HomeMy Public PortalAbout19400905CCMeeting1 1 63 Savannah Beach, Georgie, September 5th, 1940 The regular meeting of Council WPq held tonight et S` p.m. in the Council Chamber in the Town Hall, end Was attended by Meyor Jones, who presided, and Councilmen Lovell, Daniels, Henry, Griffin, Biotin end Ferguson, end Town Attorney Dutton. The minutes of'the meeting of August First were read and adopted.. Council discussed and mapped out a schedule of work it is proposed to do for the forthcoming fall and winter and going into next year as follows: STREETS Lay off and shell lst Avenue and 3rd Avenue from 1st Street to Fort Screven. Third Street from_Butler Avenue should be completed. Only a portion of this street is surfaced. Sixth Street from Butler Avenue to Strand. - -Shell 20 feet Wide. Shell First and Second Avenue in residential areas. Fill in, grade and shell Inlet Avenue from Chatham to River. Fill in, grade and shell :to River the old public dock road. Plots up and grade Inlet Avenue from Butler Avenue to Chatham Ave. Plow up end grade 17th Street from Butler Avenue to Chatham Ave. Plow up and grade 14th Street, Butler Ave. to Strand, or make. necessary repairs. Plow up and grade 15th Street Plow up and grade and shell 13th St. opening same to Strand. Complete the clearing the old railroad shed. Build walkway in center of Butler Avenue plats from 1st Street to 14th Street and on the east side of Butter Ave. from Izlar to the end of Butler. Build Rest Rooms, 17th, and 15th on parking area. Build public dock at Inlet Avenue. and the River. Pull down send dunes and level up using samd from same to fill in hold in Mrs. Pleasant A. Stovall's lot on 9th St. SIGNS The proper marking of one way streets; Arch sign at 18th St. exit of parking area with wording on North Side - "EXIT" on South side, "EXIT ONLY ". Speed limit signs at necessary intervals. No Parking signs at the Beach end or all streets worded to the effect that no parking is allowed from 7 :00 p.m. until 7:00 a.m. Danger signs to'be pleated on all graoins. Street signs denoting the street name or number. DRAINAGE With the proposed survey of the Island in regards to the proper drainage system a great many areas can be readily attended to. This survey should be made at once by the Town Surveyor and if he is unable to devote sufficient time to make a prompt survey, then some outside party should be employed for this purpose. We 64 recommend that a WPA project be entered into for the purpose of concrete lining our ditches and in this case it will probably include the surveying of same. 18th Street area is now being handled by a special committee in regards to filling behind the sea. wall. Campbell Sub - division drainage has never been corrected since building there was started. Ditches were filled in order to permit building and water from Campbell Street has no outlet. Smith Road to 13th Street, Butler to Strand. This area is very bad and the proper drainage of this area is extremely important. Smith Road has some bad sinks in it and rains make it a lake. Lay concrete sewer pipe for Mr. Cohen on 3rd Avenue near 17th Street. Fill in low side of Hugh Stephens lot between Lippits and Merrit Dixon's cottages. This can be done by leveling up, using high portions to make fill. There are a few ditches in which sewer pipe has been installed, but no catch basins have been built. There is also an open sewer between Smith Road and 17th Street. The catch basin was removed from same for some unknown reason. This should be put back. llth St. and Third Avenue. There is an eight inch pipe running from.-_.. the East side of Third Ave. under the street thru Mr. C.J. Purdy's property. Would recommend that this pipe be blanked off and a culvert of sufficient size be installed to empty just north of this property. There is .a natural fall from Butler Ave. also from 12th Street and during heavy rains a large volume of water drains to this point. At 17th Street, approximately a distance of 250 feet from the Strand a_..low area exists. This is not properly drained. During rains this street fills up and floods the surrounding grounds of the property owners and almost makes the street impassable. Thie drainage should be corrected before the State starts paving this street. Property owners on 10th Street from the Strand to Butler Ave., have requested that a ditch on this street be filled in. This ditch was dug, so I understand it, to drain a large area just South of this street at the Strand. It might be well to leave this ditch until we see what happens after the sea wall is placed in front of this area. Drainage on llth, 12th, between Butler Ave.. and 3rd. Ave. should be attended to. Drainage on Butler Ave. at 6th Street and a number of other places on this street should be corrected. Councilman Slotin read a financial statement for May, June and July, from J.T. McIver and Company, and also recommended that August bills approximating 81339.00 be approved for payment. Councilman Lovell seconded and the motion passed. Councilman Slotin reported that in connection with the proposed drainage method to be adopted in the 18th Street section where various cottages are located in the low area, that the special com- mittee consisting of Mayor Jones, Councilmen i riffin , Daniels, - 5141) aaaf and Town Attorney Dutton, had had several meetings with the property owners at interest, with the view to working out a feasible plan, and had estimated that it would cost approximately 83150.00. This was received as information. Councilman Slotin reported that he had discussed with Major Wallace of the W.P.A., the amount of footage Mr. B.O. Sprague had in the 1 seawall and groins that were located on Tybee Inlet in front..of his property. He stated that Mr. Sprague owes the Town $2975.00 for 536 feet of concrete bulkhead and 654 feet of groin. Mr. Sprague stated that he only owed for 380 feet of bulkhead which at s cost of $2.50 per lineal foot would amount to $950.00, and which he was willing to pay. The matter of collecting from the U.S. Government for the cost of the seawall in front of their property was discussed, and it was decided that some one representing the Town should be sent to Washington in an effort to clear this up, along with a map of the Town and a copy of the Coast and Geodetic Survey Map, #440. Councilman Griffin moved that Town Attorney Dutton be sent to Washington to contact the proper persons with the view to getting this money and also while there that he contact Coast Guard headquarters and ascertain the status of the proposed Coast Guard Station for Savannah Beach. Councilman Slotin seconded and the motion passed. Tne Mayor informed Council that as a result of the recent storm a very .serious washout had occured at Tilton Street near Fort Screven, and he had gotten in touch with General Marshall and other departments ✓\ in Washington and hnd gotten the help of the C.C.C.; that the Town had to build a 77 foot bulkhead at a cost of approximately 0640.00, to keep the tides out; that the W.P.A. had sufficient treated material in stock to do this work, and he authorized them to use their stock and also have it refunded for the Town's account. He stated that they did a very gooa , job and finished the bulkhead in four days. The C.C.C. furnished three trucks and a group of men and they were hauling fill daily, dumping it in the washed -out area Council approved the Mayor's action. The Mayor informed Council that Mr. John Morel had made a reauest that the Town swap the lot he recently acquired from Mrs. Lombard immediately to the South of 19th Street, for an equal portion of 19th Street so that it would be adjoining his property. It was the opinion of Council that this was Something that would have to be authorized, if done, by the Georgia Legislature. 1 The Mayor read several letters from Mrs. A.K. Taylor,- 211 West 38th Street, notifying the Town that she had been injured in a fall through a broken stairway in the sea wall at the South end of the parking spaces, and - requested that she be reimbursed. Her bill was for $258.71. The matter was referred to the Town Attorney for investigation and report back. The Mayor informed Council that he had written the property owners from 2nd Street to 14th Street informing them that a flood gate could be.built into the sea wall if same was purchased before the sea wall was built, at a cost of $30.00 each. He stated that he was informed by Major Wallace that in the area from, 6th Street to 13th Street, six gates would be required along with the necessary piping to put in proper drainage, which would cost approximately $530.00 for the six . gates and piping. He stated that he had gotten a list of the persons having homes in the area from 6th Street to 13th Street from Butler to- the Strand with the view to having them come into this proposition. The Mayor asked for reports from the various committees. Councilman Griffin reported that all licenses have been paid with the exception of a very small amount, and suFgested that a new method for handling the payment oi' licenses be worked alit f'tr next year: Councilman p 66 stated he had nothing to report. Councilman Ferguson stated that all the gaPbage is being gradually burned off the dump and that the garbage disposal is getting smaller. The matter of where the proposed jail is to be located was duscussed, but no action was taken. Councilman Daniels moved that from September 15th the parking spaces be thrown open to the public free of cost and continue on until March 1st, 1941. Councilman Henry seconded and the motion passed. Councilman /requested the status of the survey that has been made for sewerage disposal and was informed that the matter is being held up for the time being waiting to see if the Government is coming into it. The Mayor informed Council that he had requested S.P. Kehoe, Town Surveyor, to make a survey of all the ditches on the Island with the view to eliminating surplus ditches that are not being used and putting in new ditches or sewe± lines where necessary so as the give a proper and balanced method of drainage for the Island and to reduce the mos- quitoe nuisance.. The matter of retaining some of the Town employees now that the season is at an end was discussed. It was decided to retain Mr. S.D Fitzgerald at a salary of 8100.00 per month, by the month, Mr. Fitzgerald having originally been employed for a period of six months. Councilman Henry moved that es the season is now closed and as the Town was cutting down its expenses, it would not be necessary to retain Billy Wolf who was employed in the Public Works Department any longer, and that his services be discontinued effective September 30th, and also that if and when the occasion warrented that the Town employ an extra man that the man be employed. Councilman Griffin seconded and the motion passed. The Mayor asked to be informed as to the winter schedule under which the Police Department was going to function, and he was informed that two men would be on twelve hours a day each, and • that the Cheif would be on at all times subject to call. Councilman Griffin moved that hereafter the regular meetings of Council be held the First Thursday of each month at 4 .p.m., beginning with the. October meeting. Councilman Slotin seconded and the motion passed. Councilman Lovell informed Council that he had appointed Mr. M.R. Young Cheif of the Fire Department since Mr. A.P. Solomon had to resign as Cheif due to his bad state of health, and that he had also drawn up a set of rules and regulations for the conduct of the Fire Department. He also suggested that Mr. Solomon be made Honorary Cheif in recognition of his services,, and asked that his action be approved. Councilman Griffin moved that the actions of Mr. Lovell be adopted. Councilman Slotin seconded and the motion passed. See next page Councilman Slotin stated that Mr. Buckley had informed him that through an error last year, an item of the Brass Rail for 8250.00 was entered in the cash book twice, thereby causing a shortage in the deposit of May, 1939 of that amount, and he had to reimburse the Town 8210.25 out of his own pocket. He reauested that he be refunded the amount of 4210.25, and moved that Mr. Buckley be refunded. Councilman Giffin seconded and the motion passed. e The Clerk informed Council that he had been notified by Thomas Reed that he was going to give up the house occupied.by him on September 70th. It was the opinion of Council that this house should be rented for 120.00 per month end which the Clerk was instructed to charge any new tenant. Councilman Slotin moved that Henry M. Buckley, Mrs. Marion W. Meeks, R.A. Stewart and W.T. Veronee be made notaries at the Town's expense, they to furnish their seals. Councilman Griffin seconded and the motion passed. Councilman Slotin moved that the Clerk be authorized to subscribe to the Morning News for one year so as to keep track of transfers of property on the Island. Councilman Griffin seconded and the motion passed. The Mayor informed Council of the splendid cooperation and work he had gotten from Congressman Peterson, and stated that whenever he called on him he was ready and anxious to help, and asked that Council peas e resolution in appreciation of his efforts. Councilman Slotin moved that the following resolution be adopted. Councilman Ferguson seconded and the motion passed. RESOLUTION WHEREAS, the people of the First Congressional District of the State of Georgia are very fortunate in having the Honorable Hugh Peterson as their Represenative in Congress; and, WHEREAS, Congressman Peterson has been very diligent in looking agter the affairs and interests of the citizens of the Town of Savannah Beach, Tybee Island;.and, WHEREAS, the Mayor and Councilmen of said municipality with to express their sincere thanks and appreciation for the loyal cooperation and support of Congressman Peterson in all matters pertaining to the advancement and welfare of our community; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, that they wish to express to the Honorable Hugh Peterson by this resolution the sincere thanks and appreciation of the municipality and its citizens for all 68 that he has done and made possible for the advancement and general welfare of the said municipality. There being no further business, Council adjourned subject to the , call of the Mayor.
