The proposal from CME Associates for engineering services related to the Waterfront Park and Ferry Terminal Utility Extensions and Access Road Final Design at a cost not to exceed $75,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. Reiman, Mayor Re: Fee Estimate for Professional Engineering Services for Waterfront Park and Ferry Terminal Utility Extensions and Access Road Final Design Borough of Carteret, Middlesex County, NJ Proposal No. 2021 -175 Dear Mayor: We are pleased to present our estimate of fees for professional engineering services for the above - referenced projects. It is our understanding that the Borough is seeking to develop multiple improvements at and adjacent to Waterfront Park, including the following: • Commuter ferry terminal on Block 304, Lot 2.02 • Fully- plumbed restroom building to replace an existing pit - latrine style restroom building at Waterfront Park • Band Stage adjacent to the existing fixed pier • Development of a seasonal dining facility on Veteran's Pier, with support facilities within the existing gazebo • Widening of the Waterfront Park Access Road to accommodate the Ferry Terminal and future developments on the DuPont parcel Each of these Improvements will require an extension of water, sanitary sewer, natural gas, electric, and /or telecommunication utility services. Currently, water and sewer mains exist at Waterfront Park, terminating at the boat ramp parking lot. It is anticipated that these utilities would be able to be extended to the Ferry Terminal site, as well as serve the expanded amenities at Waterfront Park. Furthermore, our office has met with Elizabethtown Gas to discuss the extension of service to the Ferry Terminal and pier. We also understand that a portion of these improvements may be eligible for funding under the American Rescue Plan Act of 2021 (ARPA), which provides funding for public utility improvements, of which the Borough has been appropriated $2.3 million. The Engineers Cost Estimate for the water, sewer, electrical, and telecomm services, including a pre- manufactured restroom building and new stage at Waterfront Park is approximately $1,590,000. The total combined engineer's estimate is $2,268,000 for the anticipated project. With this being said, we anticipate that the following tasks will be required: A) Design Phase Services — This work will consist of the preparation of construction plans and quantities. Our office will coordinate between the Borough, utility companies, and material vendors to develop the site and provide utility service. The services have been divided into tasks as detailed below: 1. Perform site visits and collection existing site information and assess conditions; 2. Coordinate with utility companies for main extensions and services; 3. Coordinate with the architects and engineers in charge of the design of the dining and ferry terminal facilities to size utility mains and services and provide service requests to respective utility companies; 4. Coordinate with prefabricated restroom building manufacturers on the design and programming of the proposed restroom buildings; 5. Final design of the Waterfront Park Access Road; 6. Prepare separate construction plans, including the following: I. Existing Conditions Plan H. Site Layout and Dimensioning Plan for the proposed restroom and dining facilities at Waterfront Park. The dining facility and pier building will be designed under separate contract by an architect. iii. Construction Plans for roadway and streetscape improvements to the Waterfront Park Access Road iv. Construction plan for a new band stage adjacent to the waterfront pier V. Grading and Drainage Plan for the proposed restroom, stage and dining facilities at Waterfront Park A. Utility Extension and Service Plans for the proposed restroom and dining facilities at Waterfront Park and to the proposed Ferry Terminal vii. Soil Erosion and Sediment Control Plan and Details viii. Construction Details 7. Prepare Specifications; and, 8. It is anticipated that AutoCADD files will be submitted to our office for use In the design. B) Permit Phase Services — Work in this phase will Include the development of permit application packages, permit plans, and coordination with outside agencies to obtain all necessary permits and approvals including, but not limited to: 1. Freehold Soil Conservation District As the project will result in the disturbance of more than 5,000 square feet of soil, plan certification from the Freehold SCD is required. Our office will file an application, plans and necessary reports with the District. 2. NJDEP Construction Activity Stormwater General Permit 5G3 As the project will result in the disturbance of more than one (1) acre of soil, NJDEP Water Quality General Permit 5G3 will be required for the work. Our office will prepare the permit application via the NJDEP's online web portal for submission. 3. NJDEP Treatment Works Approval (TWA) — Sanitary Sewer Extension As the project will extend sanitary sewer mains for developments beyond the scope of the TWA permit for the original marina water and sewer mains, our office will prepare plans, reports, and applications to the MCUA and NJDEP for the construction of an extended gravity sanitary sewer system. A sanitary sewer report and specifications will be required for submission to the agencies. 4. NJDEP Bureau of Water Systems Engineering (BWSE) — Potable Water Extension As the project will extend potable water mains for developments beyond the scope of the BWSE permit for the original marina water and sewer mains, our office will prepare plans, reports, and applications to Middlesex Water Company and NJDEP for the construction of an extended water main. A water report and specifications will be required for submission to the agencies. We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A. The above fee estimates are based on information provided to us by the Borough.
