CF THE CITY, COUNCIL APT) "RESCRIBING THEIR DUTIES. BE IT ORDAINED BY THE CITY GO'U'YCIL OF TuT. CITY OF Jl-,,'FFFRIn,N, TOTSSOURI AS FOLLOWS: Section 1. Section 1 of Article 1 of Ordinance 2717, Section 3 of Ordinance 2697, and Ordinance nirnbers 2735, 3291, 4( 74, 5151 5269, 5783 ans 5784 of tho City of Jefferson, M^ ssouri, relating to the membership of the Board of Health, the Police Bo rd, the Board 0, Fire Wardens and the appointment and duties of the L committees of the City Council, be and the same are hereby re- pealed. Section 2. At the first meeting of the city council held after the city election of each year, it shall be the duty of the Mayor by and with the concurrence of the council to appoint seven standing committees and three standing boards of the �ounc-' l as follows: First. A Committee of Five (5) on Finance Second. A Committee of Five (5) on Streets,, Alloys, Sidewalks and Sewerage. Third. A Committee of Five (5) on Water, ass and Electrid Lights. Fourth. A Committee of Five (5) on Public BuSldings., Grounds and City Property. Fifth. A Committee of Five (5) on Claims, Accounts and City Officials. Sixth.. A Committee of live (5) on Ordinances and Printink Seventy. A Committee of Five (5) on Al-rport S'i Eight. A Board of rive (5) on the Police Department. Ninth. A Board of Seven (7) on the lire De-partment. Tenth. A Board of Ton (10) on Health. Section 3. Each of the committees and boards named �n this ordinance shall be coynnosed of one (1) morn er of tl e ity Council from each of the fiv' e (5) wards of the ity. In addition,1 the Fire Department 3oard (Fire Wardens ) shall be composed of th4 Mayor and the Fire Chief the -uuaia*v,.of Health, in addition to the five inembers of the ity Council, shall be composed of the Vpjcr, +%'-.c Cit7 Physloian, the Health Officer, the Yil).- ins-oactci and the Plumbing 1-ispector. Section 4. Duties of Finance Corimittee, The duties of the committee on finance are hereby defined and declared tc be as follows: 473 First. Tb hold mort?-I.y ,iieetinSs, at the office of the City clerk on the last week day of each rcrth, f-)r the purpose ,f exapining tI­P books, accounts vr,d monthly settlements of the several city officiars who nre required to make monthly I , payments into the city treasury or to irnle monthly settlements of their accounts; and it shall be the Duty of said committee to renort to tl-,e - ayor and council any officer who fails bu neglects to make monthly pa;ments into t17e treacliry of all moreys belonging to the city which be may have received, and a like rel)ort shall be rade by said committee of any o who fails or neglect.-, to make monthly settlements of his accounts asreqiiirr�d by the chatter or any ordinance of the city. The committee shall. also reo. ort any other derelection of duty on the oart of any officer which they ,na- and discover., from time to time, Irlake such suggestions touching the fiscal condition of the city, the method cf keeping accounts with the city or its books, as in their judgement the interest of the city ,lqy require. Section 5. Duties of Committee on streets , sidewalks and sewers. T,-,.e duties of the comr-Ittee on streets, alleys, side- walks and sewers are hereby (I >fined and declared to be as follows; First. To take into consideration ^ll such nommunicat'lons, resolutions and nropositions ocneerning the stre,- t--, alleys, side- walirs and commons of tl---, city, and also all such connunications resolutions and nropositions respecting the establishment of sewerage districts, the construction, improvement and reoair of public, district, joint district or private sewers, as may be referred to them, b- y the council, and rake rc, )ort thereon to the mayor and council when so required. Second. To see that the ordinance in relation to the construction, improvement and repair of sheets, alleys, side- walks and sewers are strictly enforced, and report all vil-lations of t?ip same to the council.. Third. To exernise e gergral supervision over the streets, alleys, sidewalks and sewers -)f the (Ity, mahe oxeirinat'Lors of the same from time to tine, report to the mayor and council their actual c ndition, and submit such recomirondetrons or suggestions respecting their 1,norovement or repair as it their judgement I. ay be necessary. 474 Fourth, To see that all contracts for the ccnstructi_on, improvement or. repair of streets, olteys, rLdevrakks cr sewers, when such contr^.cts are made with the city, arc nronorl.7r exectited,l and faithfully complied with. j l 1"ifth. To examine and audit all. accounts for work done or material used in the construction, improvement or repe.Lr of stree is, alleys, sidewalks or sewers, and present the same, properly app- roved, to the mn;vor and council for allowance and payment. Sixth. Luring the time the rtrect commissioner is unable t perform the duties of his office, on account of sickness, or by failure, on the Hart cf the mayor, to aoonint a suitable person to discharge the duties of said office, during any vacancy, until the next regular meeting of the council ti7ereafter, or during any vacancy in said office, the strcet commissioner may perform all the duties required by ordinance of the street commissioner, and to that end may employ such laborers, mechanics, wagons, trucks, i carts, impler. tints, teams, and perform all work, and contract for such materials as my be necessary in the nroper discharge of its authorized duties, and shall make a like report to the council of :kk.XxXKtA Its said work and expenditures as is required of the street commal.,.- ' issioner; Provided, that said committee shall in no evert authorize nor contract fors the empenditure. of a L.;reater sum of money that twenty dollars for any one n_ urpose except when rnecifically dir- ected by the council. It shall consider the question of eligibility anal general qualifications of all, applicants for the posit ion of nolicemna. Seco -d. It shall study and consider all petitions ov re- quests for changes in tr- e.ffic ordinances and initiate or sponsor all new traffic ordinances. Third. It shell report to the mayor and council upon all l matters referroc', to said board for study and consideration. Fourth. They shall supervise the cnoration of the fire department and shall have full control over all matters and things pertaining to the fire department. Second:,.
