HomeMy Public PortalAboutResolution No. 053-95 06-13-1995 RESOLUTION NO. 5 3 - 9 5 • A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXA5, IN SUPPORT OF A MULTI- SERVICE RESERVE FORCE BASE AT THE FORMER CARSWELL AFB, TEXAS. WHEREAS, the establishment of a joint, master reserve/guard base complements and enhances the Department of Defense efforts in the joint military operations areas. WHEREAS, a joint DOD facility was recommended by the 1993 Defense Base Closure and Realignment Commission and the Commission found the Dallas-Fort Worth metropolitan area to be a superior recruiting area for a joint reserve/guard installation. WHEREAS, a joint DOD facility occupied by the Naval and Marine Corps Reserve, the Air Fore Reserve and the Texas Air National Guard provides for significant operational economies. Reduction or relocation of units to other locations will only increase Department of Defense costs which will have an overall adverse affect on training and readiness. • WHEREAS, the 1993 Commission found the relocation and location of Reserve and National Guard units to be consistent with the DOD Force Structure and the Base Closure Selection Criteria. We fully support the Commission and DOD decision to locate amulti-service reserve forces base at the former Carswell AFB, Texas. Any change in the profile of the installation at this time will only decrease training and readiness and increases costs to the American taxpayer. WHEREAS, realignment of the 301st TFW assets to another location and retention of existing infrastructure will only increase overall Department of the Air Force operating expenses while reducing the effectiveness of the Air Force Reserve training as well as recruitment. WHEREAS, Carswell Air Reserve Station is an integral part of the 1993 Commission and the Department of Defense's efforts to establish the Fort Worth Joint Reserve Base, and realigning this installation would have adverse affects on the operating effectiveness, and would diminish the concept of join reserve operations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS: • THAT, the City of Richland Hills fully supports the establishment of a joint, master reserve/guard base at the former Carswell AFB, Texas.
