WHEREAS, to rovide funds to meet current public needs.-of the pity of Jefferson fassouri, and to maintain the necessary public services of said 6ity, to pay the salaries of officers and employees, and to meet the iecessary expenses of said City, it has beeome and is necessary that the ity of Jefferson borrow the sum of Thirty-four Thousand, rive Ilundred^Dollars ($34, 500) , and issue therefor appro- priate evidence of its indebtedness; and WHEREAS, by and under Section 6934 of the Rovised Statues of the State of missouri, 1939, the city of Jefferson is authorized and empowered by ordinance, to issue bonds payable in one year, to an amount not exceeding half the current revenue for the fiscal year; and WHEREAS, the assessed valuation of taxable property within the corporate limits of said `pity, as ascertained by the assessment made as of June 1, 1941, upon which taxes will bg colleFted in the year 1942, is Fifteen I-Tillion, five Hundred and leven housand s One Hundred and "isty-One ''ollars ($15,5111161) ; and WHEREAS, the L'ity Council of the City of Jefferson did, by Ordinance No. 4551 , adopted and approved on the 6th day of July, 1942, levy a tax of sixty cents (60¢) upon each One Hundred Dollars of the aforesaid assessed valuation, to provide funds to pay the current general xoperating expenses of said City; and WHEREAS. this City louncil does now find thst the afoesaid tax levy and other sources of„revenue applicable to the payment of current general expenses of said City for the current fiscal year, exclusive of taxes and revenues profiided for and charged with the payment of the bonded indebtedness of said city or other special obligations thereof, will produce prior to March 31, 1943, approximately the following amounts, to-wit: Proceeds of ad valorem tax of 60¢ on $100.00 asses ed valuation of taxable property in said -ity (Including both 1942 and back taxes) $93,066.00 Building Permits . . . . . . . . . . . . . . . 900.00 Electrical Permits . . . . . . . . . . . . . . . . . 600.00 Liquor Licenses . . . . . . . . . . . . . . . . . . 90000000 Store Rent- city Hall building . . . . . . . . . . 3,600, 00 Special Road district . . . . . . . . . . . . . . . 3,000.00 City Scales . . . . . . . . . . . . . . 500.00 Fines . . . . . . . . . . . . . . . . . . . 500.00 Bicycle Licenses . . . . . . . . . . . . . 00 to . 75.00 . 111,2 14 00 and WHEREAS, no funds have heretofore been borrowed by the city of of Jefferson in anticipation of the collection of the aforesaid taxes and revenues; and WHEREAS.. the said city has incurred no other debts or obli- gations which are a charge upon said taxes and revenues, and all of' said revenues yet uncollected are available for the purpose of maintaining the necessary public services, paying salaries of officers and employees, 21.1. and meeting the necessary expenses of said `'itY; and WHEREAS, the amount now proposed to be borrowed, to-wit, hirty-four housand, „ive Hundred Dollars ($34, 500) , will not exceed half of the aforesaid anticipated, but uncollected, revenues for the current fiscal year; and WHEREAS, THE amount of the bonds hereby authorized together with all other debts and obligations of said City chargeable to the revenues provided for the year 1942, will not exceed the sure of said revenues; NOW, T3.EREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. shat, in order to provide funds to meet current public needs of said ity, to maintain necessary public services thereof, to pay the s9laries of-officers and employees, and to meet the necessary expenses of said city during the current fiscal year ending March 31, 1943, there shall be and there are hereby authorized ordered and directed to be issued the urrent Revenue Bonds of said City of Jefferson, Missouri in the principal amount and sum of Thirty-four housand, five Aundred Dollars ($34, 500) . Said bonds shall be of the following denominations: Bond No. 1 shall be of the denomination of $19, 500.00 Bond No. 2 shall be of the denomination of 15,000.00 Said bonds shall be numbered One (1) and Two (2) ; shall bear date of Jul 1, 1942, and shall bear interest at the rate of three per centum (W per annum, payable with the principal of-said bonds. Both the principal of and the interest on said bonds shall be payable in lawful money of the United States of :'America at the office of the City Treasurer of said city, in the city of Jefferson,Missouri. the said bonds shall be executed by the signature of the L4ayor 6f the City of Jefferson, attested by the sig eture of the ,.,he lerk, under the seal of said city. The said bonds shall mature and become due and payable on March 31, 1943- SECTION 20 the �ity of Jefferson reserves the right to call in either of both of said SonOs- for payment and redemption,, upon the giving of thirty (30) day:§A written notice to the holder or holders thereof, and upon giving notice to the Otate Auditor of Missouri, as provided by Section 3301 of the Revised Statutes of 11issouri, 1939• SECTION 3. It is hereby certified, recited and represented that all acts, conditions and things required to be done precedent to and in' the issuance of this bond, in order to make the same a valid and binding obligation of said city, have been done, have happened and have been performed in regular and due form, time and amnner, as required by law; that an appropription has been made out of the current revenues of said City for the present fiscal year, sufficient to pay the principal of this bond and of the series os which this bond is o:,e, together with interest thereon, according to the terms hereof, and that the total amount of this bond and the issue of which it is one does not exceed half of the current revenues of said City fo the present fiscal year, and does not exceed any statutory or constitutional limitation. That when said bonds shall have been prepared, executed and registered they shall be lodged with the City Treasurer who shall deliver then to the purchaser thereof upon payment of the Purchase price (not less than par and accrued interest) in accordance with the terms of the sale of said bonds.
