The Dual Parking T.Ieter Company, Oklahoma City, Oklahoma, a corporation organized under the laws of the state of Delaware., is hereby granted permission to install at its expense two hundred (200) more or less parking meters in the area in Jeff- erson City, Missouri, as follows: On High. Street from Adams Street to Washington Street. On Viadison Street from Commercial Avenue -to Hight Street. The City of Jefferson reserves the .right to cancel this permit at any time after twelve (12) months after tide completion of the in- .stallation of said nar::ing meters; and said parking meters shall be removed by said Dual Parking Meter �,ormpany from tine streets of the City of Jefferson, witriin two (2) 'weeks after receipt of written notice f the passing of a Rclsolution of the Council of the City of Jefferson, ordering ?dual Parking i,Ieter Company to re- move said paking meters from the streets of the City of Jefferson. <rt': The said parking peters sT�a11 be installed within thirty (.30) days A. after receipt of written notice of the effective date of Ihluis � Ordinance. SECTION 2. The Mayor shall provide for the installation; regulation, control, operation and use of the parking meters irovided for in f., this ordinance and shall maintain said meters in good workable condition. Each said parking meter shall be so as to display a signal showing legal parking up n the deposit of a one-cent or five-cent coin of the United States trierein for a period of time y conforming to the parking limit now or hereinafter provided by the ordinancesmf of the City of Jefferson for the part of the street upon which said meter is placed; and each meter shall by its device clearly set out and continue in operation from the time of depositing such coin until the expiration of the time fixed by said ordinances -as the parking limit for the part of the street upon which said meter is placed. Each said meter xka shall also be so adranged that upon the expiration of said park- ing limit, it will indicate by a mechanical operation and the dropping of proper signal t:.at the lawful parking period as fixed by the ordinances of the City of Jefferson has expired. SECTION- 4. The City is hereby invested with power and RX authority to grant a permit or enter into a contract in the mann- er as prescribed by law for the purchase and installation of park- ;`: inn meters; ,,nd to provide payment for such ;;.eters and instal.la- Lion exclusively from the receipts, funds and revenues obtained by the City from the operation of said ;;arking meters wit'iout in anywise :ersonally obligating tho City to pay for same from and other sourare. SECTION 9hen any veid.cle ahal.l be parked in any space along- side of or next to rhilh there is located, under th-Is ordinance a parking meter, the owner, operator, amnager or driver of said vehicle shall upon entering the said parking s;iace immediately: deposit a o.ne-cent or five-cent coin of the United States in tree parking meter alongside or next to said par,�ing ; ?ace, and the said parkr�g space may t;-,en be used by such vehicle during the parking limit }provided by the ordinance of the City of Jefferson for the part of the street in whi• h said parking space is looted. If said vehicle shall remain pak,:ed in any such parking space beyond the parking limit fixed by t,ie ordinance of 'the city of Jefferson, for such parking space, the parking meter shall display a sign showing illegal parking, and in th�st event, such vehicle shall be considered as parked overtime and ';cyon(_-', the time fixed by thrc ordinance of the City of Jefferson. It shall be unlawful for any such person to cause, allow, permit or suffer any such vehicle registered in his name to be parked overtime or beyond the lawful period of tine as above 6escribed. SECTION 6. It !.mall be unlawful and an offence for any person to deposit or cause to be deposited in a parking meter a cd)i;n for t..e purpose of extending the p rising time beyond tfie time fixed by the ordinance:-of the ` ity of Jefferson, for parking in the parldtgg space alongside of or next to which said parking meter is placed. SECTION 7. It shall be unl^wff:l arid an of case for any person to permit a vehicle to remain or be in any parking space alongside of or next to which any parking meter is placed while said meter is displaying a signal showing that such vehicle shall have been already parked heyond the period of time fixed by the ordinance of the City of Jefferson for such parking space. SECTION 8. It shall be the duty of each traffic patrolman and all other police officers and patrolmen to take the dumber of any meter at which any vehicle is overparlKed as provided in this ordinance and the state vehicle tag nurrnber of such vehicle and report the same to the police department and make complaint for any violation in the police court of said city. SECTION 9. Any vehicle , arked in ariy parking space in any parking,: meter zone sh-11 be parked with" the head of !_uch vehicle �long- osde of, or next to the harking meter along tide of such parking space in parallel p• rking spaces, and with the radiator directed at the said meter in diZgonal parking s,-a, es, and in either event shall be parked within the lines marked on the street for such parking space as provided hereinafter. (IECTION 10. The ?Mayor or employees of the City as he shall select, shall place lines -or marks on tree curb or on the street about or alongside of each parking meter to designate the parking space for which staid meter is to be used and each vehicle parking alon side of or next to any parking meter shall park within the lines lor markings so established. It shall be unlawful and an offense to park any vehicle across any such line or mark of to park baid veh- icle in such way that the same shall not be within the area so designated by such lines or markings. SECTION 11. It small be unlawful and an offense to deposit or cause to be deposited in a ny parking meter, an5l slug, device or metalic substitute for a coin of the i?nited States. SECTION 12. It shall. be tlnlawf;yil and an offense for any pe,.•son to defect, injure, tamper with, open ot wilfully break, destroy or irr,pair the usefulness of any parking meter installed under the tei.,ms of this ordinance. . 13. The fee required to be deposited as provided herein is hereby levied to cover the cost of inspection, installation, operation, control and use to the parking sr,aces and parking meters dc crbed herein , and in•:olved in Checking up and regulating the parking of vehicles in the parking meter zones created heroby, and other traffic and safety equIpme!,t and expense.
