WHEREAS, the City Council of the City of Jefferson, in Cole "ounty, t;"lissouri, finds and deems it necessary any in the best interest of said City that said City of Jefferson acquire, establish, construct, own, eql p and improve an airport or land- ing field for the use of airplanes and other aircraft, either with- in or without the limits of said City; and 7lIAEP�EAS, the City Council hoes now find and determine that the emst of providing an airport for said City, as aforesaid, will be approximately One Hundred and Eighty-five Thousand Doll-•rs M 85,000) ; and ".WHEREAS, there are not sufficient funds in the Treasury of said City out of which to pay said sum; and WHEREAS, said sum, when added to current expenditures, exceeds the income and revenue of said City for the year 1944; and WHEREAS, the said City is authorized to incur an indebt- edness for said purpose upon the assent of two-thirds or more of the qualified voters of said City voting thereon at an election called and held for that purpose, provi.dedy that the indebted- ness so incurred, together with all other indebtedness existing and outstanding against the said City, does not exceed fire per centum ( %) of the assessed valuation of taxable property with- in the City, as ascertained by the assessment next before the i last assessment for State and County purposes, tp-wit: the assessment made as of June 1, 1941; and WI- MMEAS, the assessed vduation of taxable property with- in the said City of Jefferson, as ascertained by the assesment for State and County purposes made as of June 1, 1941, and as finally egalizld by the State and County Boards of Equalization, was Sixteen Million, Seventy Thousand, Pine Hundred and .Eighty- seven Dollars ($16,070,907. ) ; and INHEREAS, the said `'ity now has outstanding the following indebtedness and none other, to-wit: 277 DATE OF I SUE PUR,�USE AhX)()N ' OUTSTANT')ING September 1, 1926 Sewer, Fire Equip- ment and .Bridge $53,000 September 1, 1930 Refunding %000 June 1, 1932 Judgment Funding 36,000 May 1, 1934 Improvement 589000 Marph 1, 1935 Refunding 45,000 July 1, 1940 Fire Equipment 19,000 Judgment Indebtedness . . . . . . . . . . . . . . . . . . . . . $ NONE Other Indebtedness. . . . . . . . . . . . . . . . . . . . . . . . . . . . $ NONE Total $220,000 and WHEREAS, TEE AMOUNT OF BONDED INDEBTEDNESS NOW PROPOSED tp be incurred to-wit: One Hundred and -bighty-five Thousand Dollars ($185,000), when added to the aforesaid outstanding indebtedness, will not, in theaggregate, exceed five per centum (5%) of the assessed value of taxable property within said City as aforesaid, and will riot exceed any constitutional or statutory limit of indebtedness; and WHEREAS, THE City Council now deems it necessary and advisable to submit to the qualified voters of said City at a special electiom to be held for that purpose a preposition to increase the indebtedness of said City in the amount of One Hundred end Eighty- five Thousand Dollars ($165,000) for the purpose aforesaid, and to evidence such indebtedness by the issuance of bonds of said City in said amount for said purpose: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JK'FERSON, COLE COUNTY, I0ISSOURI, AS, FOLLOWS: SECTION 1. That a special election be and tiie same is here- called and ordered to be held in the City of Jefferson, Cole County, Missou3:% on Tuesday, the llth day of July, 1944, for the purpose of submitting to the qualified voters of said G ity the following propositions. PROPOSITION To increase the indebtedness of the City of Jefferson, Cole ounty, I.,Tis- souri, in the amount of One Hundred and Eight five `housand Dollars ($18 5,000) for the purpose of acquir- ing,establishing, constructing, owning, equipping and improving an airport or landing field for the use of airplanes and other aircrafts, either within or without the limits of said City, and to evidence such indebtedness by the issuance of bonds of said City in said amount for said purpose. SECTION 2. That the said special election shall be held in all of the wards of said City and at the polling places herein after designated, as follows: FIRST 11-lARD: All of the election precincts In the first ward are hereby combined into- crie precijactt, or election district for the purnse of said specisl election end the polling place thereof shall be located at 900 East Ifigh Street, in said ward. 278 SECOND WARD: All of the election precincts in the Second 'Ward are hereby combined into one precinct or election district for the purpose of laid special election and the polling place thereof whall be located at the Cole "ounty Court Pouse, In said 'lard. .THIRD WARD: All of the election precincts in the . Third Ward are hereby combined into one precinct or election district for the purpose of said special election and tree polling place thereof shall be located at 909 West Main Street, in said Ward. FOURTH WARD: (1 and 2) Llection precincts Nos. 1 and 2 in the Fourth Ward are hereby combined into one precinct or election district for the purpose of said special election and the polling place thereof shallbe located at 609 Jefferson Street, 6n said ward. xNNTKxxxkax (3) The polling place in precinct No. 3 in the Fourth V"ard shall be located at Peck' s Store, 1000 St. Mary' s boulevard, in said precinct and ward. FIFTH INARD: (1 and 3) Election precincts Fos. 1 and 3 in the Fifth !Hard are hereby combined into one precinct or election district for the purpose of said special election and the polling place thereof' shall be located at Trippensee Garage, 601 Madison Street, in said ward. (2 and 4) Election precincts Nos. 2 and 4 in the Fifth Ward are hereby combined into one precinct or election district for the purpose of said special election and the polling place thereof shall be located at 600 Mark Avenue, in said ward. The polls at said election shall be opened at the hour of 6 o' clock in the morning and shall continue until sunset on said day, it being now determined and declared that on said 11th daa of July, 1944, the hour of sunset will be d:36 o' clock P.M. The said special election shall be field end conducted and the result thereof shall be certified, canvassed and declared in all respects in conformity with the Constitution snd Laws of the State of Missouri governing elections in the said Wity of Jefferson, and in accordance with the ordinances of said Uity. SECTION 3. That the 1,ity Ulerk be and he is hereby authoriz- ed and directed to give notice of said special election by publication in the Daily Capital Mews, a daily newspaper printed and published in the City of Jeffersn and of general circulat ion therein. Said notice shall be published in said newspaper or!ee a week for four consecutive weeks, and on the same day in each week. The first publication of said notice shall be made at least twenty-one (21) days before the date of said election and the last publication shall be made within two (2) weeks of the rate of said election. SECTION 7. That all ordinances or parts of ordinances in conflict with this or dinance shall be and the same are hereby re- pealed. SECTION 8.
