This being an ordinance providing for public work and improvement, an emergency is hereby declared to exist within the meaning of the law governing said city and this ordinance shall become affective immediathly upon its passage and approval by the Mayor. Owens President of the council Mayor #4249 AN ORDINANCE PROVIDING FOR THE HOLDING OF A SPECIAL ELECTION WITHIN AND FOR THE CITY OF JEFFERSON, IN COLE CO['NTY, MISSOURI, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY A PROPOSITION TO ISSUE THE BONDS OF SAID CITY IN THE SUM OF ONE HUNDRED AND TWENTY-FIVE THOUSAND DOLLARS ($125,000) for the ina purpose of providing funds ro purchase lands within said city or within one mile thereof for public parks to be owned by said City, and for th improvement and maintenance thereof, designating the time for holding said election, fixing the polling places therefor, prescribing the forte of ballot to be used at said election, and directing the publication of notice thereof. WHEREAS, th-, @oupell of the 4ity of Jefferson, Missouri, deems and finds it to be advisable and in the best interest of said City that lands be acquired by said City for the purpose of establishing public parks therefor; and WHEREAS, the Council estimates that the cost to the City of acquiring suitable lands within the City or within one mile thereof, as permittdd by law, and it,iproving and maintaining the same as public parks of said City, will be One Hundred and Twenty-Five Thousand dollars ($125,000) ; and WHEREAS, there are not now available in the treasury of the �'ity sufficient upappropriated funds to provide for the aforesaid expenditure; and WHEREAS, under the L'onstitution and Laws of the State of Missouri, the said City is authorized to borrow money for the afore- said purpose and to issue bonds in evidence of such indebtedness, provided the incurring of such indebtedness be assented to by two-- thirds of thv. qualified voters of said City voting on said proposi- tion at an election held for that purpose, and provided further that the amount of indebtedness thus incurred, when added to the other outstanding indeb&edness of the City, willn not, in the aggregate, exceed five per centum (5%) of the assessed valuation of taxable property in said City, as ascertained by the assessment next before the last assessment bor State and "ounty purposes pre- vious to the incurring of such indebtendess; and WHF�RFAS, THE ASSESSED VALUATION OF TAXABLE PROPERTY IN SAID . ; city of efferson, as ascertained By ttie assessment for State and ,Ak Couhty.ypurposes made as of June 1, 1936, and as finally equalized by the State and `'ounty Boards of Equalization, is Thirteen Aj,_1jion wo hundred seventv thousand, eight hundred _sixty four dollars 1 2 0 4.00.
