BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,XKXSSMMIX AS FOLLOWS: SECTION 1. NOMINATION OF CANDIDATES.- Hereafter the nomina- tion of candidates for any city office in any city election by any political party shall be by convention of delegates or primary elect- ion, as hereinafter defined, held for the purpose of making nomina- titons to any city office, and also electors to the number herein specifie may, by signing petitions, nominate candidates for city offices. . SECTIOP; 2. CONVENTION OF DELEGATES DEFINED.- A convention of delegates, within the meaning of this c.rdinance, is a convention of delegates of any political party which, st the last general City election before such convention, polled as a party, at least three per cent of the entire vote cast in the city. SECTION 3• PRIMARY ELECTION DEFINED.- A primary election, within the meaning of this ordinance, is an election held within this city, by the members of any political party, or by the voters of some political faith, for the purpose of nominating candidates for city offices: Provided, that said party shall have cast at least three per cent of the entire vote cast within this city at the last general city election before said primary. SECTION 4. CERTIFICATE OF NOMINATION.- The certificate of nomination of a candidate for office, selected by any convention of delegates, as herein defined, shall be filed with the city clerk and shall be signed and executed by the presiding officer and secre- tary of such convention, or where the nominations are made by pri- mary elections, the certificate of election shall be signed and executed by the presiding officer and secretary of the political committee, under whose direction it is held. The certificate of nom-. ation shall contain the name of the ' person nominated, his residence, and the office for whcih he is nominated. The certificate shall also designate by a name the party which such nominee shall represent. Certificates of nominations shall be filed with the City Clerk not more then sixty nor less than fifteen days before the day of election: Provided, that in case of any vacancy in said nomination for any cause, the central committee of a party on whose ticket such vacancy may occur may select and certify to the city clerk at least ten days before th4 day of election the name or names of such candidatex or candidats' to fill such vacancy. SECTIOX­156 CERTIFICATES TO BE SIGNED BY ELECTORS.- Whe certificate of nomination or petition of voters of a candidate selected otherwise than by convention of delegates or by party primary shall be signed by electors resident within this city, to a number equal to one per cent of the entire vote cast at the last preceding general city election: Provided, that the number of signatures so required shall not exceed one thousand nor be less than fifty; and further provided to nominate an alderman by the petition of electors, one per cent of those voting in the ward at the last city election shall be a sufficient number of signers. 6ECTION 6. CITY CLERK TO PUBLISFI NAMES.- At least seven days before an election, to fill any city office, the city clerk shall cause to be published, in a daily newspaper of general cir- culation, nominations to office filed in his office. He shall make not ,Aess than two publications in such newspaper before the election,. one of which publication shall be upon the last day upon which such newspaper is issued before the election. The list of nominations, published by the city clerk, shall be arranged in the order add form in which they will be printed Upon the ballot.
