Woodlawn Avenue between the curb line, from the center of the
Intersection of Woodlawn Avenue and Monroe Street to the center
of the intersection of Woodlawn Avenue and Madison Street, in
the City of Jefferson, Missouri, by grading, curbing and gutterin;
and paving with penetration bituminious macadam or cement concrete.
