The regular meeting of Council was held today at 4 p.m. in the
Council Chamber and was attended by Mayor Jones, who presided and
Councilmen Griffin, Henry, Daniels, Biotin, Lovell and Ferguson.
The minutes of the meeting of September 5th were read and adopted.
Councilman Slotin read the monthly financial statement which showed
a balance of $6,742.42. Received as information.
Councilman Slotin called attention to the seawall project and stated
that the Town's cash proportion shown on the project proposal to be
spent is $18, 125.00; that there are unpaid bills of record amounting
to $14.962.00, and bills amounting to $3,900 have been paid, making
a total expenditure of $18,862.00, and the project is not yet complete,
and the cost of the project has already exceeded the total shown on
the proposal. He stated that the cost was to be $2.50 per frontfoot =.!
to:' -.the property owners , and stated that Major Wallace should be
contacted at once with a view to straightening the matter out. The
Mayor stated that the same committee that called on Major'Wallace
previously would contact him again and ascertain what he has spent
for the Town's account. Councilman Slotin moved that a meeting.ot
the committee be arranged with Major Wallace as quickly as possible
with the view to taking up two matters: One, the over - expenditure
of the project against the Town's account; and Two, to get the amount
of footage owed by B.O. Sprague straightened out. Councilman,Lovell
Seconded and the motion passed.
Councilman Slotin moved that the claim for injuries of Mrs. A.K.
Taylor for $58.71 be approved and paid. Councilman Griffin seconded
and the motion passed.
Councilman Slotin reported.that the committee on the back filling of
the.area adjacent to the seawall in the vicinity of 18th -19th Streets
has collected for the cost of the project from all but two who owe
$100.00 each, and that Espy Company has already started on the job.
Councilman Henry moved that the Town follow up the Espy Company
paving work in the 18th -19th Street area and immediately upon
completion, the Town top dress with oyster shells for an area of
650 feet long, by-forty feet wide and 6 inches deep. Councilman
Ferguson sedonded and the motion passed.
Councilman Slotin asked what /YEA status of the Fresh Air Home for
the seawall in front of this property. He stated that he had been
informed by E.A. Dutton, Town Attorney, that Judge A.B. Lovett had
been contacted and stated that he had been very busy of late, but
he had been handling the matter hnd he would contact several people
in Savannah to take care of this indebtedness.
Councilman Slotin moved that bills for the month of September amount-
ing to $649.50 be approved and paid. Councilman Griffin seconded
and the motion passed.
The Mayor informed Council that the work done by the C.C.C. in the
area washed out on Tilton Street caused by the August Hurricane had
been stopped. Mr.S:P. Kehoe, engineer in charge of the C.C.C. had

been ordered to fill in twenty feet behind the bulkhead and on a
level with it and then stop.: the: -;work; . The Mayor stated that as
there was considerable work yet to be done to fill in some of the
low area which would create a very serious hazzard with heavy
tides and rains, if left in its present condition, caused by
surface water draining from the Fort Soreven Reservation into this
area, and suggested that Congressman Peterson be contacted again
to ask his help. The opinion of Council is that he do it. The
Mayor also informed that heavy sewer pipe to take care of the bad
condition where the sewer drains had caved in on the Inlet at the
turn table had been purchased. Also, as October 16th has been
declared a legal holiday for those of the ages to register for
military duty, he suggested that the employees of the Town between
the age of 21 and 36 be granted a holiday to register. He also
informed Council that flood gates and piping to put in the necessary
drainage in the seawall in the area from 6th to 13th Streets would
cost approximately $600.00 and he suggested that the Town collect
this from the property owners. Councilman Slotin opposed this,a
stating that he was against making the Town a collection agency,
that perty owners should do this themselves. Councilman
GriffiA,te4hould do it and made a motion that the Town install the
flood gates and complete the drainage job on a community basis.
Councilman Henry seconded and the motion passed.
The Mayor informed Council that the bulkhead on Alley f1 had washed
away in the area of Mr. R.M. Demere's property, and he had made an
agreement .with Mr. Demere that if he, "Demere, would order the
material to build a bulk -head where needed, the Town would furnish
the labor.
The Mayor informed Council that he had contacted numerous officers
on the post in an effort to get them and their families.loeated in
private homes on the Island, and the officers were gratified at
the Town's effort in assisting them. He stated that Mrs. J.E.
McMillan had been helpful and had been doing a good work contacting
the officers and helping them get homes for their families. He
suggested that as this had involved an expense, if the Town could
afford it, he would like to recommend that she be paid $25.00 per
month to make contact between the Town and Fort Screven. Councilman
Griffin moved that Mrs. McMillan be allowed $25.00 per month,
effective October lst, and continuing to April 30th, 1941, and she
to be designated as Secretary of Savannah Beach Publicity Bureau.
Councilman Ferguson seconded and the motion passed.
The Mayor informed Council that S.P. Kehoe, Town Surveyor, had
recently completed a survey of the Island for the proposed drainage
and storm sewerage system. The Mayor also informed that he had
received the plans from J.B. McCrary Company for house sewerage
disposal system and estimated cost of $187,000.00. This was
received as information.
There was some discussion relative to other proposed projects it
was intended to.hitve_pnt in by the Town. Councilman Slotin suggested
that all proposed improvements be gotten together and financed at
one time.
The Mayor stated that he had figured on the purchase of a drag
line by the Town to be used for such jobs as garbage disposal,
digging ditches, picking up shells, and other work which in his
opinion would save the Town considerable money. This was received
as information.
The Mayor requested Councilman Slotin to see if bonds that would
cover $225,000.00 for all the projects Could bent nariced.
Councilman Ferguson stated that he had been approached by some of
the business places on the Island requesting that garbage be hauled
every day. It was the opinion of Council that every other day should
be sufficient, and that these people did not have the proper type of
garbage cans, and should get them at once.
Councilman Slotin stated that he had been approached by Mr. A.S.
MoDougald complaining of the nuisance and annoyance caused by stray
dogs running loose on the Island which was Very objectionable.
Councilman Daniels,tChairman of the Police Committee, was requested
to have the Police Department carry out the prescribed regulations
for dogs on the Island.
The Mayor requested Councilman,Henry, Chairman of the Public Works
Department, to have sufficient street signs made and put in place
where they are not already located.
Councilman Griffin stated that the contractors doing business on the
Island, whether from Savannah or residing on the Island should be
contacted and a $10.00 license fee collected from them for the
current year.
Councilman Griffin moved that William Wolf, assistant in the Public
Works Department, be employed, effective October lst, at a salary
of $75.00 per month, by the month. Councilman Slotin seconded and
the motion passed.
Councilman Griffin moved that the following resolution be passed
authorizing the Mayor to borrow, as a casual deficiency, $10,000.00
from a bank or banks at Savannah at not over 4% interest. This
money to be applied against obligations incurred.in connection with
the seawall project, and the receipts for the seawall project be
ear - marked to be applied against this loan. Councilman Ferguson
seconded and the motion passed unanimously.
RESOLUTION
WHEREAS, the Tdwn of Savannah Beach, Tybee Island, entered
into a contract with the Works Projects Administration, a
government agency, to construct and /or erect a bulkhead and /or
sea wall, and also groins along the beach from Second Street
to 14th Street, the Town of Savannah Beach, Tybee Island,
paying for the materials to be used in said projects; and,
WHEREAS, the municipality has incurred obligations for the
materials to be used in said project and dueto lack of funds,
is unable to meet these obligations;
NOW, THEREFORE,-BE IT RESOLVED by the Mayor and Councilmen of
theTown of Savannah Beach, Tybee Island, in regular monthly
meeting of Council assenbled, do hereby authorize the Mayor
of said municipality to negotiate a loan of Ten Thousand
Dollars ($10,000.00) at a rate of interest not to exceed four (4)
per cent per annum; Five Thousand Dollars ($5,000.00) of said
loan to be made with the Citizens Bank and Trust Company of

Savannah and Five Thousand Dollars ($5,000.00) with the
Savannah Bank & Trust Company of Savannah; the Mayor of
said municipality signing said notes on behalf of the Town
of Savannah- Beach, Tybee Island, his signature being attested
by the Clerk of Council.
IT IS FURTHER RESOLVED that the Clerk of Council is authorized
and directed to reduce said indebtedness to these two banks
periodically until the said loan is paid in full.
There being no further business, Council adjourned, subject to the
call of the Mayor.

The regular meeting of Council was held today at 4 p.m., and was
attended by Mayor Jones, who presided, and Councilmen Biotin, .
Lovell, Griffin, Daniels, Henry and Ferguson.
The minutes of the meeting of October 5th were read and approved.
Councilman Siotin read a statement of receipts and disbursements
for the month ending-.October 31, 1940 which showed a balance of
$5514.00. He also read bills amounting to $710.78 for the month
of October, and moved that they be paid. Councilman Griffin
seconded and the motion passed.
Councilman Griffin moved that the interest charged against the
property of J.G. Christian which was advertised for sale at the
Court House on the first Tuesday of November, be reduced to
$27.40, which would reduce the taxes and other charges due on
this property from $4o6.76 to $324.57. Councilman Henry seconded
and the motion passed.
The Mayor reported that : - (1 -) On the inlet where the bulkhead
is being erected to protect Alley #1 and the property of R.M.
Demere, the work had to be stopped.due to the shortage of convict
labor, but the he expected the work to be started again real soon;
and (2) that he had discussed with Mr. Garmany the matter of the
concrete side -walk in the area north of Tybrisa to 14th Street
which had settled in some places, and he was informed by Mr.
Garmany that he would sink some piling to support the side -walk;
and (3) that there was available in Savannah, salvaged lumbitr,
#1 common Cypress in Al condition with bad ends removed in
