Savannah Beach, Georgia,
December 5th, 1940
The regular meeting of Council was held today at 4 p.m., and was
attended by Mayor Jones, who presided, and Councilmen Griffin,
Ferguson, Henry, Daniels and Lovell, and Town Attorney Dutton.
The minutes of the meeting of November llth were read and approved.
Councilman Griffin read the statement of receipts and disbursements
for the month of November which showed a balance as of November 30th
of $2,963.02. He also read bills that were incurred amounting to
1546.85, and moved that they be paid. Councilman Henry seconded and
the motion paused.
Proposed amendments to the Town Charter were discussed and it was
decided that a list of the proposed items be gotten up in time so
that they could be advertised in time for the forth coming session
of the General Assembly.
The Mayor informed Council that he had turned over to Byron Williams
of the W.P.A. the survey of the ditches and proposed sewers, etc.,
gotten up by Town Surveyor Kehoe, with the view to getting W.P.A.
assistance. He was informed by Mr. Williams that as the whole plan
was included in one set up, it would be necessary to have them
separated, the ditches that were to be concrete lines, and also the
sewers that it was proposed to install, as the W.P.A. was not interested
in handling it all together.
The Mayor informed Council that he had been in touch with J.B. MoCtary°
Company relative to the house sewerage disposal project, and had also
been informed by Dr. W.H. Wier of the State Health Department that he
would lend all assistance possible in getting the project through.
The Mayor informed Council that the Espy Paving Company had informed
him that they would be back on the job of filling in the area of 18th
Street within a week or ten days. Also the work on Alley #2 was
proceeding along, the pipe was being laid, and C.F. Powers had
requested that the ditch paralell his property on 12th Street be
closed. Mr Powers agreed to •a for 80 feet of •1•e necessa to

approximately 160 signs to be'ned as street markers costing $37.50.
The Mayor informed Council that he had received reports of petty
stealing by convicts on the island, and also their getting drunk in
some cases. He called attendion to the Town Ordinance that prohibits
tine purchase by any body of anything from any convict, and instructed
the Clerk to have copies of this Ordinance made and delivered to
every operator of a business place on the Island and also the the
Police Dommittee and Police Department.
The Mayor informed Council that he had received a letter from
Councilman Slotin tendering his resignation to take effect at once.
and stated that he had written Councilman Slotin asking him to

reconsider his action. The Mayor also stated that he had appointed
a committee consisting himself and members of Council to make a
personal call-on Councilman Slotin requesing.him to withdraw his
resignation.
The matter of when the new jail was going to be built was brought
up, but after some discussion, nothing was done about it.
The question of who was in charge of the Sanitary Department came
up, and it was decided that Councilman Ferguson being Chairman of
the Sanitary, Library and School Committee and that S.D. Fitzgerald
should work under him.
Councilman Ferguson called attention to the status of the Fire
Department, and states that at the last fire Ball that the Fire
Department answered, only six men responded. After some discussion
Councilman Lovell suggested that some form of entertainment be
gotten up for the benefit of the Department. A letter was read
from M.R. Young. Fire Chief, requesting the Town to appropriate
$100.00 for the members of the Volunteer Fire Department. Councilman
Lovell was requested to get in touch with Mr. Young and get from him
a roster of the members of the Fire Department. Councilman Griffin
moved that a sum of not more than $100.00 be donated td the Department
to be used by members of the Department: Councilman Ferguson seconded
and the motion passed.
Councilman Griffin moved that a sum of not more than $25.00 be
expended for the purchase of cigaretts and tobacco to be distributed
to the Guards and convicts at Christmas. Councilman Daniels seconded
and the motion passed.
The matter of vacations for employees was discussed and it was the
consensus of opinion that employees should be let off at.the most
advantageous times.
Councilman Griffin called attention to the low balance of the Towns
funds on hand, and asked that every member of Council do his utmost
to curtail expenses of his respective department.
The Mayor presented a new list of committees, effective as of today,
and asked if any Councilmen wished to make suggestions relative to
the new.changes, etc. Councilman Lovell asked that he be pint on
the Fire and Lights committee in place of the Sanitary, Library
and School Committee, which was done.

There being no further business, the meeting adjourned subject
to the call of the Mayor.

A special meeting of Council was held today at 5 p.m. in the
Council Chamber in the Town Hall and was attended by Mayor
Jones, who presided, and Councilmen Griffin, Henry, Ferguson,
Slotin, Lovell, Daniels and Town Attorney Dutton.
The meeting was called.for the purpose of considering and
passing a resolution calling for a bond election in the sum
Of `32,000.00, the bonds to be known as 'Sanitary Sewerage
Bonds', said election to be called for Janiary 30th, 1941,
Councilman Slotin moved for the adoption of the following
resolution calling for an election to be held for the purpose
of authorizing the issuance of bonds by the Town of Savannah
Beach, to be known.as 'Sanitary Sewerage Bonds' in the sum
of x'32,000.00.. Councilman Griffin seconded and the motion
passed unanimously.

RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in Council assembled, as follows:
FIRST: That an election be held by the qualified voters of
the Town of Savannah Beach, Tybee Island, on the 30th day of
January, 1941, under the Constitution and laws of Georgia, for
