HomeMy Public PortalAbout07-22-2013 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on July 22 , 2013 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy, Trustee Bonuchi , and Trustee Fay . Others present: Brian Murphy, Administrator;; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Supervisor; Scott Threewitt, Engineer; Michael Garrigan, Planning Supervisor; D ean Marquez, Building Supervisor; Traci Pleckham, Management Services Director; and John Konopek , Police C hief . There were approximately 25 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on July 8, 2013 . Seconded by Trustee Peck . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins commented on Plainfield Fest and thanked everyone involved. TRUSTEES COMMENTS Trustee Rippy commented on Plainfield Fest and thanked everyone involved. Trustee Rippy gave a special thank you to Rob Epley and Jon Proulx. Trustee Bonuchi also thanked everyone involved with Plainfield Fest and suggested acknowledging the individuals at a fut ure meeting. PUBLIC COMMENTS None WORKSHOP #1 LONG TERM CAPTIAL BUDGET AND INFRASTRUCTURE PLAN Mr. Allen Persons, Mr. Randy Jessen, and Mr. Scott Threewitt gave a presentation regarding the Capital Improvements Programs – five year plan. Village staff h ighlighted construction projects and programs for IDOT, Will County, and Kendall County. Staff also reviewed Village projects including the Lockport Street Pedestrian Bridge, Traffic Control Devices, and 135 th Street Bike Path Connection , 143 rd Street Ex tension from Route 59 to Route 126, Pedestrian Improvements, Renwick Road Corridor, Lockport Street By -Pass. Staff also reviewed the Transportation Plan updates, Pavement Condition Survey, Route 59 Reconstruction Project, and I -55 Interchange projects. Staff then reviewed high priority projects, moderate priority projects, and long term projects. Staff pointed out that they will review road maintenance at the next Committee of the Whole Workshop Meeting. Trustee Lamb suggested writing letters or personal contact to the other elected officials/jurisdictions to help accelerate the Village’s priorities. Village of Plainfield Meeting Minutes – July 22, 2013 Page 2 Trustee Bonuchi pointed out that staff is taking some of the projects in house and inquired about staffing needs. Trustee Bonuchi also asked the staff to provide the dollar amount of all the grants secured by the Village Staff. Mayor Collins stated after his comments were in the newspapers regarding “D” Construction, he met with the owner and reviewed the timelines. Mayor Collins stated that he has noticed that the work is continuing. Mayor Collins also asked if the traffic devices will be similar to the one on Essington and Route 126. Mr. Jessen stated that they will be a little more advanced. Trustee Racich complimented the st aff on their leadership and thanked them for their efforts. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Racich . Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 8:04 p.m. Michelle Gibas, Village Clerk
