This letter is at the request of Tybee Island personel to verify a maintenance program of
the new pourous concrete pavement at the above referenced site.
As per the approved drawings :
The maintenance of the pourous concrete will include low-pressure ammonia
washing every 6 months and vacuuming by a street sweeper every 12 months.
Maintenance shall be performed more frequently if clogging or reduced
pen-neabilily of pores is observed.

At the site inspection today with you and Joe the following items were discussed with the Owner.
1) The border shown around the porous concrete must be installed as shown on the plans.
The Owner advised the Engineer would recommend substituting 6" deep by 8" wide. The 3 of us
agreed we would approve such a request,
2) The minor swale on the east side toward the marsh must be installed. The Owner advised he would
provide written consent from the adjacent property owner to the east. We agreed that if the Engineer
requested a common swale and there was written consent by both property owners we would approve
this.
3) Testing of the concrete (porous and standard) is required. I have attached a marked up copy of the
City of Savannah's technical specifications. Due to the small areas of pours, I see no need to require
more than one test per day. (3 are required by Say.)
4) Field work for asbuilts was in progress while we were there. We reminded the Owner of the
requirement to complete final asbuilts.
5) The Owner advised finished grading and final stabilization would be achieved early next week.
The Owner requested we return next Tuesday morning to reinspect the site. Due to the completcion at
that time we may not be able to complete a final inspection. Obviously with pavemetn still curing,
striping has not been completed. Other items such as handicapped signage need to be inspected.
Please advise if you have any questions regarding the above.

3.01 SCOPE OF WORK:
The work to be completed under this section includes the
furnishing of all labor, materials, and equipment necessary for
construction of the pervious concrete pavement subjected to light
traffic loading as recommended by the Georgia Concrete and
Products Association and the Georgia Npartment of Transportation
(GDOT) Standard Specif icat ions for Construct-ion of Roads and
Bridges.
Contractor is -to place, joint and cure two -test panels, each to
be a minimum of 225 sq. f t. , at the required faro ect thi cknes s to
demonstrate to the Engineer' s satisf action that in-place unit
weights can be achieved and a satisfactory pavement can be
installed at the site location.

thickness in accordance with ASTM C 42; void structure in
accordance with ASTM C 138; and for core unit weight in
accordance with ASTM C 140, paragraph 6.3.
E. Satisfactory performance of the test panels will, be
determined by:
1'. Compacted thickness no less than 1/4" of specified
thickness
2. Void Structure. 1.5% minimum, 21% maximum
3 Unit weight plus or minus 5 pcf of the design unit
weight,
If measured void structure falls below 15% or if measured
thickness is greater than 114" less than the specified
thickness or if measured weight falls less than 5 pcf design
unit weight, the test panel shall be removed at 'the
contractor's expense and disposed of in an approved
landfill.
G. If the test panel meets the above mentioned requirements, it
can be left in-place and included in the completed work.
Contractor shall furnish a proposed mix design with proportions
of materials to Owner prior to commencement of work. The data
shall. incl-ude unit weights determined in accordance with AST M C
29 Paragraph 11, "Jigging Procedure."
A. Cement: Portland Cement Type I or II conforming 'to ASTM C
150 or Portland Cement Type IP or IS conforming to ASTM C
595.
Aggregate: Use Georgia Department of Transportation (GDOT)
No. 89 coarse: aggregate (31'8 'to No. 50) per ASTM D 448. If
other gradation of aggregate is to be used, submit data on
proposed material to owner for approval.

hydration stabilizer, however, it must also meet 'the
requirements of ASTM C 494 Type B Retarding or Type D Water
Reducing/Retarding admixtures.
3,05 PROPORTIONS:
A. Cement Content: For pavements subjected to vehicular traffics
loading, the -total cementitious material shall riot. be less
than 600 lbs. per cu. yd.
B. Aggregate Content: The voluine of aggregate per cu. yd. shall.
be equal. to 27 cu., ft,. when calculated as a function of the
unit weight determined -!,.ri accordance with ASTM C 29 "Jigg'i'mg
Procedure." Fine aggregate, if used, should not exceed 3
cu. ft. and shall be included in the total, aggregate volume.
C. Admixtures: Shall be used in accordance with the
manufacturer's instructions and recommendations.
D. Mix Water: Mix water shall be such that the cement paste
displays a wet, metallic sheen without causing the paste to
flow from the aggregate. (Mix water yielding a cement paste
with a dulldry appearance has sufficient water for
hydration.)
A. Subgrade Material , The top 6 inches shall be composed of
granular or gravely soil that is predominantly sandy with no
more than a moderate amount of silt or clay.
B. Subgrade Permeability: Prior to placement of Portland Cement
Pervious Pavement, the subgrade shall be tested for rate of
permeability by double ring infiltrometer, or other suitable
test of subgrade soil permeability. The tested permeability
must reasonably compare to the design permeability.
C Subgrade Support: The subgrade shall be compacted by a
mechanical vibratory compactor to a minimum density of 92%
of a maximum dry density as established by ASTM D 1557 or
AAS1110 T IBO. Subgrade stab.ilizatiOrl 3ha"11, riot be
permitted. If fill mater.i.al (embankinent) is required to
bring the subgrade to final. elevation, it sha.1.1 be clean and
free of deleterious materials. It shall be placed in 8 inch
maximum layers, and compacted by a mechanical vibratory

A. Mix Time: Truck mixers shall be operated at the speed
designated as mixing speed by the manufacturer for '75 to 100
revolutions of the drum.
B. Transportation: The portland cement aggregate mixture may be
transported or mixed on site and should be used within one
(1) hour of the introduction of mix water, unless otherwise
approved by an engineer. This time can be increased to 910
minutes when ut-ilizing the hydration stabilizer specified in
Section 205.
C. Discharge: Each mixer -truck will be inspected for appearance
of concrete unif o.rmity according to Section 304 . Water may
be added to obtain the required -mix consistency. A minimum
of 20 revolutions at the manufacturer's designated mixing
speed shall be required following any addition of water to
the m.ix. Discharge shall be a continuous operation and
sha.11 be completed as quickly as possible. Concrete shall
be deposit<-_ad as close to its f-J-nal position as practicable-
and such that fresh concrete enters 'the mass of previously
placed concrete. The practice of discharging onto subgrade
and pulling or shoveling to final placement is not allowed.
D. Placing and Finishing Equipment- Unless otherwise approved

E Curing. Curing procedures shall begin within 20 minutes
after the final pl.acemeut operations. The pavement surface
shall be covered with a minimum six (6) mil thick
polyethylene sheet or other approved covering material.. .
Prior to covering, a fog or light mist shall be sprayed
above -the surface when required due to ambient conditions
(temperature, wind, and humidity) . The cover shall. overlap
all exposed edges and shall be secured (without using dirt
or stone) to prevent dislocation due to winds or adjacent
traffic conditions.

slabs or other adjoining structures.

Untrimrned, hardened core samples shall, be used to determine
placement, thickness. The average of all production cores
shall riot be less than the specified 'thickness with no
individual core being more than 1/4 inch less than the
specified thickness. After thickness determination, the
cores shall be trimmed and measured for unit weight in the

We have reviewed the revised plan by Boswell above
referenced site. Our review /m |/mueu to drainage issues, and land disturbing activities. We have not
attempted to duplicate the work of the, Planning Commission or City staff with regard to setbacks,
density or other zoning or subdivision regulation issues,
The only outstanding issue is the Note #4 of the Permeable Pavement Maintenance notes in the, lower
right hand corner of Sheet C4. In my last email my comment mmthis issue was,
"Qualify the note regarding adding fines to voids. While larger particle could help to maintain
structural integrity, there is, a greater probability they would clog the porous concrete. | prefer for
the note to, be eliminated."

Owner and Engineer should be, advised that prior to my finding the construction of this project
acceptable, this issue must beresolved. Even if there ioe reputable agency concurring with such

Within the scope of our design review, to the best of my knowledge and belief, it is my opinion that the
construction portion mf this plan meets the requirements of the Land Development Code of the City of
Tybeo|oUand. Any recommendations do not relieve the project of the requirement to obtain any other
required permits, approvals, etc... by any other governmental body or authority having jurisdiction over
any portion of this project,

Earlier this week I met with Mark Boswell on the Efird Hwy 80 project.
The three things I advised him I would need are:
1) Eliminate the porous paver detail as the revised plans eliminated all brick pavers.
Need for a detail of the porous/pervious concrete depends on whether the notes adequately cover
compaction, stone base, thickness, et...
2) Qualify the note regarding adding fines to voids. While larger particle could help to maintain
structural integrity, there is a greater probablility they would clog the porous concrete. I preger
for the note to be eliminated. Also, the notes should clarify the time intervals between cleaning
are an average and that accumulation of sand, debris, deciduous or any materials that could clog
the pores will be removed to avoid reducing the permability of the pervious concrete.
3) Earlier today my coworker, David Sukkestad, sent Mark a copy of the notes we have most
recently used on projects we have designed. These are offered only as an example and in no way
represent a desire to enter into the design portion of this project, This comment is made for City
benefit as Mark and I freely exchange details, design info, etc... Mark and I discussed several
web sites where he could obtain construction notes. However, I advised him that referening the
City of Savannah technical specifications Would be appropriate with basic consturtion notes
shown on the plan.
