A special meeting of Council was held today at 5 p.m. in the
Council Chamber in the Town Hall and was attended by Mayor
Jones, who presided, and Councilmen Griffin, Henry, Ferguson,
Slotin, Lovell, Daniels and Town Attorney Dutton.
The meeting was called.for the purpose of considering and
passing a resolution calling for a bond election in the sum
Of `32,000.00, the bonds to be known as 'Sanitary Sewerage
Bonds', said election to be called for Janiary 30th, 1941,
Councilman Slotin moved for the adoption of the following
resolution calling for an election to be held for the purpose
of authorizing the issuance of bonds by the Town of Savannah
Beach, to be known.as 'Sanitary Sewerage Bonds' in the sum
of x'32,000.00.. Councilman Griffin seconded and the motion
passed unanimously.

RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in Council assembled, as follows:
FIRST: That an election be held by the qualified voters of
the Town of Savannah Beach, Tybee Island, on the 30th day of
January, 1941, under the Constitution and laws of Georgia, for

the purpose of authorizing the issuance of bonds of the Town of
Savannah Beach, Tybee Island, within the meaning of Paragraphs
One (1) andfTwo (2), Section Seven (7), Article Seven (7) of the
Constitution of Georgia, in the amounts and for the purposes set
out herein, to -wit:
BONDS, the proceeds of which shall be used by the Mayor and
Councilmer' of the Town of Savannah Beach, Tybee Island, to construct
and /or erect and maintain a sanitary sewerage and disposal plant
in the sum of Thirty -Two Thousand Dollars (32,000.00) to be known
designated and described as SANITARY SEWERAGE BONDS.
SECOND: That the following notice to be signed by the Mayor or the
acting Mayor of the Mayor and Councilmen of the Town of Savannah
Beach, Tybee Island, and the Clerk of Council, under the seal of
the Town of Savannah Beach, Tybee Island, of the said election
shall be published for the space of thirty (30) days next preceeding
the date of the election in the Savannah Press, a newspaper published
in the City of Savannah, Chatham County, Georgia, in which the
Sheriff's advertisements are inserted and published, to -wit:
NOTICE TO QUALIFIED VOTERS OF THE TOWN OF SAVANNAH BEACH, TYBEE
ISLAND, OF AN ELECTION FOR THE ISSUANCE OF BONDS.
WHEREAS, in order to improve the health and sanitary conditions at
Savannah Beach, Tybee Island, it is necessary to construct and /or
erect and maintain a sewerage disposal plant; and
WHEREAS, unless the sewerage disposal plant is constructed and /or
erected and maintained, same will cause an unsanitary and unhealthy
condition on the Island, affecting the general welfare of the
inhabitants of said Island, and
WHEREAS; the Town has not sufficient funds from current texes•to
do the necessary work to construct and /or erect and maintain said
sewerage disposal plant: and
WHEREAS, under and by the virture of the laws of the State of
Georgia, the Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island, a municipal corporation, is authorized to issue bonds
of said municipal corporation for any and all the several purposes
and in the amount of for each purpose hereinafter set out and
designated and described as:
BONDS, the proceeds of which shall be used by the Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island, to construct
and /or erect and maintain a sanitary sewerage and disposal plant in
the sum of Thirty -Two Thousand Dollars (`32,000.00) to be known, .
designated and described as SANITARY SEWERAGE BONDS.
PROVIDED the requisite assent of the qualified voters of the Town of
Savannah Beach, Tybee Island, to the issuance of said Bonds is first
obtained, as prescribed by law.
THEREFORE: notice is hereby given by the said Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia as follows,:
PARAGRAPH ONE
That for the purpose of obtaining the necessary requisite assent of
the qualified voters Of the Town of Savannah Beach, Tybee Island,
and in accordance with the laws of the State of Georgia in such
cases made and provided, the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, hereby give notice to the qualified
voters of said Town of Savannah Beach, Tybee Island, that an
election of the said qualified voters has been duly called and
ordered by the said Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island, and will beheld on the 30th day of January, 1941, to
determine the question of whether the said bonds shall be issued by
the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island ,
said bonds being designated and described as follows:
SANITARY SEWERAGE BONDS, the proceeds of which shall be 'used by.the
Mayor and Councilmen of the Town of Savannah Beach, Tybe Island, to
construct and /or erect and maintain a sewerage disposal plant to be
used for the improvement and general welfare of the Town of Savannah
Beach, Tybee Island, in the sum of Thirty -Two Thousand Dollars ($32,000.00)
to be known, designated and described as SANITARY SEWERAGE BONDS.
Said bonds to be dated as of the lst day of March, 1941, and to bear
interest at the rate of two and one /half per cent (2 %), payable semi-
annually on the first days of March and September of each year, covered
by interest coupons attached thereto, principle and interest to be paid
in lawful currency Of the United States; sixry -four (64) of said bonds
to be in denominations of Five Hundred Dollars ($500.00) each. The
principle of said bonds shall mature and be paid and retired is follows:
Sixteen (16) bonds in denominations of Five Hundred Dollars ($500.00)
shall be retired at the rate of $1,000.00 of bonds each year, consecu-
tively, beginning March lst, 1943; Twelve (12) of said bonds. in
denominations of F ve Hundred Dollars (1500.00) shall be retired at
the rate of $1,500.00 of bonds each year, consecutively, beginning
March 1st, 1951; Sixteen (16) bonds in the denominations of Five
Hundred Dollars ($500.00) shall be retired at the rate of 12,000.00 of
bonds each year, consecutively, beginning March 1st, 1955,; and Twenty
(20) bonds in the denominations of Five Hundred Dollars 0500.00) shall
be retired at the rate of $2,500.00 of bonds each year, consecutively
beginning March 1st, 1959; the interest to be paid annually on all of
said bonds being two and one /half per cent (22°x) on the amount of the
bonds outstanding each year.
The proceeds arising from the sale of said bonds, if authorized
and assented to by said voters, shall be used fortthe purposes as
enumerated. The form and manner in which all of said described bonds
and interest coupons attached thereto shall be executed and how said
bonds may be registered and all other questions and details incident
to the lawful issuance, sale and payment of said bonds shall 'be
determined and fixed by the said Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, or their successors in office, in
conformity with the laws for such cases made and provided.
PARAGRAPH TWO
That said election for the issuance of said bonds as set forth in
Paragraph One of this Notice shall be held at the voting and election
precincts within the limits of the Town of Savannah Beach, Tybee
Island, established by law, and be held by the same persons and in
the same manner and under the same rules and regulations that elections
for Mayor and Councilmen of the Town of Savannah Beach, Tybee Island,

declare the result.
Voters favoring the issuance of said SANITARY SEWERAGE BONDS shall
have written or printed upon their ballots the words "For SANITARY
SEWERAGE BONDS in the sum of ?32,000.00"
Voters opposing the issuance of said SANITARY SEWERAGE BONDS shall
have written or printed upon their ballots the words "Against
SANITARY SEWERAGE BONDS in the sum of $32,000.00."
WITNESS the official signature of the Mayor and the official
signature of the Clerk'of Council, under the Seal of the Town of
Savannah Beach, Tybee Island, and under a Resolution of Council
of the Town of Savannah Beach, Tybee Island, Georgia, this 27th day
of December, 1910.
BE IT FURTHER RESOLVED, by the authority aforesaid, that in the
event said bonds are authorized to be issued, and before the time
of the issuing of the same, the said Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, or their successore in office,
shall provide for the assessment, ]evy and collection annually of a
tax sufficient'.in amount to pay the principle and interest of the
said bonds as the same become due, so that said bonds will be fully
paid off within the time named in the foregoing Notice, and as fixed
by law, and without incurring further debt thereby.
BE IT FURTHER RESOLVED, by the authority of aforesaid, that the
Mayor and Councilmen of the Town of Savannah Beach, Tybee Island,
shall end do reserve the right to sell said bonds in such amounts
and at any time as the funds may be needed by the Mayor and Council
men of the Town of Savannah Beach, Tybee Island, for the purposes
for which they are authorized and issued, but no sale of said bonds
shall be made below the face value of said bonds.
BE IT FURTHER RESOLVED, by the authority aforesaid, that said
election shall be hald and the vote consolidated and the bonds
issued (if authorized) as provided in said Notice.
There being no further business Council adjourned, subject to the
call of the Mayor.
