BE IT ORDAINED BY THE CITY COUNCIL OF TT-TE CITY OF JEFFERSON, i
MISSOURI, AS FOLLOWS; 'f
Section 1. Ordinance numbers 2726, 3422, 3879, 4660 and 46115
of the City of Jefferson, Missouri, relating to the licensing, i
registration and regulation of dogs, the impoundment and redemptia
of dogs, creating the office -�f dog catcher and prescribing his j
dutiesm be and the same are hereby repealed.
Section 2. jiu Mane Officer. The office..,of ,1I11rA Officer
is hereby created. .
Section 3. Appointment. On or begore the second regular
meeting of the City Council after the general city election of '
the year 1955, and -every two ,years thereafter, the atlor, with th
consent of the members of the City Council, shall appoint some
suitable and qualified person to the office of Humane Fooicer. II
the event of the death, resignation or removal from office of said.
appointee, the Mayor, with the consent of a majority of the members
of the Council , may make an appointemnt of some suitable person toil

Section 4. Term-of Office. The Humane Officer shall serve .1
for a term of two ,years or until his successor is appointed and �
shall have qualified.

Section 7. Powers. 1110 shill hive all powers necessary to

Section 9. Roports. On the first day of each month, he shall

:taken into custody, the number of dogs,s redeemed from custody., and
1the number of dogs out to death in the proceeding month.
Section 10. Dog tax provided. On and a f ter the p assgge ef1d
approval of this ordinance it shall be unlawful for the owner of
ijany dog I.n the City of Jefferson, to oermit said dog to run at
11large , unless a dog license tax has been issued to the owner of said
,!dog as now provided for by the ordinances of the City of Oefferson,
unless such tax is securely =attached to the collar worn by said 1
Iidog.
11 Section 11. Amount of dog tax. On the first Monday in the
m
onth of July of each y-ar and every year hereafter, an annum tax
!of one dollar ($l ) shall be due and payable by the owner thereof on
each dog, then of the age of three (3) months of over, and then
11kept within the corporate limits of the City of Jefferson. Said tax
I(shall be payable to the City Collector for the use of the City.
Section 12. 11accination of Logs. Before a license tag shall
1!'be issued by the city, collector to the owner of any ddg within the
;City of Jefferson, it shall be the deity of the own.er to present
'Ito the city collector a statement or certificate of a veterinarian

that said dog has been immunized against rabies within thirty days
11from the date on which application for dog license shall bemade.
Section 13. Dogs to be Registered . It shall be the duty of

Section 14, Humane Officer to receive COP7 of registry entries,
�! Tt shall be the duty of the city collectorip on the first day of
Puly of each year and eery year 'hereafter, to make out and deliver
to the city humane officer a certified copy of all the entries made
�y him in said City Dog Register for such year, and additional
certified copies of all. subsequent entries foe any such �7-ear.
Section 15. Dogs brou�dat to city s-ui_, 4ect to t-y. Dogs brought

Section 18o Bogs to be Irrpo.mded When. On and n.fter the 15th

Section 17. Dog; may be redeemed, how and when. Every dog
taken up and impounded, under the nrovisions of the preceeding
sections of this Chanter, may be redeemed by the owner or keeper o
such dog, or by any other person, by authority of such owner of I
keeper, by paying to the ei-,y humane officer a fee of one dollar
and for any expenses incurred by the city for the care and keep of
such dog, and causing said dog forthwith to be registered and,
collared in manner provided by the preceeding sections of this
chapter, and paying the required tax, and thereu:)on such dog shall
be released. Upon proof tc the city humane officerm by affidavit 11
or otherwise, that any dog so impounded has been properly register d
and collared, but that said dog accidentally or otherwise has lost
his collar, said humane officer shall furnish a proper metallic p1 to
to the person redeeming such dog (said person paying for such pla e )
and on being properly recollared, said dog shell be forthwith reliaded.
Section 18. Impounded togs to be Killed, when. Every dog
taken up and impounded as provided in this ordinance, which shall
remain impounded for two days without being redeemed as provided f r
in this ordinance, shall be killed in a humane way by the city humane
officer, or by some person by him duly authorized.
Section 19. Unregistered and uncollared dogs9 penaltys �
It shall be unlawful for any person, whether as owner or keeper,
to keep in his or her possession or control, or suffer to run at
large in this city, any dog subject to thw tax and regulations
prescribed by the preceeding sections of this chapter without belr�
duly registered and collared and the tax paid, and every person whither
as owner or keeper, who shall keep in his or her possession or Cott
trol, or suffer to run at large within this city, any dog, subject;,
-yo the tax and regulations prescr11.bed by the preceeding sections
of this chanter, without being duly registered Pnd collared,
and the tax thereon paid, shall be guilty of a misdemeanor,
and upon conviction, shall be fined not less than one nor
more than one hundred dollars.
Section 20. Excpptions. The provisions of the preceeding
sections of this chapter shall not apply to any dog which may fo iow
any countryman, or nonresident of this city, or mover, temporari*1
within the city, or any temporary visitor in this city, which do ''
shall remain near its master, owner or keeper, or his or her P11 01
animals or other effects, not to bny dog under the age of three
months. i
Section 21. Impounded Dogs to be Fed. It shall be the
duty of the humane officer to properly feed and wager all dogs
while impounded under this chapter and to nost in the office of
the city clerk a description of all dogs impounded.
Seetiln 22. Word "clog" cor.stvued. The word "dog" whenever
used in this cheater, without qualifications, shall have referenc!
to a clog of either sex.
Section 23. Removing collar from dog. Any person, who, wilthout
Proper authority, shall remove the Collar from the nect of any doilp
which has been registered under t'ne provisions .f this chanter,
shall be deemed -ruilt�r of a misdemeanor, and upon conviction, shad
be fined in a stun of n• t less than five nor more than one hundred

Section '65. Inciting dog fights. It shall. be unlawful for
any person to incite ., or cnnse, or bring about, or to urge on, any
dogs to fipbt on the punlic stroots, sidewalks or thoroughfares of
this city. Every ners.^n violating the provisions of this section
shall be deemed r,111ltY of a misdemeanor, end unon conviction, shall�
be fined In the sum of not 11-esr than five nor more t1han fifty
dollars.
Section 26. Permitting dangerniis dog to run at large.
It shall be unlawful for any ners -,n to kee,) or harbor, within tMs
city, any dap,--crous or vicious dog, knowing the same to be danger-
ous or vicious, and suffer or oermit the same to be or run at
,I large , upon any public street, sidewalk or th )roughfare, or on the
Premises of �)ers'ons other than the owner of keeper, or in on or
premises occupied by such owner or keeper, ioi4ly or in common witt
any other person within this city without being properly muzzled;
every person violating the nrovisions of this section shall be
�;i deemed guilty of a misdemeanor, and upon conviction, shall be fined
not less then one nor more than fifty dollars.
if Section 27. �icious dog to be killed, when. Every .dog
notoriously vivious or dangerous found running at Large upon any
public street, sidewalk or thoroughfare, or on premises of persons
1. other than the owner or keeper, or in, or on premises occupied by
such owner or keeper jointly or In common with other persons withi
this city, without being sufficiently muzzled, may be killed by th
marshal or any policeman of this city.
Section 28. Permitting bitch to run at large in heat.
It shall be unlawful for any -person keeping and harboring within
I this city any bitch (dog) , knowing the same to be in heat; to
ij suffer or -permit the same to run at large while in such state; and
every person keeping,- and harboring any bitch (dog) within this citWl,
knowing the same to be in heat, who shall suffer or permit the samel
to run at large while in such state., shall be deemed guilty of a
Trisdemaenor,, and it-)on conviction, shall be punished by a fine of
not less than five nor more than fifty dollars.
Section 29. Bitch running at large while in heat may be
impounded or killed., when. ny bitch dog registered under the
it provisions of ti-its ordinance, found running in large within the
city, while in. heat, shall be impounded by the humane officer,
and the owner ot keener thereof immediately notified.

same shall then be kijhled by the humane officer, the city marshal

Provided If the 'person who is entitled to notice, as aforesaid,
cannot be found within this city, such dog shall remain in the
pound during such period of salacity and the city humane officer
1! shall be netitled to a fee of fifty (.50) cents per day for feeding
same, payable by the owner of the dog; Provided further, should any
bitch dog, not registered under the provisions of this ordinance.,
be found running at large within this city, while in heat, the samel
shall not be impounded , but shall be immediatley killed by the cityi
humane officer, the city marshal of any policeman of the city.

uring the month of June, of each and every year, the city collecto'
shall post notices throughout the city, notifying owners and keeperjs
of dogs that the annual dnr� tax is due and payW-1e as in this
ordinance provided.
