AN ORDINANCE repealing Chapter 46 of the Revised Ordinances of the
City of Jefferson and all amendments thereto., and repealing
Ordinance 1','0- 341 , all of which ordinances are ordinances regulatirg
traffic, and enacting in lieu t,.ereof the following ordinances reg-
ulating traffic on thd streets and highways in Jefferson City.,

CHAPTER 1
AUTOLIORILES AND TRAFFIC
SECTICIT 1. Sneed. Limit_- It shall be unlawful to drive any
motor vehicle on the streets or public highways of Jefferson City
faster than the following rates of speed;
(a) In the "congested district" twenty (20) miles
per hour.
(b) In all other parts of the city tI'Arty (30) miles
per hour.
(c) In passing school houses and school grounds during;
ti.,e school year and between the hours that school
is in session, or when children are goidg to and
from school,, or are in the school yard c.,r on the
street adjoining school property., the rate of speed
shall not exceed fifteen (15) miles per hour.
(d) The speed limits provided in tilis section shall not
apply to police and fire department vehicles.
SECTION 2. Driyd.,n,g__khJlg intoxicated prp ibit6d. -- It is
unlawful for any person- 1c drive a motor vehicle on the city streets
or highways while ubder tl.,e influence of intoxicating liquor or nor-
cotic drugs.
SECTION 3- Reckless-and careless drivitF_V;-11-- It. is unlai%-
ful for any person to drive a motor vehicle in the city of Jefferson
in a reckless and careless manner, and any person dviving a motor
vehicle so as t6 indicate a wilful or wanton disregard for the safety
of persons and property shall be guilty of reckless and careless
driving.
SECTIC-1.1 4. Leaving scene of accident. -- !%'o person opera-
ting or driving a vehicle on any street in the City of Jefferson,,
knowing that an injury has been cuased to a person or damage has
been caused to property, shall leave tLe place of said injury, damage
or accident, without stopping and giving his name, residence,, in-
cluding city and street number, motor vehicle number and dnauffer' s
or registered operator' s number, if any., to the irilured party or
to a police officer, or if no police officer is in the vicinity then
to the nearest police station, and in a6dition to the foregoing such
driver or operator shall, in every such case report said information
at the police station of the city of Jell*fersori within one hour after
the happening of any such damage or accident.
SECTIOV! 5. Cross-walks not to be blocked -- Vehicles shall
not stop on cross-walks at street intersections, and shall stop so
as tc be clear of the sidewalk lines of the intersection street and
so as riot tc block the Patiiway of pedestrians unsing -.uch cross-walks.

SECTION 7. Pedestrians' right-of-way_at cross-walks Where
traffic control signals arenot : n place or in operation, tt•Je driver
of a vehicle shall yield the right-ofway, slowing down or stopping
if need be to so yield, to a pedestrian crossing the roadway within
any parked cross-walk or within any unmARKED CROSS40,7ALK AT AN IITRR*

SECTION 8. Crossing at other than cross-walks-- (a) Every
pedestrian crossing a roadway at any point other than within a narked
cross-inalk, or within an unmarked cross-wal} at an intersection,
shall yield the right-of-way to all vehicles upon the roadway. (b)
Between adjacent intersections at viLich traffic control sifnalsare
in operation, pedestrians shall not cross at any place except ina
marked cross-walk. (c) T?otwit lstandi.ng the provision ref t:iis pecti.on
every driver of a ''ehicle shall exercise the iiit;i;est degree of care
to avoid colliding with any pedestrian upon any roadway, and shall
give warning by sounding the horn when necessary, and shall exercise
proper precaution and observing any child or any confused of incapaci-
tated person upon a roadway.
SECTION 9. Pedestrians to use right h9lf of crosswalk--
Pedestrians shall move, whenever practicable, upon the right half of
cross-walks.
SECTION L) Pedestraans soliciting rides-- I;o person shall
stand in a roadway for the purpose of soliciting a ride from the
driver of any private ve.►icle.
SECTION 11. Cars :rust be kept to ri% -- All Vehicles when
in operation or motion shall be kept as close to the right-nand side
of the street as practicable.
SECTION 12. Vehicles meetin -- A driver of a vehicle meeting
another veiaicle coming from an opposite direction on the same street
shall turn to the right of the center of the street so as to pass
aBuch vehicle wit:iout interference.
SECTION 13. Passing other vehicles-- An operabi! or drive r
of a vehicle overtaking another vehicle going in tree ;acne direction
and desiring to pass the same shall pass to the left of the vehicle
so overtakent provided that the way ahead is clear of approaching
traffic, but if the roadw-,y is not clear iie shall not pass unless trie
width of the roadway is sufficient to allow his vehicle to pass to the
right of the center thereof in the direction in which his veiaicle is
moving; and provided further., that no operator or driver s;iall pass a
vehicle from the rear at tlfe top of a hill or on a curve where the
view ahaed is in anyway obscured or while the vehicle id crossin f an
t intersecting street. An operator or driver overtaking and desiring
to pass a vehicle shall sound his signalling devise and the operator
or driver of the vehicle so overtaken shall promptly, upon such signal,
turn his vehicle as far as reasonably possible to the right and in
order to alloy: free passage on the left of his vehicle.
The driver of a vehicle overtaking another vehicle proceeding
in the same direction shall pass to the left thereof at a safe distance
and shall not again drive to the right side of the roadway until
safely clear of the oveftaken veiricle.
Except % hen overtaking and passing on the right is per,cJitted,
the driver of an overtaken veLi.cle shall give way to the right in
favor od the overtaking vehicle on Pudi ble rsigrlal, and shall not In-
crease the speed of his vehicle until completley passed by the over-
taking vehicle.
SECTION 14. Turnina, at _intersections-- Tf.e driver of a vehicle
intending to turn at an intersection sh=all do so . as follows: (a) Both
the approach for a right turn and a right turn and a right turn s hall

rar.dway. (b) Anproacla for a left turn shall be made in that portion

after entering the intersection the left turn shall be made so as to

of such intersection before turning.
SECTION 17. Llehicle ma?,Lr.L1__hft turn shal Yield right of way--

to the left shall yield t,!-;e right-of-way to any vehicle approaching
from the opposite direction which is within the intersection or so
close thereto as to constitute an immediate hazard, except at those
intersections where electrical signal. control signs flash the white
or left turn light.
SECTION 18. Stoplpingjn line of traffic.-- An operator or
driver when stopping., or when checking the speed of his vehicle., if
the movement of other vehicles may reasonably be affected by such
checking of speed., shall extend his arm in a horizontal position so
that the same may be seen in the rear of his vehicle.
SECTION 19. When arm signal necessary. -- If a motor vehicle
is equipped with a mechanical or electrical sign--lling device, which
will display a signal plainly visible fvoin the rear snd indicating

intention to turn or stop., or that the speed of the vehicle is being
slowed down, the signals with the hand and arm., herein required., need
not be given.
SECTION lO.0 turns- where Prohibited-- It shall be Unlawful
to make a reverse turn., commonly called a U turn, at the following
street intersections: High and T.Ionroe Steeets� High and Adams Streets;
High and Madison Streets; T.1igh and Jefferson Streets; High and Wash-
ington Streets; High and Broadway Streets; Capitol Avenue and Madison
Streets; McCarty and Jefferson Streets; T-TcCarty and Eadiso n Streets;
and McCarty and 1,onroe Streest., and no person shall make a U turn
or reverse turn on any other street unless such movement can be made
in safety and without interfering with other traffic.
SECTION 21. Emerging g -from Plleys.-- "hen a moving line of
traffic may be 'entered, i No vehicle shall be driven from private
property or from an alley onto a street, or from the side of a street
into a line of moving vehilles tP permit such vehicle to enter the line of
of moving vehicles, unless tile street is sufficiently free from
approaphing vehicles to permit such vehicles to enter the line of
moving vehicles without danger of collisl6n, and shall then proceed •
carefully., yielding right-of-way in case of doubt to vehicles which
are already in motion on the street., and no vehicle shall be driven
from private property or from an alley onto the street at a ratem of
speed of more than five miles per hour.
SECTION 22. _Police_Cars, engrtment vehicles andambulances
have right-of-way-- Upon the approach of a police car or motor kehicle
or fire truck belonging to the city fire department., or an ambulance
answering an emergency call, the drivers of all other automobiles,
when warned b'- siren., exl vust whiatle or bell., shall yield the ritht-
of-way and shall immediately drive to a position parallel to., and as
close as possible to the right hand edgi or curb of the highway.,
clear of any intersection, and shall stop and remain in suvii positi6n
until the emergency has passed.

its position and direction., a ri-iotor vehicle) wlile on any street in
operation, or at rest after five hours., during thr period Drom one
half hour after sunset to one-half hour before sunrise and at all
times when fog or other Ptiaospheric conditions render the operation

of motor vehicles dangereous on the streets, shall carry lighted
signal lamps as herein required; such ;amps shall be so constructed,
mounted and adjusted as to project the required kind of lignt so
that it shall be plainly visible under normal atmospiier. is condidtions
from a distance of at least five hundred feet in the direction pro-
jected. Pr;oLor vehicles and motor tricycles shall. display at least
two white lights mounted at the front efid directed forward, and one
red light mounted at the back rand di.redted towards the rear. Trailers,
when being towed, shall display one red light mounted at the back
Pnd directed toward the rear. n;otor cycles and bicycles shall dis-
play one w:iite light mounted at the front and directed forward and
one red light mounted at the back and directed toward the rear. No.
vehicle shall display or project to the front any ot:ier than white
lights, or such shades as are commonly known and recognized as white,
and no vehicle shall. display at the back or !project toward the re ar
'any other than a red light, excepting that all motor vehicles and
trzilers which are required to carry -:umber plates on the rear. the
rear lamp shall be so constructed, mounted and adjusted as to make the
number plainly visible from a distance of twenty-five (25) feet;
however, nothing in this secti(.n shall be sonstrued to prmYiibit the
use of additional red lights carried for added safety or of such white
lights of low in ,tensity as may be required in the operation of mechani-
cal rear dignalling• devices. Eotor vehicles when at rest and parked
at the right-hand,:.curb may display .one light mounted on the left-hand
side and so constructed and adjusted as to project the white light
forward and one red light to the rear. "ll motor vehicles, except
motorcycles and motortricycles, shall carry, in addition to or in lieu
of the front signal lamps. two lighted head lamps, a d motorcycles
and motortricycles shall carry at least one lighted head lamp for the
purpose of illuminating the road ahead when the vehicezx is in motion;
such larips shall be mounted at the front of the motor vehicles so
that the top of their door glass opernags is not rmore than forty-two
(42) inches ^hove the ground, shall project only v.:hite light, or such
shades as nee commonly known and recognized as white, and shall be
directed and equipped, and their door glasses and bulbs shall be ad-
justed as herein required. Dirigible searchlights cr lights commonly
known as spot lights shall not be used on any street within thr cor-
porate limits of the city of Jefferson, except in emergencies or when
headlights are inadequate owing to rain or fog and then, only, pro-
vided, the shaft of condensed light is directed downward below the
level of the 1pmp, and at no time into the eyes of other persons. No
searc:i light or spot shall be equipped with a bulb stronger thrn
twenty-one (21) candle power, such searchlights and spot lights shall
be so construed and mounted that their lignt and direction can be
fully and easily contraolled from the friver' s seat while the vehicle is
in ;notion.
SECTION 24. Y-Just have horn-- Every motor vehicle shall be
equipped with a hdrn, directed forward, or whistle in good working
order capable of emitting a sound adequate in quantity and volume to
give warnings of the approach of such vehicle to other users of the
streets and to pedestrians. Such signalling device shall be used for
warningpurposes only and shall not be used for snaking unnecessary
noise, and no other sound-.,rmducing signalling device shall be used
`. at any time.
SECTION 25. Cutouts not.,_nermitted I""ffler cutouts shall not
be used on motor vehicles, and no vehicles shall be driven in such
manner or condition that excessive and unnecessary noise shall be made,,,,
by its :,iachinery, motor, signaling (devise of other parts, or by any';'
improperly located ergo. The motor of. all motor vehicles shall be
fitted with properly attached mufflers of such capacity ar construc-
tion as to quiet the maximum noise as c,..mpletely as is done in modern
gas engines, passenc:er motor vehicles. Any cutouts or opening in the
exhaust ,wine be-tween the motor and tl-ie mu: fler on any motor vehicle
shall be completely closed and disconnected from its operating lever,
and shall be so arranged that it ,cannot automatically open or bez
opened or operated while such vehicle is in motion.

SECTI'. P 28. Danke=r signals-- All vehicles carrying, poles or
other objects viLich project more than five feet from t1he rear of such
velliclw,
., shall., during the period when lights are required by tais
chapter, carry a red light at or near the eiid of the pole or other
object so projecting. Ay other times., a red flag ..r cloth., ri,_t less
than sixteen inches square, shall be displayed at the end of such
projection.
SECTION 29. Towing vehicles-- When one vehicle is being
towed by another they shall be coupled by a line so that tiie two
vehicles will be separated by not more th=an fifteen feet and there
shall be displayed on the toi,., line a white cloth or paper so that
the same twill be clearly visible to other users of the highway during
the time lights are required by t,.is chapter; tlie required lights shall
be displayed by both ve..--,icles.

producing device therr.,on., or attempt to manipulate any of the levers.,
starting devicez., brakes or machinery th=ereof, or set the machinery
in motion, or hold to such vehicle while riding a bicycle or other
vehicle.
SECTION 31. Throwing in.'lurious material into street— No
person shall throw or place, or cause to be thrown or placed., on or
upon any higliway or street in the City of Jefferson, any takkes., x
nails,, wires, scrap metal., glass crDc,,-&.ery., sharp stones, of other
substances injurious to the feet of persons or animals or to the
tires or wheels of vehicles, including motor vehicles. Any person
who has purposely, accidentally or by reason of an accident, dropped
from his person or and vehicle any such substance., shall immediately
make all reasonable efforts to clear such highway or street of the
same*

parked on High Street from Washington Street to Adams Streeto nor
on 1adison Street from Capitol Avenue to 7 7:igh Street for a longer
period than one (1) hour between the hours of nine o' clock a.m. to
Six o' clock p.m. on 17onday Tuesday., Wednesday., Thrusday., Friday,, and
between the hours of nine o' clock a.m. and nine o' clock p.m. on
Saturdays.

SICTICIN 4-7. Traffic Controlsignal henever traffic is
controlled by traffic control signals exhibiting the words "Go".,
"Caution".. or "Stop" or exhibiting different colcored lights suc-
cessively one at a time,, the following colzors only shall be used.,
and said terms and lilhts shall 1ij- icate as follows:
(a) Green alone or "Go" -- 1. Vehicular traffic facing the
signal may proceed straight throup.ji or turn right or left unless a
sign at such place prohibits either such turn. But vehicular traffic
shall yield the right-of-teat to other vehicles and to pedestrians
lawfully within th(-! intersection at the time such signal is ehhibited.
2. Pedestrians facing 1 h signal may proceed across the roadway
within sny marked or unmarked cross-walk.

shall stop a ci;otor voihicle in a public alley unless l,e leaves avail-
able at least ten (10) feet of the width of the roadway for the
movement of vehicular traffic.
SECTION 49. One-way drive around Capitol Luilding- All
persons operating motor vehicles on the driveways upon the state
capitol grounds shall operate them ui)on the right hand side of said
driveways. When entering the driveway encirc, ing the state cepitol
AWA building all persons operating motor vehicles shall_ turn to the right

building a One-way driveway.

Driver of a vheicle erleging from an alley, driveway, or building shell
stop such vehicle immediately prior to driving onto a sidewalk or into
the sidewalk area extending across any alleyvaay, ancy upon entering the
roadway shall yield the right-of-way to all v--hciles a,, proaching on
said roadway.
SECTION 52. Taxi-drivers restricted in soliciting businessmx
at depot-- It shall hereafter be unlawful for any hotel porter or
runner of any taxicab or any baggageman or dirver of any vehdd.le
used for hauling passengers or baggage for hire to go upon the plat-
form or upon the tracks or ground of any common carrier having a
terminal or depot in the City of Jefferson pity, I:Tissouri, for the
purpose of plying their respective trades, or avocations or for the
purpose of soliciting guests for any Hotel or roo,,id.ng house or baord-
ing house, or Passengers for their taxicabs or for the purpose of
soliciting JDaggag;e to be hauled, or to be transferred to or from
such depots or terminals without the consent of the siad common
carrier; Provided, however, that each common carrier having a depot or

unlawful for any person to drive., -or cause to be driven or ridden
nay animal, or to ride, drive or propel or cause to be ridden, driven

pavement there is a barrier or at or near which there is a person
or sign warning persons not to drive over or across such sidewalX
