REGULAR MEETING MINUTES
AUGUST 2, 2022
1. CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:32 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember— Chavez, Vizcarra, Yu, Man, Sternquist
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo,
Administrative Services Director Paragas, and Parks and
Recreation Director Matsumoto
3. INVOCATION — Councilmember Chavez provided the invocation.
4. PLEDGE OF ALLEGIANCE — Mayor Sternquist led the pledge of allegiance.
5. CEREMONIAL MATTERS — PRESENTATION — None
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None
7. CONSENT CALENDAR
Mayor Sternquist opened public comment for Consent Calendar Items. Hearing no
request to speak, Mayor Sternquist closed public comment.
City Manager Cook requested to revise "lowest responsible bidder" in
recommendation #1 for Consent Calendar Item 7D (AWARD OF PUBLIC WORKS
CONTRACT TO ONYX PAVING COMPANY FOR FISCAL YEAR 2021-22
PAVEMENT REHABILITATION PROJECT, CIP NO. P19-07) to "lowest responsive
responsible bidder".
Councilmember Chavez made a motion to approve the consent calendar items with
the change to the recommendation for Consent Calendar Item 7D. Seconded by
Councilmember Yu and approved by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the Regular
City Council Meeting of July 19, 2022.
Action: Approved.
B. PLANNING COMMISSION ACTIONS FOR MEETING OF JUNE 28, 2022
The City Council is requested to receive and file Actions of the Regular Planning
Commission Meeting of June 28, 2022.
Action: Received and filed.
C. PURCHASE AND INSTALLATION OF BASKETBALL GOALS AT LIVE OAK PARK
The City Council is requested to approve an allocation of General Fund Reserves to
replace the four (4) basketball goals at Live Oak Park that were installed in 2002.

and rim at Live Oak Park.
D. AWARD OF PUBLIC WORKS CONTRACT TO ONYX PAVING COMPANY FOR
FISCAL YEAR 2021-22 PAVEMENT REHABILITATION PROJECT, CIP NO. P19-
07
The City Council is requested to award a Public Works Contract to Onyx Paving
Company, Inc. for the Fiscal Year 2021-22 Pavement Rehabilitation Project, CIP
No. P19-07.
Action:
1. Awarded a Public Works Contract (Contract) to Onyx Paving Company, Inc. as
the lowest responsible bidder for the Fiscal Year 2021-22 Pavement
Rehabilitation Project, CIP No. P19-07 and authorize the City Manager to
execute the Contract in an amount of $3,727,000; and
2. Authorized 10% of the awarded contract amount as contingency allowance to
be used if necessary for unforeseen conditions at the City Manager's
discretion.
E. ADOPTION OF RESOLUTION NO. 22-5617 APPROVING PAYMENT OF BILLS

F. ADOPTION OF RESOLUTION NO. 22-5618 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2022-23
The City Council is requested to adopt Resolution No. 22-5618 authorizing the
payment of bills.

8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 22-1065, AN
ORDINANCE OF THE CITY OF TEMPLE CITY, CALIFORNIA, AMENDING
SECTION 2-1-2 "EXPENSES AND COMPENSATION" OF CHAPTER 1 "CITY
COUNCIL" OF TITLE 2 "ADMINISTRATION" OF THE TEMPLE CITY
MUNICIPAL CODE
Adoption of Ordinance No. 22-1065 will increase City Council's monthly
compensation from $720 to $1,080 per month. This adjustment will not take
effect until the first pay period after the seating of a new councilmember or the
confirmation of the new term of an existing councilmember in March of 2024.
This increase is consistent with Government Code section 36156.
City Manager gave a summary of the staff report.
Mayor Sternquist opened public hearing. Hearing no request to speak, Mayor
Sternquist closed public hearing.
Councilmember Chavez made a motion to:
1. Introduce Ordinance No. 22-1065 for first reading by title only, amending
Section 2-1-2 "Expenses and Compensation" of Chapter 1 "City Council" of
Title 2 "Administration" of the Temple City Municipal Code;
2. Waive further reading of Ordinance No. 22-1065; and
3. Schedule the second reading of the ordinance for August 16, 2022.

10. NEW BUSINESS
A. CALIFORNIA JOINT POWERS INSURANCE AUTHORITY (CJPIA) LETTER OF
OPPOSITION TO SENATE BILL 1127 (SB 1127)
SB 1127 is a proposed act to amend the Labor Code, relating to workers'
compensation. The bill is currently moving through the Legislature's various
committees. City Council is requested to review and discuss how to proceed in
response to CJPIA's position to oppose SB 1127.
City Manager Cook gave a summary of the staff report.
City Council did not make any comment or have any questions regarding staff's
presentation.
Mayor Sternquist opened public comment. Hearing no request to speak, Mayor
Sternquist closed public comment.
Councilmember Yu made a motion directing staff to finalize the letter opposing SB
1127 for Mayor's signatures. Seconded by Councilmember Chavez and
approved by the following votes:

11. UPDATE FROM CITY MANAGER — announced that National Night Out will be held
concurrently with the concert in the park tomorrow night at 6 p.m. He commented on
the County Sheriff's Mental Evaluation Team (MET) training he observed this week.

Nile virus and encouraged residents to be vigilant about standing water to avoid
mosquitoes breeding in the community.
