Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Bellino. OF ALLEGIANCE The 2021 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board and the doors of the MEETING NOTICE Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Bellino and Naples and APPROVAL unanimous affirmative vote of the full membership present, the OF MINUTES minutes of November 15, 2021 were approved as transcribed and engrossed by the Clerk. 1 DECEMBER 9, 2021 (continued) ORDINANCE #21 -29 was introduced and adopted on First Reading ORDINANCE #21 -29 and the Clerk authorized and directed to advertise same for Public ACQUISITION OF Hearing, upon MMS &C, by Councilmembers Bellino and Naples. "ADOPTING AMENDMENTS TO THE FEDERAL BOULEVARD REDEVELOPMENT PLAN" The Municipal Clerk stated that Ordinance #21 -4 was introduced and adopted on First Reading on March 4, 2021. It was duly published in the Home News Tribune on November 19, 2021, with notice that it will be considered for final passage after Public Hearing to be held on December 9, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Bellino and Johal and unanimous affirmative vote of the fall membership present, Mayor Reiman declared the Public Hearing to be open. PUBLIC HEARING Upon MMS &C, by Councilmember Bellino and Diaz and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. MAYOR REIMAN Mayor Reiman said this would allow residents who live on the street to park on the street unrestricted, others would be limited to certain times surrounding the Arts District. There being no further cormnents or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Diaz and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #21 -22 "AMENDING & SUPPLEMENTING CHAPTEER 254, ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET, RE: ARTS DISTRICT" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. COUNCILMEMBER BELLINO MAYOR REIMAN Mayor Reiman said #17 - Resolution #21 -246 was referred by the Planning Board, it is the area in the Locust - Roosevelt redevelopment area behind 21 Washington Avenue; there is a private contract to buy, this is simply adding it to the redevelopment zone.
