WRITTEN COMMUNICATION - None PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None CONSENT CALENDAR A. APPROVAL OF MINUTES The Committee on Aging is requested to review and approve the Minutes of the Regular Committee Meeting of October 26, 2021. Committee Member Wintercorn moved to approve the Consent Calendar, seconded by Committee Member Powell and carried by the following roll call vote: Committee on Aging Minutes January 25, 2022 AYES: Committee Member—Gunther, Jambazian, Powell, Rodenbucher, Seitz, Wintercorn, Liou NOES: Committee Member — None ABSENT: Committee Member — Chan, Tan De Bibana ABSTAIN: Committee Member — None Action: Approved. 7. NEW BUSINESS A. UPDATE ON IMPLEMENTATION OF TEMPLE CITY SENIOR MASTER PLAN Director of Parks and Recreation Matsumoto provided a verbal presentation of the staff report. He briefed the Committee on each action item that was completed and is pending under the categories of Immediate Action Steps, Short -Term Action Steps and Long -Term Action Steps. He concluded by asking the Committee for input. Committee Member Seitz asked for an update on the Senior Database. Parks and Recreation Coordinator Rodriguez stated that approximately 240 Senior Database forms have been submitted to date. ,*"11) Vice Chair Liou asked Director of Parks and Recreation Matsumoto if the Quimby Act is a regular fee collected, if the City relies soley on Proposition 68, and if Accessory Dwelling Units (ADU) could be used for senior housing. She noted that the crosswalks are timed too short for seniors to walk across the street. Chair Wintercorn asked Director of Parks and Recreation Matsumoto if the City plans to redesign one of the rooms in the Community Center into an area specifically for seniors or if an addition to the building could be developed. Director of Parks and Recreation Matsumoto stated that multiple grant funding sources exist for open space inlcuding Proposition A, that the City has $300,000 allocated for Capitol Improvement Projects (CIP) and parks, that ADU's are purposed to increase housing in general and that key areas throughout the City can be explored assess crosswalk timing. He stated that at this point the City does not plan to expand the Community Center but immediate needs specific to seniors could be identified. He asked the Committee for direction on action steps that could be addressed during the year of 2022. Chair Wintercorn stated that he is in favor of action items two, six and eight under long term goals. Committee on Aging Minutes January 25, 2022 Vice -Chair Liou asked if adding anti slip flooring and rails could be installed at the Community Center. Committee Member Jambazian stated that he is in favor of long term action item six. Committee Member Seitz stated that she is in favor of focusing on action items four, five, eight and ten. Director of Parks and Recreation Matsumoto stated that action item six should be able to be completed this year. He followed by suggesting that the Committee narrow the long term goals to two or three items. Chair Wintercorn stated that the sidewalks to nowhere would not be remedeied soon therefore is in favor of focusing on alert systems at crosswalks. Committee Member Gunther made a motion to for the Committee to focus on completing long term actions items four and six. Seconded by Commissioner Powell and carried by the following roll call vote: AYES: Committee Member— Gunther, Jambazian, Powell, Rodenbucher, Seitz, Wintercorn, Liou NOES: Committee Member — None ABSENT: Committee Member — Chan, Tan De Bibana ABSTAIN: Committee Member — None Director of Parks and Recreation Matsumoto stated that short term goals could be included as continued items. B. REPORT CARD SUBCOMMITTEE Parks and Recreation Coordinator Rodriguez provided an extened overview on each action item completed in 2021 as well as each item that was impacted due to the climate of the Covid-19 pandemic. He stated that the document would be memorialized by posting the report card online and through presentation to the City Council. He highlighted goals that have been completed such as but not limited to the senior newletter and a resource page for seniors on the City's website. Committee Member Jambazian made a motion to accept the report card for action items taken during the year of 2021. Seconded by Commissioner Seitz and carried by the following roll call vote: AYES: Committee Member—Gunther, Jambazian, Powell, Rodenbucher, Seitz, Wintercorn, Liou NOES: Committee Member — None ABSENT: Committee Member — Chan, Tan De Bibana Committee on Aging Minutes January 25, 2022 ,00%N ABSTAIN: Committee Member — None 8. COMMUNICATIONS FROM STAFF A. Adam Matsumoto, Parks & Recreation Director updated the Committee that Primrose Park should be completed toward the end of February, the Lunar New Year event has been cancelled as an onsite event and that the Camellia Festival has been postponed to May 20-22, 2022. He stated that the modified Lunar New Year event includes festive decorations at Temple City Park, a scavenger hunt and poster contest. B. Roman Rodriguez, Parks & Recreation Coordinator updated the Committee that longtime employee, Aaron Chiu has recently been promoted to Senior Recreation Leader. He stated that Mr. Chiu's primary responsibility will be to serve the senior community. He continued that the Committee could be instrumental in revamping senior programming as programs reopen. He concluded that the senior lunch delivery program currently delivers approximately 700 meals on a weekly basis. 9. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Committee Member Jambazian suggested that the senior database form be �.•.� distributed to the public during Covid-19 testing hours at Temple City Park. 10. COMMITTEE ON AGING AND EX -OFFICIO MEMBERS ITEMS SEPARATE FROM THE REGULAR AGENDA Ex -Officio Member Sneed stated that she knows of a student who is part of a life skill program that assisted a senior with learning how to use a tablet. 12.
