Vehicular traffic facing the green arrow signal shall turn left from the marked left- hand turn lane on the roadway. Vehicular traffic shall yield the right-of-way to other vehicles il and pedestrians lawfully within the intersection at the time such signal is exhibited. 2. Pedestrians facing the green arrow signal may proceed across the roadway within any marked or unmarked cross-walk if there is no vehicle in a ,� left turn lane which gill bisect said marked or unmarked crosswalk if said vehicle executes & left turn. (c) Red Light ,� 1. Vehiculary traffic facing the red light signal shall stop before entering the nearest cross-walk at the intersection or at any other point as ray be clearly indicated by a clearly visible line, and said traffic, if in the right hand lane of traffic closest to the right side of the roadWa7, , shall remain stopped until the green light signal is shown. If said vehicle is i1i the left turn lane of traffic., in the center of the roadway, said vehicle shall re- main stopped until the green arrow signal is shown. 2. Pedestrians facing- that red light 'signal shall not proceed across any inarked or unmarked cross- walk on said roadway unless there is no vehicle in the process of crossing said roadway on a per- pendicular course to the cross waSk. Ordinances numbers 4320, 43309 4519, 4631, 4981, i () 5186, and 5381, relating to installation, regulation and control of the use of parking meters; requiring the use of coins for the i use of .)arl.ing meters and parking meter zones; defining parking; ; ,-:i!I-s ( meter zones; authorizing the payment bor parking motors and the installation thereof and for repairs and supply p"rtn therefor an- ! elusively from the receipts obtained from the operation of parking ! meters; and authorizing the setting aside of all or a part of said receipts as a special fund for such payment; providing for the ,) enforcement thereof; providing a penalty for the violation thereof; providing that the invallidity of part shall not affect the val- idity of the remainder; establishing specifically twelve minute ` parking meter zones, and providing a penalty of the violation , thereof; and providing for the use of revenue obtained from parkig meters, be and are hereby repealed. Section 2. Definitions. Yor the purpose of this ordinance: i (a) the word "vehicle" shall mean any device in, upon or by which any person or property is or may be translSorted upon a highway, except a device which is operated upon rails or tracks. (b) The word "street" shall mean any public street, avenue, road, alley, highwartr , lane path or other public place lracbtedciti the 6ity of Jefferson, Missouri , and established-for the use of vehicles. (c ) The word "person" shall mean and include any individual, firm, co-partnership, association or ! corporation. (d) The word "operator" shall mean and include !! every individual who shall operate a vehicle ah the owner thereof, or as the agent, employee or permittee of the owner, or is in actual physical II control of a vehicle. I (e ) The word "Park" or "Parking" shall mean the !) �I standing of a vehicle, whether occupied or not, (, ! upon a street otherwise then temporarily for the �I i purpose of and while actually engaged in receiving I! or discharging passengers or loading or unloading I� merchandise in obedience to traffic regulations, )' signs and signals or an involuntary stopping of the i vehicle by reason of causes beyond the control of j' the operator of the vehicle. (f) The words "parking meter" shall mean and Include any mechanical devices or meter not inconsistent with this ordinance placed or erected for the ! regulatian of parking by authority of this ordinance. )( Each parking meter that is installed shall indicate i II the legal parking time that is permitted and when i operated shall at all times indicate the balance +! of legal parking time and at the expiration of such i ! period shall indicate illegal or overtime parking. !i (g) The words "parking meter zone' shall mean and ! ! include any restricted street upon which parking meters are installed and in operation. ,i i� (h ) The word "parking meter spec®" shall mean any �) I �i 12 space within a parking motor zone , adjacent to a parking meter and which is duly designated for ' the parking of a single vehicles by lines painted I� or otherwise durably marked on the curb or on the If, surface of the street adjacent to or adjoining i; the parkin; meters. Section 3. The following named streets, or portions of streets, within the boundaries designated, lying within the ;! ! coprorated limits of Jefferson City, shall constitute a parking ! meter zone: (a) Adams Street - on tie east side beginning on the south side of Capital A enue and extending south to +� the alley which lies between and parallel with ! j Capitol Avenue and High Street,. ! i (b) High Street- north side from Washington to Adams i Street. South side from a point 200 feet east of the (� i east curb of Washington Street to Adams Street. (c ) Capitol Avenue - both sides from Madison Street ii to Monroe Street. (d) Jefferson Street- both sides from McCarty Street to the alle-­ between High Street and Capitol Avenue. t (e ) Madison Street- both sides from McCart,r Street to j Capitol Avenue. ! i (f) Monroe Street - both sides from McCarty Street !' to -Capitol Avenue. ' Section 4. The Street Commissioner is hereby directed and authori II zed to mark off individual parking spaces in the parking zones iI designated and described in Section 3 of this ordinance and in !I such other zones as may be hereafter established, said parking XTAOX spoeemato be designated by lines painted of durably marked on the I curbing . or surface of the street. P, eaeh space so marked it shall be unlawful to park any v ehicie in such a way that said j vehicle shall not be entirely within the limits of the space so designated. Section 5. Installation of parking meters. Parking meters shall �?e installed in said parking meter zone upon the curb or sidewalk immediately adjacent to the parking spaces provided for in Sectio ' 4 of this ordinance, said installation to be placed not more thani two (2 ) feet from the curb nor more than four (4 ) feet frpm j the front line of the parking space as indicated, and the hief of Police shall be responsible for the regulati•)n, control, ! operation, maintenance and use of such parking meters. Except in a period of emergency determined by an officer of the police or fire department, or in compliance with the directions of a police officer or traffic control signal or ii sign, when any vehicle shall be parked in any parking space alongside or next to a parking meter, the operator of said !� vehicles upon entering the parking meter shave, immediately deposit or cause to be deposited in said meter such proper coin of the United States as is required by such parking meter and an is designated by directions on the parking meter. Upon the da- posit of such coin the parking space may be lawfully occupied by ij such vehicle during the period of time which has been proscribed it q 13 for that part of the str e.t i.n which said p=irking space i,s i to^ated, provided that any person placing a vehicle in a perking !' muter which indicates that unused time has been loft in the ' muter by the previous occupant of the space, shall not be required to deposit a coin so long as his occupancy of said p space d4es not exceed the indicated unused p,.rking time. i! +! Section 7. Parking or standin a vehicles in a parking meter zone � !i shall be =lawful for twelve T12) minutes upon deposit of a one �I !, cent coino or sixty (60) minutes upon deposit of pane five cent coin, or, one hundred and twenty (120) minutes upon deposit of I` two five cent coins of the United States of America. II Secttion S. Parking meters shall be operated in the parking meter' Ij zones every day between the hours of nine o'clock a.m. and six 1 o 'clock p.m. , excepting undays and holidays, and on Saturdays from nine o 'clock a.m. until nine o 'clock pm. The following parking meter spaces shall be uned only for twelve X12) minutes parking and the narking meters opposite I� said spaces shall be twelve (121 minute meters: (a) The second and third meters on the north side of High Street west of the west curb of Jefferson Street. (b) The first, second, third and fourth meters on the east side of Adams Street, north of the alley lying between High Street and Capital Avenue. l (c ) The first and second meters on the south side of High Street, west of -the west curb of Madison kkax.ak, i (d) The first and second meters on the west side of Madison Street, south of the south curb of High Street. (e ) The first and second meters on the north side i of High Street, west of the west curb of i; tadi son 6treet. I I (f) The first and second meters on the west side of Madison Street, north of the north curb of High Street. (� I � (g) Provided that Sbusections (e ) and (f) are sub- !I ject to the provisions of Ordinance No. 5701. If Section 10. I*t shall be unlawful and a violation of this ordinance for any person: (a) To fail to deposit the correct coin in a parking meter Upon parking a vehicle in the I parking space adjacent thereto where there is no (( unused time remaining on the meter. f I 4 (b) To cause, allow, permit or suffer any vehicle registered in the name of or operated by such person, to be parked overtime or beyond the period of legal parking time that is estab.- fished for any parking meter. i (c) To park within any parking meter space for a {I period of time in excess of that allowed by j the narking meter, and parking for successive periods of time within the same parking meter spaee is prohibited.
