INFEREAS, the City Council of the City of Jefferson) Cole L;ount
1'*'*ssouri,, by Ordinance 11o. 4306., duly and regularly adopted at a
m6eting of said City ouncil held on the 29th day of January., 1940,
and approved by the L&yor of said City on the 30th day of January.,
1940) did direct that there be submitted to the qualified voters
of said City at a special election held therein on the 27th day of
February., x.940, the following proposition:
PROPOSITION
"To :hcrease the indebtedness of the city of Jeffer-
son., Missouri., to tll-ie amount and sum of Two Hundred
Thoutand ($200.,000.00) DU)llars and to issue the negoti-
able epupon bords of said City of Jefferson thereof,
for the purpose of providing funds for the erection
of a municipal office building., and to acquire by pur-
chase., gift or otherwise,, a site or land necessary
therefor, pnd to authorize the levy and collection
of an annual tax in addition to the other taxes pro-
vided by law, sufficient to pay the interest on said
bonds as the same becomes due., and to constitute a
sink-ing fund for the pqyment of the principal therefor.,
within twenty (20) ears the date thereof., said
bonds to bear interest at not to exceed six per cent
per annum; "

as directed by said ordinance and as required by law., by publication
in The Jefferson City Post-Tribune, a daily paper published and of
general circulation in said City of Jefferson, and said newspaper
having been previously adriiitted to the Post Office in said City as
second class matter a,,d having been published regularly and consecu-
tively for a period of more than three ( ) years prior to the first
publication of said notice., and siad newspaper having a list (if) bona
fide subscribers vlountarliy engaged as such, whil have paid or agreed
to pay a stated price for subscriptions 4-hereto for a definite period
of time, and whicl-i said notice was published in said newspaper on the
31st day of Janiary and on the 7th, 14th and 21st days of February.,
1940; and

week for four (4) consecutive weeks prior to the date of said elec-

PROPOSITION
To increase the indebtedness of the City of Jefferson,
1: ssouri, to the amount and sum of Two Hundred `thousand
(.200,000.00) Dollars and to issue the negotiable coupon
bonds o6 said City of Jefferson thereof, for the pur-
pose of providing funds for the erection of a mtnni.cipal
office building, and to acquire by purchase, gift or
otherwise, a site or land necessary th.er.efor, and to auth-
orize trie levy and collection of an annual tax in addi-
tion to the other taxes ]:provided by law, sufficient to pay
the interest on said bonds as the same becomes due, and to
constitute a sinking fund for the payment of the principal
t.,therefor, within twenty (20) years from the date thereof,
said bonds to bear in terest at riot to exceed six per cent
((p) per annum.

inimediately upon tree closing of the polls on said 27th day of Feb-
ruary, 194-0, make out, certify a d transmit to the City Clerk the
returns of said election; and
1IL:EREAS, the City Clerk did, on the 4t1i day of I:iarch, 1940,
transmit said returns of said election to this City council; and
,VHEREAS, tiiis City Council did, on said 4th day of Larch, 1940,
canvass the said returns and did then find and determine that there
was cast (;n the aforesaid proposition an aggregate of seven thousand
six hundred and twenty-nine (7, 625,, votes, of which seven thousand,
five hundred and forty-seven (7, 547) were cast "FOR INCREASE OT DEBT-
r YES" and eighty-two (t;2) were cast "FOR INCREASE OF DEPT- NO", and
that said proposition was, therefore, assented to by a majority of
more than two-t1iirds of the qualified voters of said City voting
�., at said election on said proposition; and
7TREAS, the assessed valuation of taxable property within the
corporate limits of the City of Jefferson, as ascertained by the
assessment for State arid County curposes iiiade as of June 1, 1937,
and being the next before the last com;.leted assessment :rude prior--
to the 27th day of February, 1940, was Fourteen 1.'illion, Two undred
and Forty-one +housand, Finety-two Dollars and Fifty-three Cen'.s

WEEREAS, the City of Jefferson, 'A.ssouri, on the date of said

unto the City of Jefferson., at its option., to call in, pay and re-
deem all or any of the aforesaid bonds; at par and accrued interest;
ink the inverse order of their numbers and maturities., on May I.,
1946, or on any interest payment date thereafter. Provided., further.,

to be registered in the office of the State Auditor, and to deliver
said bonds to the pruchaser thereof. The proceeds received from the
