Road). Proposed improvements along
this section Include a new 6- foot -wide sidewalk along the east side of the highway and an 8- foot -wide multiuse
path along the west side. Anew crosswalk with pedestrian actuated flashing warning lights would cross Middlesex
Avenue near the southern project limits at Waterfront Fitness Trail. The project also extends about 800 feet along
Middlesex Avenue from Roosevelt Avenue to Peter J. Sica Industrial Highway. Proposed Improvements include
an 8- foot -wide multi -use path along the south side of the highway, and a S- foot -wide sidewalk along the north
side of the highway. A new mid -block crosswalk with pedestrian actuated flashing warning lights would cross
Middlesex Avenue, the exact location will be determined during PE based on the results of sight distance studies.

The Carteret Waterfront is a dynamic area that Is continually evolving and improving. The proposed
improvements will dovetail Into other "separate projects ":
• Carteret Avenue Extension —Carteret Avenue will extend from Roosevelt Avenue to Peter J, Sica Industrial
Highway, with new signalized Intersections at Carteret Avenue /Roosevelt Avenue and Carteret
Avenue /Peter), Sica Industrial Highway.
• Memorial Boulevard Widening — Memorial Boulevard will be widened from Peter J. Sica industrial
Highway to Waterfront Park.
• Carteret Perry Terminal —A new ferry terminal is being constructed just north of Waterfront Park.
The attached "Carteret Pedestrian & Cyclist Waterfront Access Project Limits" map shows the project limits and
Illustrates how the proposed waterfront access improvements will fit with the other improvement projects.
Carteret Borough will coordinate the Interface between this Waterfront Access Project and the other projects
making sure the projects are compatible through all phases of design and construction,
Scope of Services
GPI will perform the activities as described within this scope of services. These activities will be directed by
Borough of Carteret. The activities are more specifically described as follows:
Project Management: Scope Development, Budget, Schedule, and Involving —GPI will prepare and submit to the
Borough of Carteret a baseline schedule in an agreed upon format for approval or comment, We will update the
schedule on a monthly basis for the duration of this project.
GPI will submit a progress report with each Invoice that will detail the following:
✓ Activities completed to date with the current invoice period highlighted
✓ A summary of the costs incurred to date and the percentage (of project) complete
✓ Confirmation of upcoming submittals and possible scheduling conflicts
✓ Any unanticipated cost and /or activities not included in these scope of services
✓ Responses required from the Borough of Carteret or N1DOT Local Aid
✓ Anticipated work during the next Invoice period
It is understood that the Borough of Carteret will not process any submitted invoices unless the above Information
Is attached to the same. This activity will also Include attending and preparing minutes of one (1) coordination

PE Is expected to be completed In nine (9) months' time from notice to proceed. The following summarizes the

Prepare Railroad Agreement (2315): GPI will contact local railroad owners to determine if a formal Agreement
and funding will be required for railroad review work, which will be performed under Activity 3045. If required,
GPI will coordinate with the railroad owner and the Borough of Carteret to obtain a signed Agreement and set -up
any funding that would be required for the railroad's involvement In design reviews and support for this project.
It assumed that any required funding would be paid for directly by the Borough of Carteret.
Prepare Control Survey Report (3015): GPI's subconsultant, GEOD, will prepare a survey control report that
follows NJDOT standards, documenting the control survey and data used to establish prima ry/photogra mmetric
control for the project. Information from this report will be used to recover survey control points for use in
supplementary surveys for the project. GPI will coordinate survey activities with preliminary design activities and
perform a QA review of the report and request updates as may be necessary to resolve QA comments. GPI will
submit the final draft report to the Borough for review and comment and will coordinate with GEOD to address

Conduct Topographic Survey (3020): GPI will provide management and coordination with our subconsultant,
GEOD, who will perform the survey and mapping for this project. Initial mapping will be developed using
photogrammetric methods. GEOD will perform conventional topographic surveying to supplement the aerial
mapping (i.e. obscured areas, ADA ramps, etc.). Mapped features will be identified, and non - mapped features
will be located and identified. We will establish rim /grate elevations on sanitary and drainage structures, Invert
measurements will be taken and recorded as will pipe types and sizes, if the Inlet is accessible. Mapping will be

developed at 1 " =20' scale in AutoCAD /Civil 3D. The survey will Include monuments as discovered in the field so
adjacent property boundaries can be re- established.
GPI, in coordination with our subconsultant GEOD will also prepare a Right -of -Way (ROW) and property mosaic
which will be included with the base map prepared under Activity 3025. ROW mapping and Road Return
documents will be requested to corroborate the field evidence recovered by the field surveyors to establish the
right of way. Properties fronting the streets within the project limits will have sidelines and lot lines off the right
of way shown based on a property mosaic to be complied based on New Jersey Geographic Information Network
information, and municipal tax maps. GPI will provide QA of GEOD's work In accordance with project scope and
needs.
Please refer to GEOD's Scope of Services and Estimate which is attached for more information.
Prepare Base Maps (30Z5): GPI will manage and coordinate with our subconsultant, GEOD, who will prepare the
base maps which will depict in detail the required existing topography. The base maps will also include the
baseline information and existing right of way as determined in Activity 3020. This data Is to be provided in
accordance with Article 51 Standards and Procedures. GPI will provide QA of GEOD's work In accordance with
project scope and needs.
Please refer to GEOD'sScope of Services and Estimate which Is attached for more information,
Prepare Horizontal and Vertical Geometry (3030): GPI will layout proposed sidewalk /path Improvements along
the Peter J, Slca Industrial Highway, and Middlesex Avenue and calculate the proposed horizontal and vertical
geometry. We will also layout proposed traffic Improvements including striping and signing. GPI will perform an
alternatives analysis to determine the proposed location for a new pedestrian crosswalk across Middlesex Avenue
between Roosevelt Avenue and Peter J. Sica Industrial Highway, considering sight distance between drivers and
pedestrians. We will layout the proposed crosswalks and solar powered high intensity flashing warning lights at
two (2) proposed crossings along Middlesex Avenue. One crosswalk will be located between Roosevelt Avenue
and Peter J. Sica Industrial Highway as determined by the alternatives analysis and the other crosswalk will be
located at the south end of the project at Waterfront Fitness Trail. The proposed geometry will be tied into the
project baseline with proposed work and project footprint defined over the base mapping to produce an accurate
depiction of the proposed Impacts.
GPI will develop typical sections along Peter J. Sica Industrial Highway, and Middlesex Avenue to depict the
proposed Improvements In relation to existing roadway elements such as paved lanes and gutter lines. Typical
sections will define curb, gutter (where applicable), sidewalk, turf repair strips and right -of -way line.
GPI will also layout proposed amenities such as solar lights along the multiuse path, Information kiosk, bike racks,
shelter, park benches, trash receptacles, and landscape plantings.
The location of proposed landscaping walls will be shown on the plans. For example, GPI will examine two (2)
alternative wall configurations along the west side of Middlesex Avenue near the southern orol�t.11mlt _Figures
1 and 3 show the Long Wall alternative where the multiuse trail runs along the west side of Middlesex Avenue
adjacent to the Elite Cold Storage Building. The path would extend to a Middlesex Avenue crossing south of the
driveway to the Everflow warehouse. The 230 - foot -long concrete block wall would prevent slope impacts to the
Elite Cold Storage building, stairs and sidewalk.

Figure 2 shows The Short Wall alternative, where
the multiuse path runs along the west side of
Middlesex Avenue to a crossing north of the
driveway to the Everflow warehouse. The 110 -
foot -long wall would run adjacent to a portion of
the Elite Cold Storage Warehouse, building, stairs
and sidewalk.
GPI will develop 3 -D roadway models to evaluate
the two (2) wall alternatives. We will develop an
alternatives analysis matrix summarizing the
benefits, Impacts and cost of the two alternatives.

The alternatives analysis will be summarized in a memorandum that will be Included as an appendix in the PE
Report.
A short (1 -2 foot high) wall Is also anticipated along the north side of Middlesex Avenue adjacent to Meridian
Square%Meridan erraceapartments.
Prepare Utility Base Plans (3035): GPI will prepare utility base plans from the field survey data to show existing
surface utility facilities.
Send Utility Verification Request Letter (3045): GPI will establish utility contacts and submit the verification
request letter and utility base plans to each utility company to Identify their existing facilities, both above and
below ground, on the utility base plans. We anticipate that this letter will be sent to no more than eight (8) utility
companies and one (1) railroad.

Update Base Plans and Identify Conflicts (3055): GPI will coordinate with the affected utility companies and
Incorporate the collective utility owner Information onto the base maps. We will identify potential utility conflicts
between existing utility facilities and proposed design elements. We will perform a field visit to verify the utility
Information. Potential utility impacts are anticipated sporadically along the entire project limits which will require
the resetting of water and gas valves and manholes, the relocation or resetting of fire hydrants, resetting water
meter boxes, and the relocation of utility pole guy wires. Based on the current scope of work and existing ROW
as shown on the Tax Maps, the relocation of utility poles, service risers, and gas vaults are not anticipated. It Is
also anticipated that underground conflicts can be avoided by adjusting the location of proposed ground
penetrating features which will be facilitated by performing SUE during FD.
Prepare Preliminary Roadway Plans (3070): Initially, GPI will develop Concept Plans (5 sheets) to advance the
Public Involvement Process. We will Include a Standard legend with color filled shapes, making the proposed
features stand -out on the plans. With the updated Concept Plans, GPI will develop public involvement materials
such as display boards, hand -outs and /or PowerPoint slides that will effectively communicate the project scope.
We will supplement the five (5) Concept Plan Sheets with graphical details of key features such as solar light fixture
and other amenities.
After the public outreach process, GPI will produce the Preliminary Engineering (PE) plan set. The Construction
Plans will be developed at 1" =20' scale and will utilize the CADD base mapping developed under Activity 3025,
The PE Plan Set will be an appendix to the PE Report and an attachment to the to the Categorical Exclusion
Document (CED). These plans will include the horizontal and vertical geometry, limits of project disturbances,
preliminary drainage design, and utility impacts (where applicable). The PE Plan set will Include:

The Construction Planswill show the location of proposed sidewalk, path and curb ramp Improvements along with
all amenities such as landscaping, trash receptacles, benches, shelter, bike racks, shelter, and information kiosk.
The PE Plan Set will also Include Traffic Plans which show location of proposed signs, pavement markings and light
fixtures, With input from Carteret, initial details will show the general size, configuration and aesthetics of
streetscape items such as street furniture, the Information kiosk and the shelter. Traffic Control and Staging Plans
will show construction staging and pedestrian detour routes.
Mold Diagnostic Team Meeting (3075): GPI will provide concept level plans identifying the proposed
improvements en Peter -l. Neaindu striai-Hfghway- and-across- the-at- grade -mssings forthe-N1D9T to nsefor the
Diagnostic Team Meeting (DTM) and attend the meeting along with railroad and Carteret representatives.
Prepare Preliminary Drainage Design (3085): GPI will delineate existing and proposed tree cover, lawn, and
Impervious surfaces for the purpose of identifying whether the project is a "major development" under the N1DEP
Stormwater Management (SWM) Rules. It is assumed that the project will be designed to disturb less than one
(1) acre of land and but will increase impervious surfaces by more than % acre thus qualifying as a "major
development".

Where existing drainage structures conflict,with proposed sidewalk and /or ADA curb ramps, GPI will develop the
drainage relocation design. Relocations are anticipated to minor and will maintain the existing drainage system
to the maximum extent practicable to limit SWM and permitting Implications. No hydraulic analysis will be
provided. GPI will also conduct a rainy -day survey to Identify any existing flooding Issues along the project corridor
or on adjacent properties.
The eastern portion of the project limits within the waterfront parking area will be in close proximately to the tidal
flood hazard area, riparian zones, potentlal.wetlands /transition areas, and within NJDEP Waterfront Development
jurisdiction. GPI will delineate the environmental constraints with available NJDEP GIS and FEMA data and provide
a map for Inclusion in the PE report.
Assumptions: The following assumptions are related to Task 3085
1. The project will exceed Y, of net new Impervious due to the proposed sidewalk areas so NJDEP will
designate the project as a "major development ". The project will be required to meet NJDEP water quality
requirements however, all new impervious surfaces will be non -motor vehicle surfaces and will not
require water quality treatment. No new motor vehicle Impervious surfaces are proposed. Water quality
Best Management Practices (BMP)'s will not be required.
2. The project will not exceed the 1 acre of disturbance threshold and will therefore not subject to NJDEP
quantity control and recharge requirements. Disturbance will be calculated using NJDEP SWM FAQ 1.12
and will consider lawn to lawn impacts as temporary and will not count toward the 1 -acre disturbance
threshold. No SWM BMP's will be required,
3. Landscaping Impacts within the waterfront parking area will be limited to plantings of Indigenous
waterfront plants. These plantings within the NJDEP Waterfront Development limits will be deemed
exempt and will not require NJDEP permitting.
4. The landscape plantings (if located within wetland transition areas) will not constitute a regulated activity
under NJAC 7:7A- 2.3(b)(1)(I)(1) and will be considered normal property maintenance and will consist of
the planting of native species naturally occurring in transition areas. A NJDEP Freshwater Wetland Permit
or Transition Area Waiver will not be required.
S. Landscaping proposed within any riparian zone will be limited to plantings of indigenous waterfront

riparian vegetation will be cleared cut or removed. A NJDEP Flood Hazard Permit will not be required.
6. Drainage design is limited to maintaining existing drainage patterns. Therefore, analysis of gutter spread
and pipe capacity for existing conditions Is excluded from this scope.
7. Hydraulic computations and a drainage design report will not be required.
8. Proposed impacts are anticipated to take place outside of the tidal flood hazard area.
9. Upgrades to existing drainage structures will include replacing existing casting(s) with bicycle safe grates
and hoods meeting current NJDOT standards.

proposal. Subsequent rule changes during this work effort, which change the scope of our work effort,
are excluded,
Determine Traffic Engineering Facility Locations (3090): GPI will evaluate the existing traffic control devices
within the project corridor and design improvements to Improve safety and make drivers aware of the pedestrian
crossings. In addition to high visibility crosswalks, consideration will be given to solar - powered flashing LED

pedestrian crossing signs. GPI will also layout a solar power lighting system for the proposed multiuse.path located
along the west side of Peter J. Sica Industrial Highway and south side of Middlesex Avenue.
Initiate ROW Impact Plan (3115): In Initial review of access plan and property Imes suggest the proposed
Improvements such at the sidewalks, trails and streetscape Improvements call all be constructed within public
right -of -way, however the grading required to accommodate these facilities will extending Into private property.
For example, it appears that the driveways to the Conoco gas station will require regrading of the concrete
driveway aprons to accommodate the new wider multiuse path. Also, the driveway at Elite Cold Storage will
require chasing the grade back on to their property to address the multiuse path. Affected parcels will be Identified
during PE and described In the PE Report. Right -of -way documents will be prepared In Final Design,
Preliminary Detour and Construction Staging Plans (3130): GPI will prepare the preliminary construction staging
plans. The plans will be schematic in nature, showing travel flow lanes, device lay -out (cones & barricades) and
taper lengths. We do not anticipate indicating signs on the plans for this phase. As the project is typically off the
roadway, we anticipate construction can be accommodated by typical MUTCD and NJDOT set ups and details,
however pedestrian detours may be required. Temporary signals, modification of existing signals or other
electrical work to accommodate construction are not anticipated.
Prepare Construction Cost Estimate (3135): GPI will prepare the Construction Cost Estimate using AASHTOWare
and the plans developed during PE. Many of the proposed safety and amenities are not available In the
AASHTOWare system so GPI will also utilize bid price data provided by Carteret, and/or information from similar
projects. The Construction Cost Estimate is necessary to properly program construction funds for the project. We
will submit the Construction Cost Estimate to Carteret Borough and NJDOT Local Aid for review and comment.
Prepare Draft Preliminary Engineering Report (3160): GPI will prepare and submit the Draft PE Report for Carteret
and NJDOT review, The Draft PE Report will include the Environmental Document and the appropriate plans In
support of the Environmental Document. GPI will use the NJDOT PE Report template as a guide as it lists all the
Items to be included in the Draft PE Report, aside from those listed in assumptions below, which are not relevant
to the project.
Assumptions: The following items normally associated with the Capital Projects NJDOT PE Report template will
not be prepared as a part of Activity 3160, as they are not relevant to the project and not required by Local Aid
Federal project handbook:

Borough and NJDOT Review Draft Preliminary Engineering Report (3205): It is anticipated that the Carteret and
NJDOTwlll review the Draft PE Report and provide comments for Incorporation in the PE Report. We will address

comments and resubmit the PE Report to Carteret and NJDOT for forwarding to FHWA, If necessary, for review
and approval,
Hold Public Information Center (3865): GPI will prepare the mailing list, the Meeting Announcement,
presentation material and minutes with attached sign -In sheet for one (1) anticipated Public Information Center
(PIC). It is anticipated that Carteret and NJDOT Local Aid will review the PIC Meeting Announcement and mailing
list.
Carteret has the option of proceeding with a Virtual Public Information Center (VPIC), instead of an in- person PIC.
The VPIC would be prerecorded video with about 20 -30 slides Illustrating the project need, proposed
improvements and anticipated benefits, The video can be available in two (2) languages (English and Spanish),
and available for viewing during the two -week long public comment period. Carteret would host the link to the
VPIC and another link to the Survey Form allowing public comment.
If an in- person PIC is preferred, Carteret will secure the meeting facility. The presentation material may Include:
an aerial of the study area, preliminary plans, existing and proposed typical sections, environmental concerns and
construction staging.
The goal of the PIC is to obtain public Input on the PPA. The PIC Is a community outreach forum to develop a
partnership with the public. The public Is a stakeholder, along with local and state officials, and public interest
groups. It is preferable to obtain documentation of local support before the PIC.
At the completion of the PIC or VPIC, GPI will document public feedback, and where appropriate Incorporate
changes to the Concept Design.
Prepare Categorical Exclusion Document (3870): GPI anticipates completing Sections I and II of the Categorical
Exclusion Document (CED) and submitting the same to NJDOT Local Aid who will forward It to NJDOT BEPR for
completion. The GPI team will also perform certain environmental technical studies to support NJDOT BEPR in
completing of Section III of the CED. We will perform a wetlands /State open waters investigation and delineation
of areas In and within 150 feet of project area. We will review existing information to determine the potential for
the presence of endangered or threatened animal or plant species habitat in the project area where there is a
potential for bald eagle (foraging), Black- crowned night heron (foraging), Yellow- crowned night heron (foraging),
cattle egret (foraging), osprey (nest, foraging); and shortnose sturgeon (migration corridor -adult sighting). Our
team will prepare sections of the Categorical Exclusion Documentation (CED) In accordance with Federal Highway
Administration (FHWA) National Environmental Policy Act (NEPA) requirements, Including potential
environmental impacts related to potential ecological constraints; anticipated environmental permits; and Section
4(f) parklands.

N)DOT Reviews and Approves CED (3875): The GPI team will respond to comments during NJDOT's
review /finalization of the CED.

General Assumptions., The following assumptions are in addition to those stated in the previous activity
descriptions for this task order:

• Traffic counts and forecasts are not anticipated /included. Carteret will provide available traffic count data to
be used for this project,
• The required CED will be prepared by NJDOT BEPR with Input from GPI on Sections I and II, GPI will also
provide information to complete the ecology portion in Section III of the CED.
• A Design Exception Report Is not required and is not included in this scope of services.
• Modifications will not be required to the existing roadway profile or roadway cross slopes.
• Full depth pavement and /or pavement resurfacing will be limited to the narrow strips of pavement removal
and replacement necessary to Install the proposed curb ramps, curb and sidewalk.
• As this is a municipal led project, we do not anticipate the need to establish utility funding or agreements and
therefore these activities are not included In this scope of services.
• A Utility Risk Assessment Plan Is not required.
• We do not anticipate the need to prepare a Final Design Scope Statement and therefore this activity is not
Included in this scope of services.
• Driveway widths and horizontal locations will not be modified,
• Where retaining walls are required, the proposed horizontal layout will be shown on the PE plans.
• CADD drawings and design will be produced in AutoCadd /Civil 3D Format.
Cost Estimate —A copy of the proposed man hours and cost is attached.
