Park Stxeet McCall, ID 83638 Re: Golf Course Passes Dear Cathleen: The issue has arisen as to the City's ability to grant extensions of the golf course season passes or conunit the City to refund such fees for a future season. Without addressing any particular situation, in genera[ cities may not make decisions that commit the city to an expenditure or Liability beyond the present fiscal year. This prohibition stems from the Idaho Constitution m~d contains very few exceptions, none of which would apparently reach golf course season passes. Consequemty, we advise considering such issues within each applicable fiscal year. As always, if you have any questions or problems, please contact me.
