Due to McCall's commitment to stay healthy in response to the COVID-19 Emergency and
ensuring that the City's Business continues, this will be both an in person and virtual meeting. The
Legion Hall's 6 -foot social distancing Occupancy Capacity is 15. The Council Members and staff
who are anticipated to be in attendance is 8. The first 7 persons who appear will be allowed to be
present in the meeting location. Social distancing will be enforced. All other persons may be in

SUMMARY STATEMENT:
Staff received email correspondence in June of 2021 from Sara Lenda requesting information on the process
to apply for a concession permit with the City of McCall to operate a concession with one of the waterfront
parks. Staff provided the Guidelines for Comercial Activity in City Parks as outlined in Resolution NO.11-
25 and discussed the time frame and process to submit a proposal for review.
The applicant has since worked with the Parks & Recreation Department to address staffs questions and
concerns prior to presenting the propsol to the Parks and Recreation Advisory Committee. The Parks &
Recreation Advisory Committee has had two touches on this proposal. The committee first reviewed with
staff during the committees October meeting and provided feedback to the applicant. The applicant then
presented and discussed the proposal at length with the advisory committee during their November 24
meeting. The Advisory Committee moved and voted in support of the concession, pending the conditions
outlined in the minutes from the November 24 committee meeting.
This agenda bill is intended to give the Council a first touch on the proposal and draft concession agreement,
to review and discuss any concerns or questions the Council may have regarding the concession and impacts
to public facilities.

SUMMARY STATEMENT:
The primary goals of this code amendment are as follows:
1. Provide clarity and direction for temporary businesses (food trucks and similar)
2. Fix typos, errors, and code text that do not align perfectly with the intent of the code or administrative
practice.
The temporary business regulations were discussed during the September 24, 2021 City Council Work
Session. During their publicly noticed April 3, 2022, meeting the McCall Area Planning & Zoning
Commission unanimously recommended approval of the proposed code amendment with the language
shown in the draft Ordinance. Notice of this public hearing was published in the Star News.

At the 2022 annual retreat Council identified community engagement as a priority. In addition, at the April
29, 2022, Comprehensive Plan Special Session Council requested a presentation of additional community
engagement strategies for discussion. Erin Greaves, Communications Manager, will present a variety of
options in which to increase public involvement.

Councilor Thrower, as the City's representative to the Payette River National Scenic Byway organization,
will present the organization's request that member agencies provide letters of support for the grant
application that Idaho Transportation Department is submitting to the Federal Highways Administration for
new signage along the byway corridor.

On behalf of the City of McCall, I would like to voice my suppo or the 2022 Thousand Springs
Scenic Byway Project. This grant is being submitted for cog deration to FHWA.
The Thousand Springs Scenic Byways draws visitors off our interstate system and into our
communities. Visitors can personally experience the history, scenery, culture and recreation
opportunities of the area. This project will tell the visitor the stories of Southern Idaho and speak to
the intrinsic qualities of the region.
The directional signs proposed in this nt will alert the visitor to the unique places of the region
and make them accessible. This is ecially helpful as some of the very appealing places are just off
the Byway and it is often confu ' g to travelers trying to find their way.
The Thousand Springs By y is integral to the economy of the region; 9.25% of our citizens in this
region are employed i e hospitality industry. This project will assist in building the capacity of our
tourism industry an contribute to the overall economic well-being of the area.

SUMMARY STATEMENT:
Valley County P&Z issued C.U.P. No. 21-15 for 360° Ranch Subdivision on Aug. 24, 2021, which
requires the following: "Shall record and reference in the notes on the face of the final plat an Airport
Overlay Agreement that includes the following: Avigation Easement negotiated by the developer of the
subdivision with the City of McCall that will apply to all future landowners with restrictions that do not
go beyond the example from Boise, included in the record. This easement should detail height
limitations on specific lots, along with the building envelopes, and be included in the CCR's. Lot owners
should be directed to the easement with building permits."
This avigation easement protects the City of McCall and the McCall Municipal Airport from liability
related to non -aeronautical use housing development in the runway approach path/Inner Critical Zone.
Two fatal single pilot airplane crashes have occurred in the 360° Ranch Subdivision location in the last
twenty years.
The attached easement has been reviewed and agreed upon by the Airport Manager, City of McCall
legal counsel, and the developer GFL Holdings, LLC.
RECOMMENDED ACTION:
Approve the avigation easement with GFL Holdings, LLC and authorize the ayor to sign all

SUMMARY STATEMENT::
City Council has reviewed and directed the recommended changes to McCall City Code Titles 4, 5 and 8
during three previous work sessions with staff. The city attorney has reviewed the attached proposed
Ordinance and Ordinance summary.
The purpose of this code revision is to do three things:
1. Decriminalize parking and snow storage violations
2. Provide additional regulations for commercial snow removal
3. Create an enforcement mechanism in support of the first two goals.
This code revision achieves these purposes by enacting the following:
a) Creating parking regulations that accommodate snow removal.
b) Defines the process for issuance of a notice of violation for parking or snow storage.
c) Creates a process for appeal of a notice of violation to the City Clerk.
d) Allows for collection of unpaid notices of violation.
e) Prohibits depositing of plowed snow onto public ROW or upon the property owned by a third party.
f) Identifies the penalties for violation of city code by those licensed for snow removal.
g) Establishes a fine for commercial snow removal without a license.

provided for in Exhibit "A" attached hereto and, by this reference, incorporated
herein as if set forth in full.
Section 2: SAVINGS AND SEVERABILITY CLAUSE. It is hereby declared to
be the legislative intent that the provisions and parts of this Ordinance shall be
severable. If any paragraph, part, section, subsection, sentence, clause, or phrase
of this Ordinance is for any reason held to be invalid for any reason by a Court of
competent jurisdiction, such decision shall not affect the validity of the remaining
portions of this Ordinance.
Section 3: EFFECTIVE DATE. This ordinance shall be in full force and effect
after its passage, approval and publication, according to law.

SUMMARY STATEMENT::
One of the Golf Course Master Plan priorities is to level existing tees and build new forward tees. Our plan
is to work on 9 holes each fall and work our way through this project. The city requested formal bids per
our procurement policy and only received the one bid from Landscapes Unlimited, LLC which was deemed
responsive and within our budget. The company is working in the area on other golf courses and has the
expertise and equipment to do this type of work. All other landscape construction companies that we talked
to are already booked into 2023. The contract is under review by the city attorney and will be provided to
Council prior to the meeting.
