Minutes:
The committee moved and seconded to approve the minutes of the July 12th meeting.
Public Request or comments:
It was requested to fill water jugs more frequently. There was a request for more ball
washers. The ladies association would like to see the hole leveled on Birch #7, by the
bridge and the cattails removed in front of the forward tees. A request to change the
color of the portable restroom from blue to green was noted.
New Business:
Carl Hoss would like to submit a rate change of $11 for 9 holes Fri, Sat, Holidays, after
5pm. $22 for 18 holes Fri, Sat, Holidays, after 3pm. The committee moved and
seconded to change these rates.
Old Business:
Dan Pillard reported the seeding of the drainage ditches was to begin in a week.
Staff Reports:
Mary Clemmer reported that the clubhouse were up $8,000.
Carl Hoss reported that the city was up $ 8,000 in revenue.
Dan Pillard reported on requests to rake the ponds, install fountains. He reported the
majority of the tee projects were complete. Uncompleted projects include: many drain
lines need to be installed, five more tees need to be rebuilt, irrigation repairs, wetland
changes to the cedar course and to clean up the left green on # 6 aspen.

Dear Sirs:
I had written a letter to you in Sept., 1999 after the golf season was over requesting
the refund of my season golf pass, cart trail fees, along with my wife, Janet's golf pass
also.
I had back surgery in June of 1999, and was unable to play golf for the year. My wife
injured her achilles tendon, and didn't use her golf pass either. I was told in February of
2000 that I may need another back surgery this year, too.
The city refunded the money for my golf pass, and Carl Hoss refunded the tournament
fees I didn't play in also. I have since requested the refund of the trail cart fee, and Janet's
season pass. We have been told different things, every time my wife goes over to City
Hall to inquire.
I think 6 months is a little extreme in finalizing the refund to us. I have written a letter
to Carl, and he informed me that the Golf Committee must act on the refund.
Four years ago, when I herniated two discs in my back, and missed the whole golf
season, the City, and Carl refunded all fees to me within a month's time.
We are not interested in a credit applied to this year, because my wife is wearing an
orthopedic shoe, and is not going to play golf this year. I may need another back surgery,
and could possibly miss another year of golf.
I would kindly appreciate your immediate reponse to the refund of the unused fees for
Janets' golf pass, and the cart trail fee, that was unused also.
Everytime Janet goes over to inquire, she gets the "run around". This matter should
have been resolved many month's ago. I don't understand the delay? How many times do
you have to meet? Please reply!

Re: Golf Course Passes
Dear Cathleen:
The issue has arisen as to Me. City's ability to grant extensions of she golf mom season
passes or commit the City to refund such fees for a future season. Without addressing any
particular situation, in general cities may not make decisions that commit the city to an
expenditure or liability beyond the present fiscal year. This prohibition stems from the Idaho
Constitution and contains very few exceptions, none of which would apparently reach golf course
season passes. Consequently, we advise considering such issues within each applicable fiscal
year. AS always, if you have any questions or problems, please contact me.

Dear Sir:
I had previously written a letter to the City, requesting the refunding of my Golf Fees
for the past season due to back surgery in June. The City refunded my season pass fees,
and Carl Hoss refunded the tournament entry fees to me. I was told that Carl would
refund the Cart Trail fees to me also.
I was in McCall this last week, and spoke to Carl personally. He informed me that the
City would have to refund the Trail Fees for the Cart. I am now asking that the City
refund the Cart Trail Fees to me. I guess there was a misunderstanding by both me and
the City concerning this matter. Your prompt response would be appreciated.

I am writing this follow-up letter to inform you I am having
A spinal fusion back operation on May 31st in Boise. I will not be playing
Golf this year.
In October I wrote a letter to you requesting a refund of the
Unused fees for my annual golf pass. I also requested a refund of my
Wife Janet's' annual golf fee, along with the Cart trail fee. My wife
Injured her Achilles tendon. She didn't use her golf pass at all.
I did receive my refund in November, but didn't receive hers' or the
Trail fee. I don't understand why you could refund one, but not the
Other? If it is now the City's policy not to refund unused fees, then
I feel it is only right to credit me one annual golf pass and a cart trail
Fee for the 2001 season, when I will again hopefully be playing again.
This is my third and last letter. I would like a response in writing
If possible. If I get no response, I will pursue other avenues to get results.
